[A] NEWS ITEMS[01] Turkish Foreign Minister Gul: "What is important in Cyprus is to get results"According to Turkish Cypriot daily HALKIN SESI newspaper (22.07.03), Turkish Foreign Minister and Deputy Prime Minister Abdullah Gul, who would start his visit to the United States today, answered questions put to him by a correspondent of Anatolia News Agency.When asked about the Cyprus problem Gul said that there was still time to reach a settlement in Cyprus, and added that, what was important, in Cyprus was to find a solution, which would be mutually acceptable to both sides. When recalled about the evaluations of the Turkish Cypriot leader Rauf Denktas about the Annan Plan and asked what kind of a development could be expected from now on, Gul said: "As you see, many things which can't be fulfilled for 25 years have started to be done . Many confidence-building measures have been taken. What is important is to pave the way to a permanent solution". Gul added: "You can either link it with the Annan Plan or not. It is not important. What is important is to reach a settlement which can be mutually accepted by both sides. Work is being carried out regarding this issue. There is still time. I hope that we can reach a result this time when negotiations start". Asked if he was also saying that Annan Plan was dead, Gul said: "I have told you that what is important is to reach a result. The result could be reached by the Annan Plan or in a different manner. The path of solution is not important. What is important is to reach a settlement which can be mutually accepted by both sides". [02] Turkish Foreign Minister Abdullah Gul is to discuss the Cyprus problem in WashingtonAccording to Anatolia News Agency (21.07.03), Turkish Foreign Minister and Deputy Prime Minister Abdullah Gul will go to Washington D.C. as the guest of U.S.Secretary of State Colin Powell on Tuesday. Gul is expected to meet with U.S. Vice President Dick Cheney, National Security Adviser of U.S. President Condoleezza Rice and U.S. Secretary of Defense Donald Rumsfeld.Gul is also expected to meet with members of U.S. Congress and address the think tank ``Washington Institute.`` Anatolia reports that sources in Washington D.C., said that issues of cooperation in Iraq, reconstruction of Iraq, contribution of Turkey to the stability force, the PKK/KADEK, and Cyprus were on Gul's agenda. The detention of Turkish soldiers by U.S. forces in Sulaymaniyah will probably be taken up during Gul`s contacts. Foreign Minister Gul is expected to wrap up his contacts in WashingtonD.C., on Friday. [03] Denktas attacks again the Turkish Cypriot pressUnder the title "Denktas has again attacked the press", Turkish Cypriot daily KIBRIS newspaper (22.07.03) reports that the Turkish Cypriot leader Rauf Denktas has began to interfere in the work of the Turkish Cypriot press and tell the papers what to write on their front pages.Mr Denktas accused yesterday the Turkish Cypriot press of not publishing in a "appropriate manner" the message sent by the Turkish Prime Minister Recep Tayyip Erdogan for the 29th anniversary of the 1974 Turkish invasion of Cyprus. Addressing the Turkish Cypriots, Denktas complained about the behaviour of the press: "They are hiding the realities from you. They are misleading you by false and untrue interpretations. Do not believe them, do not be deceived". Mr Denktas argued that there were some "meaningful" expressions in Mr Erdogan's message and alleged that to the message "the space it deserved was not given" in the press, in spite of the fact that its full text had been sent to the papers. Mr Denktas claimed that the newspapers should have had as their headlines the part of Mr Erdogan's message that referred to the existence of two separate people. Arguing that only two newspapers used Mr Erdogan's message, Mr Denktas said that those newspapers as well did not give importance to the parts they should. "Those who are deceiving the people regarding the wishes of Turkey might have been shocked before this message. However, if they are publishing a newspaper, they must tell people the truth", Mr Denktas concluded. [04] Talat calls on Denktas to resign and asks for "presidential elections" in DecemberTurkish Cypriot daily KIBRIS newspaper (22.07.03) reports that Mehmet Ali Talat, leader of the Republican Turkish Party (RTP) has called on the Turkish Cypriot leader Rauf Denktas to resign from the post of the "president" and asked early "presidential elections" in December 2003.In a written statement issued yesterday, Mr Talat criticized Mr Denktas, because he accused the opposition parties of treason, during his speech at the 20 July celebrations for the 29th anniversary of the 1974 Turkish invasion of Cyprus. Referring to the fact that Mr Denktas accuses all the Turkish Cypriots who support the Annan Plan of treason and of being supporters of the Greek Cypriots Mr Talat alleged that Mr Denktas ignores the fact that