    [01] Denktas says they could reexamine the limited free movement issue

    KIBRIS (23.04.03) reports that the Turkish Cypriot leader, Rauf Denktas said yesterday that the puppet regime could change its decision to permit the limited free movement in Cyprus in case they establish that "something is going wrong or it is harmful".

    Mr Denktas alleged that his so-called "state" had the right to take decisions regarding its relations with its neighbours and added that he hoped that the Greek Cypriots would realize that the Turkish Cypriots are not their enemies and that they have no intention to enter under the Greek Cypriot yoke.

    Asked whether he expected many Greek Cypriots to cross over to the occupied areas by showing their passport, Mr Denktas said: "Let us wait for a demand from them to come. This could be done with both the passport and the identity card. Now the TRNC has taken this decision. These are measures, which could be changed with time and experience. Every country could regulate the entrance into its territory.".

    Mr Denktas alleged also the following: ".The decision will enter into force as soon as it is published (in the so-called official gazette of the regime) today or tomorrow. If the people are a little bit patient, they will see that it is something good. If it is not good and the Greek Cypriots use it against us, if we do not get a response to it, then the government will sit again to reexamine it and take another decision.".

    [02] Dervis Eroglu alleges that the EU Commission welcomed the puppet regime's decision to permit the limited free movement

    KIBRIS (23.04.03) reports that Dervis Eroglu, so-called "prime minister" of the puppet regime, alleged yesterday that the Commission of the EU had welcomed the decision taken by the puppet regime to permit the limited free movement in Cyprus, noting that they welcomed every "positive change" in the everyday life and in the political life in Cyprus.

    Mr Eroglu noted that the decision did not mean that those who wanted to cross over could take with them anything they liked, adding that they could take with them only their personal belongings. Mr Eroglu said that the implementation of the decision could be delayed for 3 or 5 days because they are thinking of turning the issue of giving permission for crossing over from the so-called "ministry of foreign affairs" to the so-called "immigration department".

    Mr Eroglu said that those who want to cross over to the free areas had to present their identity card or their passport. Their names will be registered in a computer, continued Mr Eroglu claiming that they could cross over with their cars but they should not forget that "they are entering the borders of another state".

    Meanwhile, KIBRIS reports that the decision was published yesterday in the so-called "official gazette" of the puppet regime.

    [03] Reactions of Turkish Cypriot political parties regarding the limited free movement decision of the puppet regime

    KIBRIS (23.04.03) publishes reactions of the Turkish Cypriot political parties regarding the decision of the puppet regime to permit the limited free movement in Cyprus.

    Addressing the so-called "assembly" of the regime, Mehmet Ali Talat, leader of the Republican Turkish Party (RTP) described the decision as "the collapse of the status quo" in Cyprus and "disgraceful". He added: "Opening some valves when the dam is collapsing is useless".

    Mr Talat noted that this decision would take the Turkish Cypriots back to the period between the years 1968 - 1974 and pointed out that its aim is to deceive the Turkish Cypriots. He noted that both Mr Rauf Denktas and the so-called "Eroglu government" should resign and early "elections" should be conducted.

    Addressing the same meeting, Huseyin Anglolemli, leader of the communal Liberation Party (CLP) said that the decision has been taken in vain and added that the so-called "Coordination Council", which had taken the decision, should have studied the issue more seriously. "Your policy has collapsed. You can reach nowhere with such unprepared steps", he noted arguing that now there is a need in the occupied areas for "an administration which could face the realities after the collapse of the status quo on 16 April".

    Ertugrul Hasipoglu, leader of the Renewal Progressive Party (RPP) said that the decision should be reexamined. By applying this decision, he argued, the Turkish Cypriots have accepted to become a minority. Noting that a "dangerous situation" would come up, Mr Hasipoglu said that the "illegal workers would increase in the occupied areas and the differentiation between the Turkish settlers and the Turkish Cypriots will be incited. "Have we struggled to return back to the 1968 - 74 period?", he wondered.

    Serdar Denktas, leader of the Democratic Party and so-called "deputy prime minister", said that the decision was a part of the suggestions made by the Turkish Cypriot leader Rauf Denktas 20 - 25 days ago.

    Furthermore, Sonay Adem, so-called "MP" of the RTP, criticized the so-called "government" for taking this decision and argued that this decision had been taken after the "government" received some "instructions". He supported that these kind of measures should be left aside and efforts towards reaching a solution to the Cyprus problem should be exerted.

    Meanwhile, in a written statement issued yesterday Izzet Izcan, general secretary of the United Cyprus Party (UCP), described as "positive" the decision, noting however, that it will not change the status quo and could not solve the Cyprus problem. "The basic thing in Cyprus is reaching a solution within the framework of a federation on the basis of the Annan plan, which will put an end to the division", noted Mr Izcan.


    [B] COMMENTARIES, EDITORIALS AND ANALYSIS

    [04] Turkish Cypriot columnist says that the decision for the limited free movement has been taken in Ankara

    Turgut Afsaroglu of AFRIKA (23.04.03) supports that the decision of the puppet regime for limited free movement has been taken in Ankara with the approval of Turkey's General Staff. Mr Afsaroglu, writes, inter alia, the following:

    "The decision has been taken in Ankara. The General Staff approved it. The issue was brought to the Higher Coordination Council. Denktas protested strongly. He asked that the doors of the pen should not be opened. On the contrary he wanted them to be completely closed. After intensive discussions, Denktas was softened. They reminded to him the interests of Turkey. They explained to him well that the cases against Turkey have increased after the case of Ahmet An and that Ankara worries about this.

    In the end, the order came from above and he could not oppose to it, because if Ankara does not give money for some months, TRNC will be over. An 'intermediate formula' was found. It will be as if the doors of the pen are opened for a while. The situation would be followed for a while. In the first opportunity some excuses would be set forward and the doors would be closed forever.

    The decision was taken unwillingly in the council of ministers. Especially the NUP did not wish to undertake the responsibility. Therefore, the son of Denktas undertook the responsibility to announce and defend the decision. They did not even feel the need to ask the opinion of the attorney general on the issue. The legal ground has been left incomplete. .

    Do we have to thank those who have been keeping the doors closed for years and committed a crime against the humanity, because now they decided to open these doors? We do not. On the contrary, charges must be filed against them at the European Court of Human Rights. Which state tells its citizens that if they get out of the country they should return at this particular hour? I wonder, are the human rights only for the show?"
