    [01] Serdar Denktash, Talat comment after meeting Sir David Hannay

    According to illegal Bayrak Radio 1 (11:30 hours, 13.3.00) Sir David Hannay, the special British envoy for Cyprus who arrived on the island in order to exchange views with both sides in connection with the proximity talks being held on the Cyprus issue, held contacts in the occupied area. He met with Serdar Denktash, leader of leading opposition Democratic Party, and Republican Turkish Party (CTP) leader Mehmet Ali Talat. He also met with Rauf Denktash. In a statement prior to the meeting, Denktash said that they will exchange views with Sir Hannay. Tahsin Ertugruloglu, ``foreign affairs and defense minister'', ``presidential adviser'' Ergun Olgun, Osman Ertug, ``under secretary of the foreign affairs and defense ministry'', Necati Munir Ertegun, ``presidential special political adviser and coordinator'', and Mustafa Evran, ``political affairs director general'' participated in the meeting as well. Sir David refrained from making a statement on the meetings.

    Serdar Denktash, in a statement after his meeting with Sir David Hannay said that an agreement can be reached in Cyprus on condition that the sovereignty of the Turkish Cypriot side is accepted.

    In reply to a question, Serdar Denktash said that Sir David Hannay did not put forth any proposal or plan at the meeting, adding: ``There is no proposal. They are trying to formulate something by holding talks. I believe that this is not called a plan''.

    Talat, in a statement to the media after the meeting, said that the Cyprus problem is at a very important stage. Noting that the Cyprus issue has, for the first time now, become an EU problem, Talat said that therefore, the EU is directly interested in the issue. He said that Gunter Verheugen, the EU Commissioner in charge of enlargement, will come in the coming days in order to listen to the views of the Turkish Cypriot side on how it can be included in the EU process. Stressing that Verheugen/s contacts in Turkey were very beneficial, Talat expressed the belief that additional visits by EU officials will be as beneficial as the contacts held by Sir David Hannay. Noting that Turkey/s candidacy indicates that the EU process will become a reality for the Turkish Cypriots, Talat continued: ``We should be able to turn this process to our advantage and to influence it in favour of the interests of the Turkish Cypriot community. If we do not succeed, then the difficulties we have experienced so far will be further increased''. Talat said that the current duty is to prepare the Turkish Cypriots for the EU.

    Expressing the belief that a path should be found to making progress on the Cyprus problem, Talat said that the CTP believes that a federal solution that will secure the equality of both sides, as envisaged in the Ghali Set of Ideas - one of the most comprehensive works conducted so far regarding the Cyprus problem - will be the right choice.

    [02] UDP to support Denktash on 15 April

    Illegal Bayrak radio 1 (16:30 hours, 13.3.00) reports that the National Resistance Party (UDP) has announced that it will support Rauf Denktash in the ``presidential elections'' to be held on 15 April.

    UDP leader Enver Emin held a news conference together with party officials and explained the reasons for the decision to support Denktash. Emin pointed out that the decision was made unanimously at the party assembly in line with the views and proposals put forward by the grass roots. Explaining the reasons or the decision, Emin dwelled particularly on the negotiating process regarding the Cyprus issue. He recounted that in reaching the decision the UDP chose between the candidates rather than between the parties, adding: ``Mr. Denktash is not a party leader like the other candidates. Our support for him will not put the UDP into the position of supporting another party, because he is an above-party and independent candidate''.

    [03] Ankara conveys `Sina Qua Non/ Cyprus principles to De Soto

    Anatolia Agency (18:19 hours, 10.3.00) reports that Ankara Friday conveyed the principles, which it defined as ``sina qua non'' toward the solution, during talks with Alvaro De Soto, the United Nations (UN) Secretary General Kofi Annan/s Special Envoy to Cyprus.

    Diplomatic source said the principles which Ankara conveyed to De Soto, and which it defined as indispensable are as follows: ``Acceptation of the two separate states on the island, and that those states may come together only under the roof of confederation, acceptation of the existence of two peoples having their sovereignty, and that first of all the solution, and later the EU membership.'' Ankara thinks membership of Cyprus to the EU may be possible only after a solution, and stresses that Turkish Cypriots feel uneasy over the idea of an EU which Turkey is not involved in.

    De Soto, during his contacts, wanted proximity talks to continue, and also wanted support for improvement in talks. Ankara, in its part, pointed out the unfairness of the so-called embargo imposed on the pseudostate and stressed that it should be lifted.

