    [01] Information given on the Sezer, Ecevit, Denktas recent meeting in Ankara

    TRT 2 Television (14.12.01) broadcast that Tacan Ildem, presidential private secretary and chief advisor on foreign relations, speaking at his weekly news conference at the Presidential Palace today, gave information on the tripartite summit President Ahmet Necdet Sezer, Turkish Cypriot leader Rauf Denktas, and Prime Minister Bulent Ecevit held on the Cyprus issue at the Presidential Palace on 13 December. Ildem said that Turkey supports the direct talks to begin on 16 January in the belief that they will create the dynamics for a just and lasting solution on the Cyprus problem.

    "We are saying that we extend every support to Mr. Denktas for him to be successful in this constructive initiative. In general, the atmosphere of yesterday's meeting can be summed up as such. With this decision to resume the direct talks, I believe that the international community has seen that the problem can be resolved only through the island's internal dynamics. The duty that befalls the international community and all the sides concerned is to support and encourage the sides party to the problem in their efforts to achieve a lasting solution. We, as Turkey, will always continue our support on the issue," Mr Ildem said.

    Illegal Bayrak Radio (14.12.01) broadcast that the Turkish Cypriot leader, Mr

    Rauf Denktas, has declared that if the intention of both sides in Cyprus is to establish a new partnership, it is possible to reach a conciliation in the desired manner under the current conditions. Denktas returned to the occupied areas from Istanbul and Ankara, where he attended a series of panel meetings and conferences.

    In a statement at illegal Tymbou airport Denktas said that the excitement regarding the Cyprus issue is as heightened as in the first days. Everyone is worried over the outcome of the talks and wants to know if Turkey will renounce Cyprus, Denktas remarked, adding that there is no need for such concern.

    Denktas also asked the Turkish Cypriots not be over optimistic at this stage, adding: "Let us support and help one another in a spirit of cautious optimism. The Turkish Cypriots will not become a minority under the Greek Cypriots, the rights included in the 1960 agreements are evident, and it is not possible to give them up. If the intention of both sides is to establish a new partnership, this is possible under the current conditions".

    Denktas alleged that those who have blocked the path to a solution by approaching the Greek Cypriot side as the legitimate government can now open this path by respecting the realities. Denktas expressed the hope that the relevant sides will help the Turkish Cypriots and the whole of Cyprus. Declaring that the Turkish Cypriots are ready to once again transform Cyprus into a bridge of peace between Turkey and Greece, Denktas said that if such a conciliation is reached, the road to the EU will be opened to the whole of Cyprus within the framework of the 1960 agreements.

    Pointing out that he is very pleased with his contacts in Istanbul and Ankara, Denktas said: "I also want my people to be pleased and hopeful".

    Zeki Cakan, Turkish Energy and Natural Resources Minister, who arrived in the occupied areas for a vacation aboard the same plane as Denktas, stated that everyone should realize that there are two separate states in Cyprus. Cakan said that Cyprus is a sine qua non for Turkey. No one can disrupt the unity between the pseudostate and Turkey, Cakan remarked, adding that Turkey will always stand by the side of the pseudostate during the course of the peace talks.

    [03] Laeken Summit conclusions assessed by Turkish sources

    Ankara Anatolia (16.12.01) reported that the European Union (EU) Summit meeting which was held in Laeken near Brussles, Belgium and ended on Saturday was positive in general with regard to Turkey's expectations.

    Sources said on Sunday that the expression which said "Turkey has made progress towards complying with the political criteria established for accession, in particular through the recent amendment of its constitution has brought forward the prospect of the opening of accession negotiations with Turkey" was an important turning point in relations between Turkey and the EU.

    Sources said that Ankara should make rapid activities and display rapid performance in 2002 regarding the matters requested by the EU by positively using this new momentum in Turkey-EU relations.

    Stressing that the "screening" process which had been mentioned at the summit should advance rapidly, sources said that works between the two sides would progress more comprehensively from now on.

    Recalling that Turkey, Britain and the United States had reached a compromise on a document regarding the European Security and Defense Policy (ESDP) at the end of talks which had lasted three years, sources said that the ball was now on the EU's court.

    Noting that it had been expressed at the summit that European army's operational capabilities could not be clarified as Greece had some problems about the document on which compromise had been reached, sources said that Turkey was against change of even a comma in the document.

    Noting that Ankara did not expect any pressure from the EU about any change in the text, sources said that the EU needed a certain period of time to put everything in order.

    "The text on which an agreement will be reached, will bind both the EU and NATO. Turkey, an ally of NATO, has the power to veto decisions to be taken. Any arrangement that is not approved by Turkey cannot be put into practice", they said.

    Recalling that EU countries could not reach a result at their meetings on the issue of fight against terrorist organizations, sources said that Turkey 's opinions and the EU's opinion came closer to each other, and noted that legal ground in fight against terrorism became more appropriate.

    Noting that the EU gave place to the Cyprus question in its final statement, sources said that there were long attributions to Turkey in the draft text, and added that the draft text was changed after Ankara warned that it could damage the new process on the island.

    [04] Avrupa changes its name to "Afrika" in order to show that the law of jungle prevails in occupied Cyprus

    The Turkish Cypriot newspaper "Avrupa" announced on Saturday (15.12.01) that it has been forced to stop temporarily its publication and change its name into "Afrika", which means Africa, in order to show that the law of jungle prevails in the occupied areas of Cyprus.

