[A] NEWS ITEMS[01] Anatolia News Agency reports that Denktash will meet Annan in EuropeSemi official Turkish News Agency «Ankara Anatolia» yesterday sent the following despatch from Ankara:«The Cyprus negotiation process will resume with a meeting between Rauf Denktas, president of the Turkish Republic of Northern Cyprus [TRNC], and UN Secretary-General Kofi Annan in a European city after 15 August. According to our information, the United Nations asked the Turkish side to completely forget about the earlier proximity talks and the issues discussed during those talks. The United Nations assured the Turkish side that everything will begin from the beginning at the new talks. Following this development, Ankara told the TRNC that "this assurance is positive and it would be beneficial to resume the negotiations." In the talks, Denktas will definitely not have the Greek Cypriot side as an interlocutor but will meet only with Annan and UN officials. After that, Alvaro de Soto, the UN Secretary-General's special envoy to Cyprus, will to go the island and start a shuttle diplomacy between the sides. In the new process, de Soto will visit the sides on the island. With the resumption of the negotiations, Ankara will try to end the pressure by the United Nations and the EU "to support the UN Secretary-General's goodwill mission in Cyprus." Earlier, in reply to a reporter's question, Denktas said that he continues and will continue to hold the natural and necessary contacts with the UN Secretariat General, and added: "The issue is one of taking positive and constructive steps for the solution of the Cyprus problem." In a statement to Bayrak Television, Denktas said: "I may go to New York to meet with the UN Secretary-General. A decision will be reached at the end of that meeting. A date has not been fixed for the meeting in New York. We are working on that. If that meeting goes well, the Cyprus negotiations may begin, of course." [02] Rauf Denktas stresses that his meeting with Kofi Annan does not mean resumption of talks on CyprusAccording to illegal Bayrak Radio (26.7.01) the Turkish Cypriot leader, Mr. Rauf Denktas returned from Malaysia yesterday.In statements at occupied Tymbou Airport Denktas said that his contacts in Malaysia were very beneficial. During talks and at a conference in Malaysia, he said he explained the Cyprus problem, how the problem was created in the first place, where the problem stands now, how the Cyprus proximity talks began, and why they have been suspended. Denktas pointed out that a lot could be done in the field of commerce between the pseudostate and Malaysia. «We hope», he said, «that the concerned authorities will look into the matter and that we will benefit from that». Denktas noted that when he was on his way to Malaysia, he noticed how the Greek Cypriot press was worried. Such contacts are normal, he said, adding that the Cyprus problem will be resolved if the Greek Cypriots recognize the «TRNC's» equality and sovereignty. We are continuing to hold contacts necessary for peace, he alleged. In reply to reporters' questions, Denktas said that the report that he would go to New York from Malaysia were false. He affirmed that the UN Secretary- General invited him to go to New York, adding: «During constant contacts with Alvaro de Soto, the Secretary-General's special envoy in Cyprus, we are trying to determine when and where this meeting will be held. We had already said that we could hold contacts with the Secretary-General because we are loyal to his goodwill mission. We have always wanted and continue to want his goodwill mission to continue. Therefore it is natural for us to discuss with him and reach an agreement on the basis of which the talks will resume and for what purpose.» Denktas stressed that the venue and date of the meeting has not been determined yet. A correspondent recalled the reports that Turkey is pressuring him to attend the Cyprus talks and that he sent two letters to Ankara expressing his resentment and reproaches about the pressure. Denktas said: «I do not understand how reporters can know of the letters I supposedly sent to Ankara. I send a lot of letters to Ankara, but they do not contain any resentment or reproach. The letters we send to Ankara concern actual developments». Asked to comment on allegations that Turkish Prime Minister Bulent Ecevit is changing his attitude as a result of the IMF's pressure, Denktas denied them and said that from Ecevit's statements it can be seen that Turkey is always behind the pseudostate, like a fortress. «Turkey always says that the existence of two states on the island is essential», Denktas said, adding that «Cyprus is the common and national cause of both Turkey and the TRNC». Denktas went on: «A newspaper in Istanbul said that Denktas caved in. I regret that this newspaper and certain circles are unable to see the difference between meeting the UN Secretary-General and the resumption of the Cyprus talks. Turkey has a national cause and it lost many sons for this cause, but certain columnists are unable to see the difference between the meeting and the resumption of the Cyprus talks.» Asked if Ankara is recommending that he returns to the talks, Denktas noted that the talks have not resumed yet. The talks came to an end at a certain point, he said, and everybody knows the reason for that. There are measures called EU norms that intend to displace all the Turkish Cypriots. Efforts are being made to make the Turkish Cypriots EU members before determining their status. That is why the talks were suspended, he said, and now the UN Secretary-General wants to meet with me. Denktas explained that the UN Secretary-General wants to meet with him to discuss when and how the Cyprus talks can begin, and concluded: «We said that we are ready to come and meet with him. We are continuing to hold contacts with goodwill to determine the venue and date of the meeting». [03] Rauf Denktash met with the Turkish Minister of EnergyAccording to illegal Bayrak Radio (26.7.01) the Turkish Cypriot leader, Mr. Rauf Denktash, yesterday met in occupied Nicosia with the Turkish Minister of Energy and Natural Resources, Mr. Zeki Cakan, who is on an illegal visit to the parts of Cyprus occupied by the Turkish troops since July 1974.Replying to reporters/ questions during the meeting