A] NEWS ITEMS
[01] Ismail Cem on Cyprus and the forthcoming Clerides-Denktas meeting
According to KIBRIS (22.11.01) Turkish Foreign Minister Ismail Cem, gave an
interview to Turkish CNN Turk's correspondent Mehmet Ali Birand. During the
interview Cem referred to the Cyprus problem and to the forthcoming meeting
between President Clerides and Denktas.
When Birand asked Cem if the meeting between Rauf Denktas and Glafkos
Clerides will be a showcase or if any concrete steps are expected, Cem
answered: "I know that Mr. Denktas is approaching the matter in terms of
finding a solution that is acceptable to both nations and that he will try
to pave the way to such a solution with a serious attitude. I do not know
about Mr Clerides".
When Birand inquired about the steps expected after the meeting, Cem said:
"The decision is up to Mr. Denktas, but it is my guess that if something
positive emerges from the meeting, the two leaders will meet again and
decide on the beginning of a new solution process. This is my optimistic
forecast." "A good sign would be the scheduling of a second meeting."
[02] Denktas insist on two separate states
BIRLIK (22.11.01) reports on a letter sent to the UN Secretary-General by
Denktas where he is conveying the views of the Turkish Cypriot side with
regard to the basic goals and parameters of a future agreement.
In his 12 November letter, Denktas continues to insist on his intransigent
stance, and demands the establishment of two separate states.
[03] Closed session over Cyprus
KIBRIS (22/11/01) reports that the Parliament in Turkey agrees to sit in
closed session over Cyprus on Friday; minutes will not be disclosed for 10
years
According to the paper in the wake of Foreign Minister Ismail Cem's remarks
that Turkey might pay a high price over Cyprus, Parliament has decided to
sit in secret session to discuss the Cyprus problem.
A proposal put forwards by independent deputy Mehmet Ali Irtemcelik and many
other deputies asking that Cyprus be discussed in a secret session was
accepted by the Advisory Board, chaired by Parliament Speaker Omer Izgi.
Ministers that are not parliamentary deputies may attend as well the
president, as audience only. Nobody present or with the right to be present
at the session will be allowed to say anything about it. What is discussed
will be kept a state secret.
Minutes of the secret session will be kept by clerk members or, if the
General Assembly sees fit, by a sworn in stenographer. The minutes and notes
for the session can only be made public 10 years to the day later. Any
proposal to make them public earlier or later than this needs to be approved
by the Advisory Board.
There have been 47 secret sessions held in Parliament to date.
[04] Gurel: Turkey will not give up either Cyprus or the EU
KIBRIS (22.11.01) reports that Sukru Sina Gurel, Turkey's State Minister
responsible for Cyprus, has said that it would be wrong to support that
Turkey must either choose the European Union and give up Cyprus or choose
Cyprus and give up the EU.
"Cyprus is an island which has strategic importance for Turkey", noted Mr
Gurel talking yesterday at the opening ceremony of a primary school in the
Turkish city of Kirikkale.
[05] Statements showing the reason of Denktas' invitation to President
Clerides for face-to-face meeting
Statements of Turkish and Turkish Cypriots officials clearly show the reason
of the Turkish Cypriot leader Rauf Denktas' invitation to President Glafkos
Clerides for face-to-face talks. It is obvious that the Turkish side wants
to get itself out of the impasse after the decision to withdraw from the
proximity talks.
KIBRIS (22.11.01) reports that Huseyin Dirioz, spokesman of Turkey's Foreign
Affairs Ministry, said yesterday that the Turkish Cypriot leader has
undertaken an initiative by inviting President Clerides. Mr Dirioz claimed
that Mr Denktas sent a letter to President Clerides, because he "was not
disappointed" by the fact that in the past Mr Clerides "rejected" to meet
him face-to-face". "At the above mentioned talks, Turkey wishes the two
sides to find a solution which both of them accept by their own free will",
added Mr Dirioz.
Meanwhile, commending in the same issue the so-called prime Minister Dervish
Eroglu pointed out that the 4 December meeting will be taking place after a
demand by the Turkish Cypriot leader Rauf Denktas and expressed the opinion
that the world must see that the Turkish side does not avoid talking.
"The world must see and accept that reaching an agreement which will have
the favorable results is possible only if this is based on a realistic
ground", alleged Mr Eroglu.
[06] Akinci and Soyer criticize Denktas' policy
Representatives of the Communal Liberation Party (CLP) and Republican
Turkish Party (RTP) strongly criticized the Turkish Cypriot leader Rauf
Denktas' policy on the Cyprus problem, during yesterday's (21.11.01)
discussions of the so-called "presidency's" budget at the "Assembly" of the
pseudostate.
Ortam (22.11.01) reports that Mustafa Akinci, CLP's so-called MP, said that
Mr Denktas' policy on the Cyprus problem is wrong and expressed his party's
satisfaction about the 4th December face-to-face meeting of Mr Denktas with
President Clerides. Mr. Akinci added that if the responsibility for not
achieving progress towards the solution of the Cyprus problem remains on the
Turkish Cypriot side, then the "Greek Cypriots" will enter the EU and the
Turkish Cypriots will emigrate. Mr Akinci said that the Turkish Cypriots are
taking passports of the Republic of Cyprus not because they want to go to
the EU member countries, but because they want to enter the EU and to live
in their own country after a solution of the Cyprus problem.
Mr Akinci noted that the policy of Mr Denktas caused harm to Turkey as well
and pointed out that this reality has started to be realized and discussed
in Turkey.
Meanwhile, Ferdi Sabit Soyer, RTP's General Secretary said that the policy
of Mr Denktas on the issue of Cyprus must be examined and noted that this is
happening in Turkey. Mr Soyer argued that this policy harmed the Turkish
Cypriots and stressed that it is wrong to talk about recognition of the
pseudostate in order to participate in the negotiations.
[07] Serdar Denktas is flying to Antalya
KIBRISLI (22/11/01) reports that the so-called Tourism and Environment
Minister of the pseudostate Serdar Denktas flied to Antalya, Southern
Turkey, today to take part at the 2-day Meditt Antalya Tourism Fair. On 24
November Serdar and his delegation will participate in another meeting that
will held in Adana for the development of the tourism relations between
Turkey and the pseudostate.
The aim of the meeting is to exchange views on a better promotion of the
pseudostate in the media and the increase of the cooperation regarding
issues related to tourism.
[08] Talat says a just solution is possible in Cyprus
YENIDUZEN (22/11/01) reports that the leader of the Republican Turkish Party
(RTP) Mehmet Ali Talat wrote an article," There is a just solution in
Cyprus", which was published yesterday in the Turkish mainland newspaper
EVRENSEL.
In the article, Talat stressed that Cyprus' accession into EU must be
simultaneously with the solution of the Cyprus problem. He noted that the
Turkish Cypriots must participate in the EU negotiation procedures in such a
way that their political equality would be reflected. Within this framework,
the peace infrastructure, which can be continued, must be established from
now, Talat wrote.
Pointing out that the continuation of the pre-1974 and the non-solution
situation was unacceptable Talat said, "We can find a solution with a mutual
understanding taking into consideration today's basis and today's world
reality. We must look for a solution that guards the security of both
communities, the existence of both communities but also the unification of
Cyprus as a common homeland".
