[01] The Turkish Prime Minister will visit the occupied areas of Cyprus next month

KIBRIS reports that the news about Erdogan's visit was given by the Turkish State Minister responsible for Cyprus Affairs and Deputy Prime Minister Abdullatiff Sener who paid a 24-hour visit to the occupied area accompanied by the Turkish Energy Minister Hilmi Guler for the inauguration of the power station built at the occupied Gastria village.

In his speech Mr Sener said that his government has started working on new projects to be realized in the occupied area. He said that these projects would be announced to the Turkish Cypriots by the Turkish Prime Minister Erdogan, during his forthcoming visit to the occupied area on 15 November 2003.

[02] Crisis at the illegal Aliens Department due to overload of work for so-called citizenship

The paper further reports that the so-called director of the 'Aliens Department' Metin Fahrioglu because of the heavy pressure and work stress, had collapsed and taken to the intensive care unit of the local hospital. Doctors said that because of the heavy work schedule and stress Mr.Fahrioglu should rest in order to recuperate at the hospital.

Because of the so-called director's illness the employees at the 'department' stopped processing the applications arguing that only the 'director' has the authority to sign the documents.

[03] The Patriotic Unity Movement will not take part in the so-called elections in the occupied areas

The paper reports that the decisions taken by the Party Assembly were made public. After examining and assessing the Movement's policies followed for years, the decisions taken from time to time by the party organs and the recourse by the Movement to the European Court of Human Rights against the participation of the colonists from Turkey in the 'elections', the party assembly decided not to take part in the 'elections'.

The party assembly reached the conclusion that since no solution to the Cyprus problem was reached, the interference of the Turkish military and civilian authorities in every field and in every manner did not stop, the conditions for democratic elections were not created and in this regard the elections cannot be a solution.

During the electoral period the PUM will continue the campaign it has started to inform the world and local public opinion on the realities that the leftist parties have abandoned their 'leftism', they are ashamed of coming forward with their names, it is not clear who is rightist and who is leftist and they all look alike, and because of this PUM has a historic duty.

And PUM party assembly's decision concludes as follows: 'Another reality is that after the 'elections' nobody will have the right to say 'I represent the Turkish Cypriots and I can influence the fade of Cyprus and the human rights which will be contrary to international law.'

[04] The dean of the Sports' Academy of Kyrgyzstan who is illegally visiting the pseudostate paid a visit to Dervis Eroglu

As the paper writes Mr Mamitov visited occupied Cyprus in order to sign a cooperation protocol with the illegal American University of Kyrenia. Speaking about the protocol to Mr Eroglu, Mr Mamitov stated that this cooperation covers the field of Masters and PhDs. He also stated that this visit is just the beginning and that the visits will continue.

On his part Mr Eroglu alleged that the pseudostate is under every kind of embargo and that with this kind of cooperation the pseudostate will make openings to the world.

[05] The national boxing teams of Romania and Turkey will illegally visit the pseudostate and hold matches with the athletes of the pseudostate

The paper writes that the two national teams will stay at the Youth Camping Place of occupied Lapithos where they will camp between the 7th and 21st of November. After this period they will hold matches with athletes of the pseudostate.

[06] Council of Europe postpones Loizidou decision

The ECHR ruled that Turkey should pay $640,000 in compensation to Loizidou, because she lost her property during Turkey's intervention on the island in 1974.

Turkey recently pledged to comply with the verdict by Oct. 8 (yesterday), but in exchange for an agreement between Turkey and the European court. According to Turkish officials Turkey and the ECHR have not reached an agreement yet.

Turkey says it may comply with the verdict in exchange for the sending of similar cases to a court in the 'Turkish Republic of Northern Cyprus' (TRNC) that specializes in property claims, adding the Loizidou case should not set an example for property claims to be filed in the future and that similar cases should not be accepted by the European court.

Turkey accepted an approximately $900,000 judgement for Loizidou, including interest, in the Delegates Committee meeting on Monday. The Delegates Committee, which has made two decisions in the last three years on the issue, takes every occasion to call on Ankara to pay the compensation.