Denktash alleged that the proximity talks were suspended when their conditions were changed in a surprise move, without a consultation with the pseudostate first. Denktas said that he told UN Secretary-General Kofi Annan that he is always ready to meet with him within the framework of his goodwill mission and pointed out that contacts are being held in connection with the talks but that a date has not been fixed yet». « Once the date is fixed and we meet», he said, «we will exchange views with the UN Secretary-General on the new conditions». Denktas further alleged that for years the Greek Cypriot side has been expecting others to solve the Cyprus problem, and added: «Our aim is to prevent the Greek Cypriots from dragging the issue to the direction they want through a play on words». [04] Nationalist Justice Party organizes a march as a reaction to RTP marchKibris (26/7/01) reports that the leader of the Nationalist Justice Party (NJP) Zorlu Tore stated that, "Northern Cyprus could solve its problems through deepening its ties with Turkey". Expressing support for Denktas, Tore said a parliamentary and judicial investigation should be launched to see if the RTP (Republican Turkish Party) has indeed signed a protocol with the AKEL party.According to today's Kibris, NJP is organizing a march today, where they will place wreaths at the national monuments and visit Denktas as a reaction to the black wreath placed by the RTP some days ago at Denktas' office. [05] "Our Party" is asking from the Islamic countries to recognize the pseudostateKibris (27/7/01) reports that the leader of "Our Party" Okyay Sadikoglu in a written statement he made yesterday he repeated that it was asked from the Islamic countries to recognize the pseudostate.Okyay Sadikoglu made the statement on the occasion of the 27th anniversary of the Turkish invasion. [06] Turkish Energy Minister visits occupied CyprusThe Turkish view that confederation is the only just solution for the Cyprus problem has been expressed by Turkey's Energy and Natural Resources Minister, Zeki Cakan who arrived yesterday in the occupied areas of Cyprus for an illegal visit.KIBRIS (27.07.01) reports that, speaking at the illegal Tymbou airport, Mr Cakan, who is in the occupied areas in order to participate in the opening ceremony of a transformer station in Nicosia which has been modernized, alleged that the only «lasting solution in Cyprus passes through a confederation between two states». Mr Cakan noted that until now 4 million US dollars have been spent for the modernization of the Nicosia Transformer and the power lines and added that soon another project, which is expected to cost 5 million dollars, will be applied. The Turkish Minister met yesterday with the Turkish Cypriot leader Rauf Denktas, the so-called «speaker» of the pseudoparliament, Ertugrul Hasipoglu, the so-called «prime minister» Dervis Eroglu, the «minister» responsible for the economy, Salih Cosar and the illegal ambassador of Turkey to occupied Nicosia, Hayati Guven. [07] The Turkish Treasury examines the pseudostate`s economyKIBRIS (27.07.01) reports that a delegation under Mehmet Rastgelener, Director of Turkey's Treasury State Finance Enterprises, arrived yesterday to the occupied areas of Cyprus, in order to examine and if necessary revise the so-called programme which aims at improving the economy of the pseudostate.The programme is being applied with Turkey's support. Speaking at the illegal Tymbou airport, Mr. Rastgelener said that they went to the pseudostate to see the developments after the creation of the new so-called «coalition government». He noted that a similar programme is being applied in Turkey as well and added that these programmes are not something which cannot be revised. In the Turkish delegation participate representatives from the Finance Ministry, the Central Bank, the State Planning Organisation and the Committee for Controlling and Organizing the Banking Sector. [B] COMMENTS AND EDITORIALS[08] A columnist of Avrupa criticizes the occupation of Northern CyprusKazim Denizci of Avrupa (27.07.01) in his regular column «From the inside of life» says that in the northern part of Cyprus there is occupation by Turkey and her army, despite the fact that the regime is called «democracy». Under the title «What is the name of this order?" Mr Denizci notes that the so-called constitution of the pseudostate has been prepared by specialists from Turkey, that 97 % of the occupied areas of Cyprus is a military zone and that the Turkish army exploits the Turkish Cypriots, by having supermarkets and being involved in some business sectors. Mr. Denizci writes, among other things, the following:«You are the head of the Command of the Security Forces (CSF) according to temporary article No. 10 of the TRNC, which has been prepared by Turkish specialists on matters regarding constitutions. Are you not responsible for our internal and external security according to this law? Is the Constitution and the laws in this country only for the show? ...Our views and opinions have not been formed by themselves. We have them as a result of the events we experienced in our country during the last 27 years. ... Taking into consideration that 97 % of our country is a military zone, we see that there is no place for the citizens to walk. We can see this extraordinary situation if we go from the Kyrenia cost up to Limnitis. ...The tourists search for places to spend a peaceful and quiet vacation. Can there be tourism under the shadow of the guns of the army? ... The occupation law is valid in every single piece of the land of this country. The instructions of the Turkish Embassy and the Army are valid even in the appointment of state employees and police officers. The roads from where army is to pass are being closed. The roads from where delegations from Turkey are to pass are also being closed. ... The army in our country has also canteens. ...They do everything. They have grocer's and butcher's shops and supermarkets. . When the army applies for a contract, it is very well known to whom this contract will be awarded. ...Those who raise their voice are being put into the black lists. ... Our people are forced to live all these in this country. And they call it `democracy`. Since when has the name of the occupation changed to democracy? ...».
