    [01] Mumtaz Soysal: A "yes" vote from the Turkish Cypriots is a "no" vote towards Turkey

    Istanbul NTV television (22.04.04) broadcast that Mumtaz Soysal, chief adviser to Rauf Denktas, the Turkish Cypriot leader, said that a "yes" vote to emanate from the referendum in north Cyprus is actually a "no" vote to Turkey. Pointing out that the broad view that we should say "yes" and shirk any responsibility, if in any case the Greek Cypriots will say "no", is a wrong view, Soysal stated: Anything can happen until the last minute.

    Noting that a positive outcome to emerge from the Turkish Cypriot side is actually a rejection of Turkey, Soysal said that if the Turkish Cypriots reject the plan, on the other hand, a new Ankara plan will be needed to reshape the political and economic relations between the "TRNC" and Turkey.

    [02] The Justice and Development Party says that Denktas should resign if the Turkish Cypriot side says 'no' to the referendum

    Turkish Daily News (23.04.04) reports that the ruling Justice and Development Party (JDP) said on Thursday that Rauf Denktas should resign if his campaign against the plan fails. In addition the party criticized the Turkish political parties that are going to Cyprus for propaganda purposes.

    Some political party leaders from Turkey, including conservative Nationalist Action Party (NAP) leader Devlet Bahceli and Democratic Left Party (DLP) leader Bulent Ecevit, went to occupied Cyprus to support Denktas in his "no" campaign.

    "Those who go to northern Cyprus to campaign against the plan should leave their post if the referendum results in 'TRNC' turn out to be against what they want," said Dengir Mir Mehmet Firat, deputy chairman of the JDP at a press conference. Asked if his call includes Mr Denktas, Firat said: "This should be valid for Denktas as well. This is how I think it should be."

    Firat slammed Turkish political parties supporting Denktas in his opposition against the plan as well, saying they were interfering in "the internal business of the 'TRNC'" and trying to manipulate Turkish Cypriots' decision.

    [03] Devlet Bahceli calls on the Turkish army to clarify its stand officially as regards the referendum before the 24th of April

    NTV television station (22.04.04) broadcast that Mr Devlet Bahceli, the leader of the Nationalist Action Party, (NAP), called on General Hilmi Ozkok, chief of the Turkish General Staff, to officially announce his clear stand on the referendum. Upon a remark that the Turkish army's stand on the referendum is the same as that of the government, Bahceli, who is continuing his contacts in occupied Cyprus called Gen. Ozkok to express his views clearly.

    "The statement of the chief of the General Staff is being interpreted differently here as though it is extending support to those who will cast a `yes´ vote. This is a ploy as well, and careful attention should be given to this. The honourable chief of the General Staff, in turn, has to clearly express his views in view of the confusion. The chief of the General Staff has to give a reply and express his views clearly since his remarks are being exploited and used for another goal. He should clearly state what he said, whether it is a yes or a no, so that the inhabitants of Rizokarpasso will not have any question marks. According to our understanding, the statement does not extend support to a yes vote. Under these conditions, the Office of the Chief of the General Staff should issue a second statement to clarify the issue and it should do this before 24 April," he said.

    [04] The Turkish Parliament and the Turkish National Security Council will convene on Monday to assess the results of the referenda

    Turkish Daily News (22.04.04) reports that the ruling Justice and Development Party (JDP) parliamentary group has submitted a proposal for the Turkish Parliament to convene in an emergency session on Monday. It was noted that the session would take place during the National Security Council (NSC) meeting scheduled for the same day.

    JDP Party group leaders called for a Consultation Commission meeting on Thursday to decide on holding an emergency parliamentary session on Monday. The Parliament General Assembly meets on Tuesday, Wednesday and Thursday. The JDP Party group asked for Monday to be added to the weekly schedule for next week. The reason for this request was cited as, "to hold a special assessment session on the results of the referenda in Cyprus."

    The NSC will meet on Monday, for the third time this month, to examine the results of the referenda. The opposition Republican People's Party objects to a simultaneous General Assembly session during the NSC meeting. The move by the JDP was interpreted as a preparation for extraordinary developments.