Turkey insisted on putting a clause in the decision of the Delegates Commitee that the Loizidou case not set an example for property claims filed in the future, then this move caused the postponement of the decision.

[07] KIBRISLI publishes documents proving that all the compensation rights regarding the Evkaf foundation's property were denounced in 1959; Denktas and the Director of the Evkaf try to declare this information to be untrue

Under the title 'Our people did not deserve this', the paper wrote, inter alia, the following yesterday on the issue: 'With an agreement they made with the colonial administration, they donated to the British all the compensation rights of our people regarding the Evkaf property.

They signed that the Turkish Cypriot community would not demand compensations in return for one million and five hundred thousand sterling pounds. Now they are claiming that they would appeal to court and demand their rights.

It was decided that five hundred thousand pounds would be deposited into an account in 'Turk Bankasi' in the name of Kucuk and Denktas as 'urgent' needs. The two leaders noted in the answering letter they had written that they were accepting the proposal.

In the letter he wrote, the British governor asked (from the two leaders to accept) the commitment that no financial claims would be raised in the name of the Turkish community and the Evkaf. The leaders gave this commitment in return of one and a half million sterling pounds. Meanwhile, it was alleged that Dr. Kucuk did not want to sign this document, but he had been convinced by Denktas. '

Taner Dervis claims in the name of Evkaf that the compensations regarding the Evkaf property only in the closed Varosha area reach 74 billion dollars. The documents published on Genc TV's 'Konusma Zamani' (translator's note: Time to Talk) programme shocked 'TRNC' People are waiting for a statement by Denktas on the issue. '.

Meanwhile, according to Turkish Cypriot daily HALKIN SESI newspaper (09. 10.03), talking yesterday at a joint press conference, the Turkish Cypriot leader Rauf Denktas and the director of Evkaf foundation, Taner Dervis argued that in the agreement signed with the British government it was noted that the claim of Evkaf for compensations regarding its property from the Cyprus Republic had not ceased to exist.

Mr Denktas described the information published in KIBRISLI as 'material for the Greek Cypriots' and added that he could file charges against the paper because of its accusations against him. Mr Denktas distributed also to the journalists a copy of an extract from Ahmet Gazioglu's (Translator's note: Mr Gazioglu is one of Mr Denktas' advisors) book regarding Evkaf. The Turkish Cypriot leader argued also that the 1.5 million sterling pounds were a donation of the British government to the Turkish Cypriot community, as a result of Mr Kucuk and himself. Mr Denktas said that the aid of Britain had been used for the purposes it was given and mainly for Evkaf's immovable property and in the field of education.

Referring to the agreement, Mr Denktas alleged: 'In this document we put our reservations regarding the Evkaf property. That is, Evkaf has not renounced its land. We are not demanding it form the British today. Evkaf has rights before the Greek Cypriots who seized them violently. This is what we are saying'.

Furthermore, Mr Dervis verified the information that the 1.5 million sterling pounds were received by the Turkish Cypriot community and added: 'However, the money was in the category of aid-donation. In return of this money, the Evkaf Administration or any other authority did not renounce its property. In any case, the property of Evkaf could in no way change because of its status, but exchanging it could be discussed'.

Mr Dervis argued that the British had confiscated the property of Evkaf in 1878 and in 1944 they promised that they would pay rent to the foundation. This could be the reason for the donation of the British to the Turkish Cypriot community, clamed Mr Dervis.

Meanwhile, KIBRSILI (09.10.03) writes that Mr Denktas' statements confirmed the information published in the above-mentioned paper and wonders where the text of the agreement is. 'Denktas has hidden from the people the text of the agreement he had signed', argues KIBRISLI adding: 'Instead of this, he tried to present to us as documents the records of the discussions before the agreement and what his advisors wrote based on these records'.

[08] The Spokesman of the Turkish Foreign Affairs Ministry says Mr Gul's respect for Mr Denktas is permanent

Mr Dirioz said: 'The respect of the Minister to 'president' Denktas as a symbol of the Cyprus cause, is permanent'.
