[A] NEWS ITEMS[01] Gendarmerie in Turkey issues report on Semdinli incidentsIstanbul daily HURRIYET newspaper (21.11.05) writes about the report issued by the Gendarmerie Regiment Command on the Semdinli incident.As the paper writes, the Gendarmerie Regiment Command has prepared a report, one copy of which has been sent to the Turkish Prime Minister Tayyip Erdogan, on the explosion that occurred at Semdinli. The report, which notes that the weapons and the automobile were registered to the Gendarmerie inventory, explains the incident down to the smallest detail. Here are the striking portions of the report that HURRIYET has obtained: Gendarmerie Sergeant-Majors Ali Kaya and Ozcan Ildeniz had been survelling bookstore owner Seferi Yilmaz for some time, with the authorization of the Van Third Court for Serious Crimes. Yilmaz was one of the organization's [presumably referring to the PKK] important figures. The Gendarmerie had established, in the course of technical monitoring, that Yilmaz was going to meet with someone from the organization's brain trust. Kaya and Ozcan were officially authorized on that day by the command. Sergeant-Majors Ali Kaya and Ozcan Ildeniz, taking with them the former repentant Besil Ates, who served as an informant, because he was familiar with the person Seferi Yilmaz was to meet, and because he knew the area well, headed toward the bookstore in the same automobile. The Sergeant-Majors parked the automobile and began to wait about 150 meters away from the building where the explosion occurred. Meanwhile, informant Besil Ates, getting out of the vehicle in order to see whether or not the individual had come, entered into the shopping passage where the explosion took place. The explosion occurred when Ates entered. The diagram found in the vehicle had been drawn by the informant with the idea that the meeting point would be either the bookstore or Yilmaz's house, so that the Sergeant-Majors could determine a strategy. When the explosion occurred, the informant Besil Ates ran toward Kaya and Ildeniz, who were waiting in the vehicle. Some individuals, shouting "Those who threw the bomb are escaping", attacked the Sergeant-Majors and the vehicle and seized documents. Photocopies of the documents were made and intentionally distributed. The intelligence notebook used by Kaya is still missing. As for Specialized Sergeant Tanju Cavus, assigned to the Semdinli Battalion Command, he was returning on the day of the incident to Semdinli with his wife, whom he had taken to an obstetrician in Van. Certain individuals, exploiting the confusion, stopped his car and attacked Tanju Cavus, who was known by shopkeepers in Semdinli. Cavus, getting out of the vehicle, used his weapon in order to save himself and his wife from those attacking him, and one person was killed. [02] Turkish Prime Minister Erdogan visited Semdinli Turkish Assembly to debate the incidents that took place in the Southeast areasAnkara Anatolia news agency (21.11.05) reports that the Turkish Prime Minister Tayyip Erdogan went on an inspection tour in the Southeast of Turkey where a tense atmosphere has been prevailing for the last several weeks after the incidents which took place in Semdinli.Mr Erdogan, accompanied by Interior Minister Abdulkadir Aksu and Justice Minister Cemil Cicek, proceeded from eastern city of Van to Semdinli town of southeastern city of Hakkari. Erdogan visited Cumhuriyet Street and Ozipek shopping arcade where explosions had occurred on November 1st and 9th, 2005. Addressing the residents of Semdinli, Erdogan said that he came to the town together with Interior and Justice Ministers because unfortunate incidents had taken place there. Mr Erdogan noted that they would do their best to reveal the facts regarding the incidents. ''Inspectors are working there. A commission was established within the Justice Ministry to monitor developments. While the legal process is continuing, we will monitor it and do whatever is necessary on the administrative front,'' he underlined. ''Whatever ethnic, religious or regional group we are a part of, we must live together hand-in-hand and shoulder-to-shoulder,'' he stressed. In addition, Mr Erdogan visited Hakkari's town of Yuksekova along with the Interior Minister Abdulkadir Aksu, Justice Minister Cemil Cicek, and Hakkari deputies from the ruling Justice and Development Party (AKP) Mustafa Zeydan and Fehmi Oztunc. Erdogan stressed that his government will continue investigations