  • [A] NEWS ITEMS

[01] Rauf Denktas, Serdar Denktas and Mehmet Ali Talat will go to Ankara today in order to hold contacts with the Turkish Government for the Cyprus problem

Turkish Cypriot daily KIBRIS newspaper (04.02.04) reports that the Turkish Cypriot leader Rauf Denktas, the so-called Prime Minister Mehmet Ali Talat and the so-called Minister of Foreign Affairs Serdar Denktas along with a delegation will pay an one day visit to Ankara today, in order to have meetings and to evaluate the developments in the Cyprus problem with the Turkish Government.

As the paper writes, following the meetings that the Secretary-General of the UN Mr Kofi Annan had yesterday with the American President George Bush and the U.S. Secretary of State, Mr Colin Powel, the efforts towards the solution of the Cyprus problem were speeded up. In this framework, Rauf Denktas, Serdar Denktas and Mehmet Ali Talat's visit to Ankara came on the agenda. The three men will participate in a summit regarding the Cyprus problem and will meet with the Turkish Prime Minister Recep Tayyip Erdogan and the Minister of Foreign Affairs Abdullah Gul. According to the paper, Mr Erdogan will inform the delegation of the pseudostate about the meetings he had in Washington with President Bush and Mr Annan as regards the Cyprus problem and the next steps they will take.

[02] Kofi Annan: "The Turkish Cypriot side did not convince me for a solution"

Under the above title, Turkish mainland daily SABAH newspaper (04.02.04), publishes a report by its Athens correspondent Stelios Berberakis. According to the report, the Greek Foreign Ministry has published the content of the telephone conversation between the Greek Foreign Minister Papandreou and the UN Secretary-General Kofi Annan, last Monday. In the written statement the UN chief said the following to Papandreou: "I have my doubts as regards the Turkish Cypriot side's acceptance of my conditions for the settlement negotiations .I have yet to be convinced on this issue, so in the coming days I will have talks with the Turkish Cypriot leader Rauf Denktas. And after getting the answer from the Greek Cypriot side I will decide whether to fix a date or not for the resumption of the talks."

[03] Annan will invite the two sides in Cyprus for talks on the 6th and negotiations may start on the 10th of February

Turkish Cypriot daily KIBRIS newspaper (04.02.04) invoking reports from NTV Turkish Television Station, writes that the UN Secretary-General, Kofi Annan, will most probably call the two sides in Cyprus for talks on Friday the 6th of February. As the paper writes, the talks are planned to start on the 10th of February, Tuesday, in New York.

[04] Talat said that the opening of new crossing points in the buffer-zone is under consideration

Turkish Cypriot daily KIBRIS newspaper (04.02.04) reports that the so-called Prime Minister of the pseudostate, Mr Mehmet Ali Talat, visited yesterday the crossing point of Ayios Dometios.

As the paper writes Mr Talat stated that he will take under serious consideration the demand of the Turkish Cypriots for opening more crossing points at the buffer zone and all the necessary measures regarding this issue will be taken.

    [B] COMMENTARIES, EDITORIALS AND ANALYSIS

[05] JDP official has reportedly said that Turkey would continue making steps in Cyprus irrespective of Denktas' will

Basaran Duzgun, editor in chief of Turkish Cypriot daily KIBRIS newspaper (04.02.04), writes in his regular "Behind the Scenes" column that a senior Justice and Development Party (JDP) official told him that Turkey wished to continue the Cyprus talks and reach a solution with the Turkish Cypriot leader, Rauf Denktas being the negotiator, but at the same time it was determined to "go on its own way" towards the solution even in case Mr Denktas did not agree with the steps Ankara made.

Noting that Prime Minister Erdogan has promised both to the US President George Bush and the UN Secretary – General Kofi Annan that a solution will be reached in Cyprus until 1 May 2004 and that the attitude of Mr Denktas on the issue is expected with great interest, Mr Duzgun writes, inter alia, the following:

"'Could the information published in the Turkish press by columnists close to Denktas, be an important clue on this issue? That is, is it true that Denktas is not informed about the steps made, he is totally inactivated and he does not approve the promises given by the government of Turkey? During the last few days, columnists close to Denktas allege that the JDP government by-passed Denktas and that it is preparing Talat for his position.

Yesterday we asked a high-ranking JDP official, with whom we had the chance to talk, the same questions. The answers we got were very interesting. The high-ranking JDP official said that Denktas' leaving his duty would be against us. He said that the aim of the JDP was reaching a solution with Denktas. He said that a solution plan, which is supported by both Denktas and Talat, would be applied without any problems. However, the JDP official noted: 'There is not much for us to do if Mr Denktas does not support the steps made and wants to resign. We are determined to continue our way'.

It seems that Turkey intents to sit at the (negotiating) table and make radical steps, with or without Denktas' support. Very well, but what does Denktas intent to do in this case?

A four-party summit is planned to take place after Turkish Prime Minister Erdogan´s return from America. Last night Erdogan invited President Denktas, Prime Minister Talat and deputy Prime Minister Serdar Denktas today to Ankara. He will inform them about the meetings he had with the UN Secretary–General Annan and the US President Bush. He will give them the details of the policy Turkey is following. After this summit the attitude of President Denktas will be clarified. Will he continue or will he resign? We shall see this all together".
