[A] NEWS ITEMS[01] Turkish State Minister underlines basis of equality and sovereignty According to illegal Bayrak Radio 1 (10:30 hours, 14.9.00) Sukru Sina Gurel,Turkish State Minister in charge of Cyprus affairs, has claimed that "the Cyprus issue can be resolved on the basis of the Turkish Cypriots/ equality and sovereignty". Gurel continued: "Others can take steps to divide the island; however, these are not acceptable solutions for us." Gurel, who is holding contacts in Britain, replied to correspondents/ during a meeting at the Turkish Embassy in London.[02] Hasipoglu on Cyprus solution Illegal Bayrak Radio 1 (10:30 hours, 14.9.00) reports that ErtugrulHasipoglu, so-called assembly speaker and acting president, has claimed that the goal of the Greek Cypriots is to become EU members on their own, leaving Turkey and the Turkish Cypriots in a difficult situation, and that this goal became clear during the fourth round of talks in New York.Recounting that President Clerides/ response to Annan/s statement on equal political status should serve as a response to all those who insist on a single sovereignty in Cyprus, Hasipoglu added: "There are those who think that the Greek Cypriots will share their sovereignty and economic progress with us. Their stance of yesterday, however, shows that such a thing will never happen". Hasipoglu added: "The status of the Turkish Cypriots should be acknowledged first and their existence later for a solution to be secured". Hasipoglu continued by stating that the "two states" can unite under a single umbrella and that the Turkish Cypriots can never make concessions on their status even through they can transfer certain of their right s to a higher authority. [03] Cem discusses Cyprus talks with Annan TRT 1 Television (4:21 hours, 15.9.00) reports that Turkish Foreign MinisterIsmail Cem, who is continuing his contacts in New York, met with UN Secretary General Kofi Annan. Cem said that the fourth round of Cyprus talks was taken up at the meeting.Cem said the following in a statement he issued after the meeting: "I told Annan that I consider his statement to the leaders an encouraging start and I particularly emphasized this point. I also told him that we are already witness to futile efforts to dilute this statement and that this should not be allowed". Cem further said that Annan/s statement will lose its meaning if any return steps are taken and added: "This statement has outlined a very clear framework. The purpose of all the talks and detailed negotiations, Annan stressed in the last paragraph, is to bring forth a concept. He explains that this concept means equality and political equality." Cem is continuing with his bilateral contacts in New York. Within this framework, he met with his Spanish, Iraqi, and Belgian counterparts. Within his contacts, Cem met with the Sudanese and Israeli foreign ministers. [04] Talat: Annan/s statement neither victory nor defeat According to YENIDUZEN (15.9.00) Republican Turkish Party leader Mehmet AliTalat, who is currently in New York, said that UN Secretary General Kofi Annan/s statement "is neither a victory nor a defeat".Attending the fourth round of proximity talks as an "observer", Talat in a statement to SIM FM New York correspondent Sami Ozuslu said "the sides are exaggerating what happened on the first day of the fourth round of proximity talks. The sides are engaged in exaggerated victory and defeat shows. This is tantamount to one occupying oneself with futility". Talat said that the statement made by the UN Secretary General was a quite balanced statement. "The Turkish side presenting this as a major victory and the Greek Cypriot side presenting it as a disaster will not help towards the settlement of the Cyprus problem, because the only thing that will make the Cypriots happy is to reach a settlement". "The UN Secretary General in his statement put the elements of the settlement on the negotiation table" said Talat, and added that there is nothing on the horizon regarding the solution. [05] Cem/s New York contacts Anatolia Agency (06:43 hours, 14.9.00) reports that Turkish Foreign MinisterIsmail Cem, currently in New York to attend the UN General Assembly 55th term works, held separate meeting with the foreign ministers of Cuba, Syria, Mexico, Slovenia, and Jordan.Huseyin Dirioz, the Turkish Foreign Ministry spokesman, said bilateral relations between Turkey and those countries were discussed during the meetings. Pointing our that Felipe Perez Roque, the Foreign Minister of Cuba, will visit Turkey at the beginning of next year, Dirioz said exerting joint efforts for the success of the Middle East peace process was discussed in Cem/s meeting with Faruq Al-Shara, the Syrian Foreign Minister. Dirioz said Alojz Peterle, the Slovenian Minister, called for Turkey/s support regarding his country/s membership to the Organization of Security and Cooperation in Europe (OSCE) and to NATO, adding that regional developments and the Middle East peace process were discussed during Cem/s meeting with Abdulilah Hatib, the Foreign Minister of Jordan. Cem also met with Alelxandr Dimitrov, the FYROM Foreign Minister, and Hubert Vedrine, the French Foreign Minister, as well as Chris Patten, the European Union (EU) Commission/s member responsible for Foreign Relations, on Wednesday afternoon. Turkish-Greek relations, Caucasus, and the situation in the Balkans were discussed during the Cem-Vedrine meeting. Speaking at the meeting, Cem conveyed Turkey/s sensitivity over the draft bill on genocide on Armenians. Meanwhile, the French Foreign Minister reiterated that they were against legalization of such a draft bill. It was also reported that Cem and Vedrine reached consensus to continue contacts within the preparation process of the accession partnership document. Foreign Minister Cem is scheduled to meet with Javier Solana, the EU Political and Defense Official, the Foreign Ministers of Iraq, Belgium, and Israel, and Kofi Annan, the UN Secretary General, on Thursday. [06] Guzelyurtlu/s wife released Anatolia Agency (11:54 hours, 14.9.00) reports that Zerrin Guzelyurtlu, thewife of Elmas Guzelyurtlu, the owner of Everestbank, who was arrested on Thursday for helping her husband/s escape to the free areas, was released the same day.Zerrin Guzelyurtlu, who was brought to the "court", was forbidden to go abroad and her passports were seized. [07] Turkish Cypriot journalists denied permission to cross According to AVRUPA (15.9.00) the occupation regime did not allow TurkishCypriot journalists to attend the press conference Leopold Maurer, member of the EU Task Force for enlargement, responsible for Cyprus negotiations, was to give today at the Hilton Hotel in Nicosia. The excuse was that "it didn/t seem appropriate".[08] Sener Levent acquitted AVRUPA (15.9.00) reports under banner headlines that AVRUPA/seditor-in-chief Sener Levent has been acquitted by the so-called Nicosia District Court, regarding the articles he had written on the "Dikomo incidents" during which occupation army members forcefully evicted a Turkish Cypriot family from their house in occupied Dikomo.The decision to acquit Sener Levent of the 12 charges filed against him was read by "judge" Tanju Oncu who said that the said articles do not carry ulterior motives. People present in the "court" room expressed their satisfaction over the decision. [09] Farmers, bank depositors plan new measures KIBRIS (15.9.00) reports that the Turkish Cypriot Farmers Association isplanning to stage a new demonstration.A member of the executive committee of the Association, Turgut Ceyda, said the time has come for the so-called coalition government to resign. He added that on 24 September they will hold a general meeting to decide on their next steps. Moreover, the "TRNC Bank Depositors Association" have decided to hold a "sit-in-strike" in front of the so-called prime minister/s residence on 18 September. In a written statement, the association pointed to the inability of the "coalition government" to take measures to prevent incidents like the flee of Turkish Cypriot businessman Elmas Guzelyurltu to the free areas.