President Papadopoulos as well, does not want a solution on the basis of the Annan Plan and claimed that Mr Denktas and President Papadopoulos agree on not wanting a solution to the Cyprus problem. [05] Seventy-eight persons were granted the "citizenship" of the pseudostateTurkish Cypriot daily newspaper YENI DUZEN (22.07.03) reports that the pseudostate granted its so-called "citizenship" to 78 more people after a decision of the so-called "Council of Ministers".This report was published in the so-called official gazette of the pseudostate. The new "citizens" are businessmen "of TRNC origin", persons who work in the tourist industry and the wives of people that have already given the pseudocitizenship. The paper stresses that, after the "citizenship" that was granted to the president of the Ankara Chamber of Commerce, Mr Sinan Aygun, within "30 minutes" the occupation regime continues to arbitrarily distribute "citizenship". [06] Hamdi Boyaci is the new "chairman" of the illegal Turkish Cypriot airwaysTurkish Cypriot daily newspaper KIBRIS (22.07.03) reports that Mr Hamdi Boyaci, is the new chairman of the administrative council of the illegal Turkish Cypriot Airlines. As the paper reports Mr Boyaci, was director of the Financial Affairs of the Privatization Authority of Turkey and also worked for 5 years in the aviation sector. Mr Boyaci will come to occupied Cyprus within the next few days.[07] A new channel for illegal Bayrak stationAccording to Turkish Cypriot daily newspaper VATAN (22.07.03) illegal Bayrak television and radio station started yesterday a new radio channel, which is going to broadcast from 95,5 FM.As the paper reports, this is a music channel which will broadcast between 9:00-24:00 hours. Bayrak has two TV and 5 radio channels. [B] COMMENTARIES, EDITORIALS AND ANALYSIS[08] "Turkish Outlook To Cyprus!"Under the above title Turkish Daily News (22.07.03) publishes the following commentary by Cuneyt Ulsever:"Let me just report to you two news reports both from the official/state owned Turkish-Cyprus News Agency T.A.K. and the Turkish-Cyprus TV station BRT: Upon the visit of the Turkish Cypriots Combatants Assoc. For the 29th year celebration of the so called "July 20 Peace Operation" -- the entrance of the Turkish Army to Cyprus in 1974 in order to stop the pro-Greece coup in the Island -- the General Secretary of the National Security Council (NSC) Gen. Tuncer Kilinc said to this pro-Denktas Ass. Reps. The following: (Gen. Kilinc) said that "they wish the December. Elections in Cyprus will be won by those who have common sense and reflect the national consciousness." (Obviously he means the pro-status quo and pro-Denktas governing coalition-CU) He wished that "future brings good things to Cyprus and those whose minds have been deviated (The opposition that wants peace in the Island through the so called U.N.'s Annan Plan-CU) pull themselves together and correct their positions to protect our national interest'." BRT also reports: "Gen. Kilinc announced during the dinner with the Reps. That 'the deviation of some peoples' minds in the Island injures the unity and cooperation' He said 'unfortunately, your (Pro-Denktas-CU) efforts have been neutralized by the different kinds of efforts of the others' But he said that there is nothing worry about as 'Northern Cyprus Turkish Republic ("TRNC") has never been and will never be left on her own and as was practiced before all decisions will be taken in coordination'." This simple news brief announced by both the pro-Denktas news agency and TV station supposedly gives encouragement and morale to those who back Denktas in the Island by openly announcing that the Turkish Republic is and will be on their side in the coming elections. But the same news report also announces to the world that: 1) Contrary to the insistence of Rauf Denktas, there is not a free and independent Turkish Cyprus. 2) "TRNC" is indeed an annex of TR. 3) Thus the "TRNC", Denktas insists to be "recognized" by other countries is indeed an annex. 4) "TRNC" is neither run by Turkish Cypriots not Turkish civilians; she is under the total control of Turkish Army. 5) As Kilinc is the general secretary of NSC and that is precisely why he was visited, binding the hands of NSC he announces that: i) NSC is against the opposition in the island. ii) They will include with the results of the coming Dec. Elections in the Island as they did before. iv) There is no democracy in the Island, there is only "national benefits" as defined by NSC and the elections are only a part of the show business. iii) NSC in not only an "advisory" council, she is also an "executive" body and she executes not only TR but also "TRNC". P.S. The Chief of Staff openly announced that they are against the abolishment of "executive rights of NSC" as the pro-EU adjustment 7th package demands. "Execution" means "following up of the advised decisions" according to the Chief of Staff.