into recent incidents in the region. ''Terror can never be the basis for peace. No one reached anywhere by terrorist means. Those involved in terror have always lost. Bright tomorrows are very close,'' noted Erdogan. Meanwhile, AKP Group Deputy Chairman Faruk Celik has stated that the parliament will debate on Wednesday the motions on investigation into incidents in Semdinli, which were submitted by the ruling Juctise, and Development Party (AKP), Republican People's Party (CHP) and Motherland Party (ANAVATAN). [03] References to Cyprus by DYP's Agar on the latest development of the Cyprus problemThe New Anatolian newspaper (21.11.05) published an interview with the chairman of the True Path Party (DYP) Mr Mehmet Agar.Asked about his thoughts regarding the recent developments on the Cyprus problem, Mr Agar stated the following: It's a problem that the government tries to present the ending of the Turkish Republic of Northern Cyprus (occupied territories of the republic of Cyprus) as equivalent to opening our airports and harbors to the Greek Cypriots. But the EU insists that the additional protocol is ratified by Parliament without any counter declarations. I think the government has promised they will do this. We will wait and see. There's a bottleneck there, he said. [04] Four self - styled MPs of the UBP are against the amendment of the article 159 of the constitutionTurkish Cypriot daily VOLKAN newspaper (22.11.05) reports that four self - styled MPs of the main opposition National Unity Party (UBP) told the paper that they were against the amendment of the article 159 of the constitution which is related to the properties in the occupied areas of the Republic of Cyprus.Asked to comment on a report published yesterday in VOLKAN regarding a coalition between the UBP and the Republican Turkish Party (CTP) aiming at ensuring the necessary majority for the amendment of the above-mentioned article, the UBP MPs Mr Hasan Tacoy, Mr Huseyin Ozgurgun, Mr Tahsin Ertugruloglu and Mrs Serife Unverdi noted that they would never approve the amendment of the article 159 for the sake of joining the coalition government. They said that this would destroy the property system and undermine the self-styled TRNC. Such a development would bring the end of both the TRNC and the UBP, they concluded. I/Ts. [05] The Turkish Government announced that it will be donating 150 thousand dollars to the workings of the Missing Persons Committee set up in CyprusIllegal BAYRAK television (21.11.05) broadcast that the Turkish government has announced that it will be donating 150 thousand American dollars to the workings of the Missing Persons Committee set up in Cyprus with the aim of locating the missing persons on the island.In a statement released by the illegal Turkish Embassy in occupied Lefkosia, it is stated that 50 thousand dollars of the money would be given for the DNA unit that will be set up at the Dr Burhan Nalbantoglu Hospital in occupied Lefkosia. Another 50 thousand American dollars will be given to the workings of the Anthropology laboratory that will be established in the buffer zone in Cyprus. The remaining 50 thousand dollars will be used for the exhumation works that will be carried out in the occupied territories of the Republic of Cyprus. [06] Izzet Izcan met with the Communal Liberation Partys chairman AngolemliTurkish Cypriot daily ORTAM newspaper (22.11.05) reports that the Leader of the United Cyprus Party (BKP) Mr Izzet Izcan together with party officials paid a visit to the Communal Liberation Party in order to exchange views on resuming the negotiations on the Cyprus problem.Mr Izcan briefed the Communal Liberation Party officials on the meetings he held last week both with the President of the Republic of Cyprus Mr Tassos Papadopoulos and the Turkish Cypriot leader Mr Mehmet Ali Talat. At the meeting, the Leader of the United Cyprus Party said his party and other pro-solution parties intend to call on the United Nations Secretary-General Kofi Annan to re-start the negotiation process for a permanent solution to the Cyprus problem. Mr Izcan also stated that his party wishes the creation of positive relations between the Greek Cypriot Administration and the TRNC, between Turkey and the EU and between Turkey and south Cyprus, as he stated. On his part, Mr Angolemli said that the necessary conditions must be created for the starting of the negotiations for the solution of the Cyprus problem. He said that in