[01] Turkish Cypriot press reports that Colin Powell has addressed Mehmet Ali Talat as "Mr Prime Minister"

Turkish Cypriot daily KIBRIS newspaper (06.05.04) reports that the US Secretary of State, Mr Colin Powell has addressed the so-called Prime Minister of the illegal regime in occupied Cyprus, Mr Mehmet Ali Talat as "Mr Prime Minister" and that the United States consider Mr Talat as the new leader of the Turkish Cypriot community.

According to KIBRIS, a high ranking American official said in statements to Turkish semi-official Anatolia News Agency that Washington fully supports the representation of the pseudostate in international organizations, such as the International Monetary Fond (IMF), the World Bank, UEFA and the Islamic Conference Organization (ICO). The official argued that this representation could vary according to the organization and it could be membership or participation.

"We support the participation of northern Cyprus in international organizations", he pointed out and added that the steps which the United States will take aiming at ending the isolation of the Turkish Cypriots will gradually be implemented. Some of them, he noted, will be implemented before the UN Secretary - General submits its Cyprus report to the Security Council, while some others could be announced after that.

"In fact the steps have begun. The meeting between Powell and Talat was a part of these steps", he supported.

KIBRIS writes that the US is looking for a formula in order to give financial aid to the Turkish Cypriots. Political observers told KIBRIS that the meeting of Mr Talat with members of the Congress was important from this point of view because the approval of the Congress is needed for such a development.

Meanwhile, Mr Talat addressed yesterday a meeting at the Center for Strategic and International Studies (CSIS) in Washington. In his speech Mr Talat said that the positive political climate within the Turkish Cypriots for the solution of the Cyprus problem might not be preserved if the international community continues to keep them isolated.

Referring to his meeting with Mr Powell, Mr Talat noted that he has asked support from the US for the "case of the Turkish Cypriots and the ending of the isolation". "I received a very encouraging, a very constructive answer from the United States. I had very modest expectations. After this meeting they advanced", he added.

Asked about his expectations from the US, Mr Talat said that their priority was the beginning of direct flights to the illegal airports of occupied Cyprus and the use of the "passport" of the illegal regime all over the world.

Mr Talat said that they wanted to become a member of ICO and not to be invited to the conferences of the organization as "the Turkish Cypriot Moslem Community".

Referring to the Annan Plan, he alleged that this plan has been negotiated for a long time and argued that no further negotiations could be conducted on it, as a "reconciliation is reached".

Mr Talat claimed also that Turkey recognizing the Republic of Cyprus will not mean that it will stop recognizing the illegal regime in occupied northern Cyprus.

[02] Talat evaluates the possibility of calling early so-called elections in the pseudostate

Turkish Cypriot daily HALKIN SESI newspaper (06.04.04), under the title "Signal for early 'elections' from Talat", writes that the leader of the Republican Turkish Party (RTP) Mr Mehmet Ali Talat, who is currently in the USA, is evaluating the possibilities of calling an early so-called election in the pseudostate.

As the paper writes, Mr Talat took under consideration this issue because of the state of minority in which the so-called government of the occupation regime felt into, after the resignation of two "deputies" from the Democratic Party, which is the junior partner of the RTP in the "coalition government" of the occupation regime. Mr Talat will decide upon the issue after his return to the pseudostate.

According to the paper, Mr Talat thinks that the time is not right for early 'elections' despite the fact that he believes that his party will be profited by such a development, gaining even 40% of the votes. Mr Talat is quoted to say that his priorities now are focused on lifting of the so-called embargo and the end of the isolation that the pseudostate faces.

[03] The Turkish Foreign Ministry says that Turkey is not about to recognize the Cyprus Republic

NTV television station (05.04.04) broadcast that the spokesman of the Turkish Ministry of Foreign Affairs, Mr Namik Tan stated that no one should expect Turkey to recognise the Cyprus Republic.

Speaking at a press briefing in Ankara, Mr Tan alleged that Turkey had done all that had been required of it to broker a solution to the dispute on Cyprus.

"There shouldn't be any expectations of Turkey," Tan said. "What the other sides have done or will do should be considered."

However, he said that the fact that the Cyprus Republic is internationally recognised was a reality, but he added that Turkey would continue to recognise the pseudostate.

"We will consider developments in the following months and we will evaluate the issue with all its legal and political aspects," he concluded.

[04] Denktasī political affairs advisor tender his resignation

According to local Turkish Cypriot daily AFRIKA newspaper (06.05.04), Turkish Cypriot leader Rauf Denktas' Political Affairs Special Advisor Hakki Muftuzade has tendered his resignation from this post. In a statement Muftuzade explained his resignation, and said: "After having assessed the Turkish Cypriots' will, expressed on the 24 April referendum and listening my conscience, I have tendered my resignation in my current position in order to render a more effective contribution in line with the aforesaid will of the people"

[05] The Communal Liberation Party applied to the General Secretariat of the UN asking for a special status for the pseudostate

Turkish Cypriot daily ORTAM newspaper (06.04.04) reports that the Communal Liberation Party (CLP) has sent a letter to the General Secretariat of the UN, asking for a special status for the pseudostate in the UN, along with special measures to be taken for the Turkish Cypriots, so that they will live "in descent conditions" in the pseudostate.

The letter is signed by Mr Mehmet Davulcu, who is the deputy of the Chairman of the CLP. Yesterday the CLP applied to the EU asking for measures in favour of the Turkish Cypriots.