    [04] Turkey, `TRNC/ sign $100 million aid ``protocol''

    Illegal Bayrak radio 1 (11:30 hours, 10.3.00) reports that a so-called protocol on the $100 million aid Turkey will be extending to the pseudostate was signed in Ankara on 9 March. The aid, which is being extended within the framework of the addendum signed in February to the economic cooperation ``protocol'' signed between Turkey and the ``TRNC'' on 3 January 1997, will be used in restructuring and other projects in the financial sector.

    [05] Ecevit repeats condition of two states

    Turkish channel NTV (10:10 hours, 10.3.00) aired a live news conference by Turkish Prime Minister Bulent Ecevit with unidentified correspondents at the Prime Minister/s Office, where inter alia he referred to his meeting with Gunter Verheugen, EU Commissioner in charge of enlargement and said: ``I told him the following in connection with Cyprus: A solution can easily be found to the Cyprus issue. There is a single condition for that, namely the acceptance of the reality that there are two separate sovereign states in Cyprus. Once this reality is accepted, the reality that there is a separate independent state in the TRNC, then the Turkish and Greek Cypriot sectors can cooperate in many fields''.

    [06] President Clerides/ interview

    Turkish Daily News (13.3.00) publishes the full text of an interview President Glafcos Clerides gave to the paper/s managing editor Yusuf Kanli. At the interview, President Clerides stated that his position is clear, that ``we cannot have two states first and then create a new state.'' (EF)

    [07] Church turned into gallery

    KIBRISLI (12.3.00) reports that the Panayia church in the occupied Kazafani village has been turned into a gallery where last night an exhibition of works of Turkish Cypriot painter Emin Cizenel was inaugurated.

    KIBRISLI reports that among the guests were ``a group of artists, journalists and gallery owners from south Cyprus''.

    [08] Turkish Cypriot delegation in Strasbourg

    According to KIBRIS (11.3.00) a delegation from the pseudo-assembly will attend the meeting of the European Council Parliamentary Assembly that will be held between 2-9 April, in Strasbourg.

    [09] Denktash meets Libyan charge d/ affaires

    KIBRIS (14.3.00) reports that Turkish Cypriot leader Rauf Denktash met yesterday with the Libyan Embassy/s charge d/ affaires, Khalifa Ahmed Bazelya.

    Denktash/s advisors Ergun Olgun, Necati Munir Ertekun and Mustafa Evran were also present at the meeting.

    No statement was made after the meeting.

    [10] Turkish Cypriots at International Shipping Fair

    According to KIBRIS (14.3.00) the maritime faculty of the ``Near East University (NEU)'' will attend the International Shipping Fair and the ``Exposhipping 2000'' conference that will be held in Istanbul between 26- 30 April 2000.

    [11] Turkish Cypriots in London against Denktash in forthcoming ``elections''

    YENIDUZEN (11.3.00) reports that at a press conference organized by the Turkish Cypriots Coordination Council of England on 6 March in London, it was declared that Rauf Denktash is not only preventing peace, but he is the only ``presidential'' candidate capable of destroying peace.

    Under the slogan ``Do not give vote to Denktash'', the coordination council reacted to Denktash/s candidacy for the so-called presidential elections, adding, ``if you want to enter EU, do not vote for Denktash''.

    [12] Itching disease

    KIBRISLI (12.3.00) reports that protective measures are being taken in schools in the occupied area regarding the contagious itching disease.

    KIBRISLI reports that the occupied regime has started disinfecting the schools against the disease.

    [13] Denktash: ``United States of Cyprus is possible''

    KIBRISLI (12.3.00) reports under the banner headlines ``Denktash: United States of Cyprus is Possible'' and says that Turkish Cypriot leader Rauf Denktash answered questions put to him by the paper on this issue as follows:

    ``We are trying to create such a possibility and gradually this (idea) is being set in peoples/ minds. You can not put together these two peoples. Rolandis too says this. He says `put us together and if a police incident occurs this will blow up like a volcano and we will again fight each other/. Rolandis is a clever man. What we want to do is - as you put it in your question - to have a united appearance for the outside world on certain issues such as foreign affairs, economy and finance.

    On a 50-50 participation basis agreement, the TRNC and the Greek Cypriot Republic will continue to exist. There can be no better and lasting start than this.

    I say `start/ because, following such a start, if the Greek Cypriot side gives up the ambition to hellenize Cyprus, then the avenues will be opened for a more united situation. Do we believe that this will be realized? This is possible if the Church changes and if Greece permits and if the politicians come to their senses''.