this framework the Turkish Cypriot side can prepare the ground taking steps regarding the unilateral application of the Annan Plan. Mr Angolemli also criticized the self-styled government in the occupied territories of the Republic of Cyprus and claimed that Turkish Cypriots were being pushed away from the negotiation table. [07] The barricade at Ledra Street would be opened soonIn its front page under the title Finally, the Ledra barricade will be opened, Turkish Cypriot daily KIBRISLI newspaper (22.11.05) reported that the self-styled Minister of Interior Ozkan Murat, who participated last night in the television programme Talking Time of the private GENC TV, said that the barricade at Ledra Street will be opened very soon.Mr Murat said that the Turkish Cypriot side did whatever should have been done and all the preparations are at the stage of being completed. Noting that the allegation of the Greek Cypriot press that the barricade cannot be opened due to the position of a Turkish military guardhouse is not true, Mr Murat said that they have decided to solve the problem by constructing a pedestrian overpass. He also confirmed that the United Nations have agreed on this issue. According to the agreement, the United Nations will sort out the necessary arrangements in the buffer zone, as well as the illumination of the area. Mr Murat concluded: After the completion of the works, the barricade at Ledra Street will be opened very soon. [08] Retired generals and academicians to form a new party in Turkey under the name Mudafaa-I HukukIstanbul NTV television station (21.11.05) broadcast that a group, among them retired generals, have launched an initiative to establish a new political party. The group, among them some retired generals and academicians, are working under the name of "Once Again the Society for the Defense of Rights" [Yeniden Mudafaa-i Hukuk. Societies under the name of "Mudafaa-i Hukuk" were established in 1919, which then formed the backbone of the Turkish war of independence]. The group, which had been meeting in Ankara and Istanbul for a while, decided to turn the movement into a party in its latest meeting.Ret Gen Hursit Tolon, former commander of the 1st Army, will reportedly head the new party. Ret Gen Edip Baser is also in the movement. The movement is expected to conclude its effort to turn itself into a party soon and petition the Interior Ministry to register the party's name. It is said that the party might assume the name of "Once Again the Society for the Defense of Rights Movement" [Yeniden Mudafaa-i Hukuk Hareketi] [www.mudafaai-hukuk.com is the Internet site of this movement's hardcopy organ "Mudafaa-i Hukuk"] [09] Lets return Varosha and the places that are provided in the plan to their ownersUnder the above title, Turkish Cypriot daily OZGUR DUSUNCE newspaper (22.11.05) reported that the Chairman of the Businessmen Association (ISAD), Mr Ozalp Nailer and the members of the board of directors, at a press conference yesterday, explained the steps that needed to be taken to facilitate and achieve a solution in Cyprus. They called on the UN Secretary-General Kofi Annan and other related circles to move quickly towards finding an urgent solution to the Cyprus problem.ISAD proposed that all the provisions of the Annan plan that can be implemented and concern the borders of the Turkish Cypriot state and the territorial regulations/ adjustments should be put in practice immediately. Some of ISADs proposals are: the opening and the return of the former owners at the closed-fenced area of Varosha, as well as the area around the buffer zone which is mentioned in the first phase of the Annan plan; the planning which covers the rest places that will be rehabilitated accordingly to the financial aid that the United Nations, the European Union and the international community will give; the implementation of the rehabilitation plans and the necessary legal regulations according to Annan plan for the immovable property that would be returned to the Greek Cypriot side. Moreover, Turkish Cypriot daily VATAN newspaper reported that ISAD started a new initiative. Mr Nailer said that the first works have been completed and were being brought to the attention of the European Union and the international community. He also added that the next stage is to stabilize and pursue a new road map to carry the Turkish Cypriots towards to a solution. [10] Istanbul to host COMCEC meeting on the 22nd of NovemberAnkara