    In a statement published on the front page of the first edition of "Afrika", Sener Levent, the paper's chief editor, notes that "Avrupa" has been forced to stop its publication because of the oppression, the terrorism and the attacks, to which the paper and its journalists were subjected by the Turkish Cypriot leader Rauf Denktas and Ankara since the first day of its establishment, 17 September 1997.

    [05] Sener Levent and Ali Osman are to apply to the ECHR

    "Afrika" (16.12.01) reports that "Avrupa's" chief editor, Sener Levent and the journalist Ali Osman are to apply to the European Court of Human Rights (ECHR) against Turkey regarding the "espionage conspiracy" organized against them in July 2000. Despite the fact that the above-mentioned Turkish Cypriot journalists and some other persons had been accused of spying and were put in prison for several days, the occupation regime had not been able to prove any accusation against them.

    According to "Afrika" the necessary documents for appealing to ECHR have already been prepared and the appeal is to be made the latest within January 2002.

    As it is reported, in spite of Mr Levent being proved innocent, the occupation regime has not yet returned his passport and his identity card.

    Furthermore, in parallel with the "espionage conspiracy", they are going to complain to the ECHR about the decision of the so-called "Constitutional Court" regarding the so-called "Military Court". The "Constitutional Court" has decided that the structure of the "Military Court" is "unconstitutional" , but the occupation regime does not apply this decision and the "Military Courts" are still functioning. It is reported that the army prevents the application of this decision.

    [06] KIBRIS TV was sold to a Turkish Group of Companies

    "Volkan" (16.12.01) reports that the Turkish "Uzan" group of companies have bought the "Kibris" television, which belonged to the Turkish Cypriot businessman Asil Nadir, owner of "Kibris" newspaper and "Kibris FM" radio.

    The paper notes that in the near future the above-mentioned television is to broadcast on a 24-hour basis.


    [B] COMMENTS AND EDITORIALS

    [07] Turkish columnists of "Radikal" say that the Turkish occupation army must withdraw from Cyprus

    Referring to the Nilgun Orhon issue, Erdal Guven, chief editor of the Turkish mainland "Radikal" newspaper (14.12.01) and Mine Kirikkanat, columnist of the same paper, have expressed the view that the Turkish occupation army must withdraw from Cyprus. In his article under the title "Ayse and Nilgun", Mr Guven writes, among other things, the following:

    "Nilgun Orhon is a Turkish Cypriot teacher. At the same time she writes in a column of Avrupa newspaper. .Orhon, the other days, wrote an article calling 'occupation army' the Peace Forces, which are in Northern Cyprus since 1974. Using the password 'Let Ayse go on vacation' which had been used for the beginning of the second operation in Cyprus in 1974, she said that 'Ayse must now return from her vacation'.

    In parallel with the Cyprus problem, Turkey has another problem named Turkish Republic of Northern Cyprus (TRNC). This is a country, the economy of which has sunk to the bottom, its political life is congested, its political system is bad, it has no international identity, it has not been able to stop the emigration of its scientists and lives under the shadow of Turkey in all fields. It is another matter if you agree or not with what Orhon has written. But the fact that the existence of the army in Northern Cyprus since 1974 has caused political or social problems from time to time.

    .Leave aside the political and social problems it has caused. Living under the shadow of a 30 - 40 thousand army in a country of a population of 150 thousands is it not a problem by itself? .

    We have to think why there is no such problem in Southern Cyprus. Why a Greek Cypriot student or a Greek Cypriot journalist does not accuse Greece of occupying Cyprus? If we are to envy something from Southern Cyprus, isn't this its level of democracy, rather envying its high per capita income? Are you going to explain this with the embargoes, the fact that the world does not see the truth, the injustice of the EU and by saying that the Turk has no other friend than the Turk?

    Yes, I also think that within the framework of a comprehensive solution and the disarmament of the island Ayse must return from her vacation. Otherwise, the relations between her and Nilgun will never be put in order".

    Meanwhile, Mrs Mine Kirikkanat, in her article under the title "The vacation of Ayse" writes, among other things the following:

    "As we have learned from the Press, which did not publish Nilgun Orhon's article, she is not the only Turkish Cypriot who thinks that the vacation of the Turkish Armed forces in Cyprus has lasted a little bit long. As a matter of fact she is not the only Turk who thinks this. If Nilgun Orhon, daughter of Ecvet Yusuf, the first victim in Cyprus (in 1974) is committing a treachery by saying that 'Ayse must begin work', I the daughter of the Kirikkanat family of army officers, am committing the same treachery and I repeat the same sentence: Yes, ladies and gentlemen, civilian or army officers, let Ayse start working!

    The 27-year long 'vacation' of the Turkish Army in Cyprus is the most expensive vacation in the world..

    In fact, if we think it well we shall see that the headquarters established in big hotels, the settlement of the army in special restaurants and shops, have turned the TRNC,like it or not, into a place where the army makes vacation. And the 27-year long vacation is neither a civilian nor a military victory. On the contrary, it is the biggest obstacle to the victory, because the real victory, as we all know, is the solution. .".