Anatolia news agency (21.11.05) reports that the 21st meeting of the Standing Committee for Economic and Commercial Cooperation of the Organization of the Islamic Conference (COMCEC) will take start in Istanbul on Tuesday.The State Planning Organization Undersecretary's issued a statement today that State Minister and Deputy Prime Minister Abdullatif Sener would head the Turkish delegation in the meeting. Various matters on improvement of economic and commercial cooperation among the Organization of Islamic Conference (OIC) member states would be discussed in the meeting, the office said. Turkish President Ahmet Necdet Sezer will chair the opening session of the meeting. The 21st Session of COMCEC invited the Member States to step up their economic cooperation so as to speed up their development and avoid further marginalization in the face of the great world economic blocs. This ministerial committee was established pursuant to resolution 13/3-P (IS) adopted by the 3rd Islamic Summit Conference held in Makkah al Mukarammah and Taif in the Kingdom of Saudi Arabia in January 1981. The committee follows up the implementation of Islamic resolutions in the economic and trade fields, explores possible means of strengthening cooperation between Islamic countries, and prepares programs and proposals capable of improving Islamic States' capacities in these areas. The committee is chaired by the President of the Republic of Turkey and its headquarters is in Ankara, Turkey. [B] COMMENTARIES, EDITORIALS AND ANALYSIS[11] AFRIKA: As long as Turkey does not want a solutionThe main editorial, Letter from AFRIKA column in the local daily AFRIKA newspaper (22.11.05) under the above title writes:When we were defending, in this newspaper, our rights in the Republic of Cyprus, apart from the New Cyprus Party, no political party or organization were paying attention or giving consideration to this. In fact everybody were opposing us strongly and accusing as of `wanting to patch up´ the Turkish Cypriots to the Republic of Cyprus. In such a way that they could not tolerate even the Republic´s flag held by a group of young people during a meeting and with the help of police force they had forced these young people to be sent away. And yet, we needed so much time to pass, in order to claim our rights emanating from the Zurich-London Agreements. Now, a lot of people, political parties and organizations openly voice this They say: `Let us claim our rights in the Republic of Cyprus´. Yesterday the `TRNC´ Businessmen Association joined the caravan as well The Association has started a work, for drawing a road map which will lead our community to a solution. The Association defends our claiming of our rights in the Republic of Cyprus. However, with a view to not being misunderstand, the Association put forward its reservations, as was done earlier by the Peace and Democracy Movement (PDM) and the Communal Liberation Party (CLP) that `this demand is not for returning to the 1960 conditions´ If that is the case, why then this demand? To force the Greek Cypriot leadership for a federal settlement Is there such a thing-like forcing the Greek Cypriot leaders for a federal solution? Aren´t the Greek Cypriot leaders, including Mr Papadopoulos and Mr Christofias, five times a day reciting: `We favour bizonal, bicommunal federal solution´. If this is the case, why should we not invite those who propose these to sit around the negotiation table? Why are we not telling them: `We too want this?´ Do you say that Papadopoulos does not meet Talat? Why should he refuse to talk once we put before him the solution initiative? As tough, we have proved that we claim initiative, independent of Turkey and the other side refused to come around the negotiation table. If Papadopoulos refuses to meet Talat, he is doing so, because he believes that Talat lacks political will and for this reason he does not meet him. Although our businessmen have taken into account everything they forgot to add the most important factor into the account: Does Turkey really want solution now? Turkey got what it wanted from the EU. It is in the process and progressing. Turkey succeeded this, thanks to us, without withdrawing not a single soldier from Cyprus Had it had an obstacle to overcome in the EU process, and if this obstacle was Cyprus, Turkey would have been in favour of a solution However, there is no such thing. For Turkey, regarding Cyprus, difficulties remained behind .
