[A] NEWS ITEMS[01] Sener Levent: We are governed by Ankara and the Office of the chief of Staff.[A] NEWS ITEMS[01] Turkish Cypriot ``representative'' criticizes US policy on CyprusAnatolia Agency (11:16 hours, 5.8.99) reports that Ahmet Erdengiz, the so- called representative of the pseudostate to the US, said on Thursday that the US has to review its Cyprus policy which didn´t change till 1960s, adding her initiatives about the Cyprus question will continue to be unsuccessful if the US does not have a new approach.Responding to questions of A.A., Erdengiz pointed out that ``the chance of the US to help in the Cyprus question will be low as long as the American policy does not rescue itself from the Greek-Greek Cypriot lobby and does not change its policies based on the cold war. If Bill Clinton, the US President is serious, he should do both. The US has to do her homework well''. Criticizing the renewal of the US diplomats related with the Cyprus question, Erdengiz said that ``it is difficult to understand this behaviour in such circumstances. The experienced American diplomats have all been replaced.'' The negotiations with the Greek Cypriot side at the intercommunal level is impossible and the US approach saying that Turkish Cypriots should get their rights at the table is no more acceptable, he said. ``The problem between TRNC and Greek Cypriots will be transformed into one between European Union (EU) and TRNC'', he said. Noting that if the UN Secretary General prepares the necessary atmosphere in New York, the pseudostate won´t refrain from participating in the negotiations, Erdengiz added that the only proposal that is brought to table is confederation and claimed that this shows that the Turkish side wishes to negotiate in good will. [02] US said to support `weak federation´ in CyprusA report in daily HURRIYET (5.8.99) says that it has been ascertained that the US administration wants the establishment of a ``weak federation'' in Cyprus and that Washington will launch an initiative to realize its objective after it prepares the necessary groundwork for its plan. The plan conflicts with the approach preferred by Turkey and the pseudostate.The US administration views the Cyprus problem as the most important item on the agenda of the talks President Clinton will have with Turkish Prime Minister Bulent Ecevit. Within that context, it will ask the Turkish Cypriot side to agree to make territorial concessions and the Greek Cypriot side to agree to make concessions on constitutional issues. It has also been reported that US Coordinator Tom Weston will visit Cyprus in September and that new US Ambassador Donald Bandler will assume his duties in Nicosia in August. Washington will instruct the two officials to prepare the groundwork for its new initiative. Meanwhile, it has been reported that Richard Holbrooke, President Clinton´s Special Envoy to Cyprus, will assume his duties as US Permanent Representative to the United Nations, after the US Senate approves his appointment. It has been reported that President Clinton´s meeting with Prime Minister Bulent Ecevit on 28 September will be of ``utmost'' importance. President Clinton will ask Ecevit to make concessions on Cyprus. A source has said: ``The approach Ecevit will adopt at the White House will determine the future of Cyprus''. Many sources have said that UN Secretary General Kofi Annan will invite President Glafcos Clerides and Rauf Denktash to New York in October. They will not meet face to face, but Annan will conduct shuttle diplomacy between them. [03] Pakistani deputy visits Denktash, HasipogluAnatolia Agency (14:04 hours, 5.8.99) reports that Kursat Zaman, a Pakistani deputy, arrived in the occupied area on Thursday as a guest of the so-called ministry of finance and defense.The deputy met separately with Rauf Denktash and Ertugrul Hasipoglu, the so- called speaker of the ``Parliament'' the same day. Denktash referred to the recent resolution of the UN Security Council about the Cyprus question in the meeting and claimed that there are ``two sovereign states'', not two communities on Cyprus and if negotiations start, these have to be held at the level of ``two states''. Denktash accepted the invitation of Kursat Zaman to Pakistan. Hasipoglu said in the meeting with Kursat Zaman that they want to further improve the cooperation with Pakistan. Zaman said in his part that he came to the pseudostate for the second time and he has detailed information about the Cyprus question, adding Pakistan regards ``TRNC'' as a ``friendly state''. Supporting the confederation proposal of the Turkish side on Cyprus, Zaman pointed out that Pakistan is the second state after Turkey which extends support to the ``TRNC'' ``We don´t allow in Pakistan the Greek Cypriot side to show itself as the only state due to the TRNC reality and we are proud of being a good friend of TRNC'', he added. [04] Turkey-pseudostate joint customs excise tariffsAccording to AVRUPA (6.8.99) the so-called council of ministers convened yesterday and discussed various matters.They come to the decision to put into practice the ``joint customs excise tariffs'' within the framework of the ``Trade Co-operation Protocol'' signed between Turkey and the pseudostate. The so-called public works and transportation minister Salih Miroglu said that it will be really convenient to the economy of the pseudostate if there is zero customs excise tariffs on the products which are imported from third countries through Turkey. Miroglu also stated that during the meeting they discussed about the amendments to the ``law'' for the encouragement of professional military service and limitation of the military service period. Miroglu added that they also evaluated the recent general strike and came to the decision that they cannot retract the price hikes due to the economic realities. (DP) [05] Flies found in concentrated juice exported to TurkeyAccording to KIBRIS (6.8.99), Meysan Firm that belongs to Cypfruvex, has exported 20 ton, of concentrated orange juice to Turkey. However, in the concentrated orange juice flies have been found and the juice will be returned to the pseudostate next week.[06] High-rank Turkish military promotions, retirements announcedAnatolia Agency (11:17 hours 5.8.99) reports that the decisions taken at Turkey´s Supreme Military Council´s monthly meeting which was held between August 2-5 under the chairmanship of Turkish Prime Minister Bulent Ecevit, were declared on Thursday.According to the decisions which will come into force on August 30, 1999, General Ilhan Kilic, Commander of the Air Forces; Admiral Salim Dervisoglu, Commander of the Naval Forces; General Cevik Bir, Commander of the First Army; General Dogu Aktulga, Commander of Army in Aegean; and General Necati Ozgen, Commander of War Academies will retire. General Ergin Celasin, Secretary General of General Staff, has been appointed as the new Commander of Air Forces; Admiral Ilhami Erdil, Commander Fleet, as the new Commander of Naval Forces; General Hilmi Ozkok, Deputy Chief of General Staff, as the new Commander of the First Army; General Cetin Dogan, commander of Gendermerie Public Order, as the new Commander of the Army in Aegean; General Edip Baser, Commander of the NATO Southeast European Ally Land Forces, as the new Deputy Chief of General Staff; General Tuncer Kilinc, Commander of the Fifth Army Corps, as the new Commander of the Third Army; General Cumhur Asparuk, Chief of Staff of the Commandership of Air Forces, as the new Secretary General of General Staff; General Tamer Akbas, the Deputy Secretary General of General Staff, as the new Commander of the NATO Southeast European Ally Land Forces; General Nahit Senoglu, Commander of the Third Army, as the new Commander of the War Academies; and General Bulent Alpkaya, Commander of Southern Marine Space, as the new Commander of the Fleet. [B] COMMENTS AND EDITORIALS[07] Sener Levent: We are governed by Ankara and the Office of the Chief of StaffSener Levent, writing in his column ``Angle'' in AVRUPA (6.8.99) under the title ``To those who tell us why we are not criticizing Eroglu?'', says that he answered this question in the past and he does not want to repeat it. However, he adds, those who want us to write about Eroglu , let them send us documents and papers about Eroglu. He promised to then write immediately. Levent adds:``However, all these does not mean that `Mr. Eroglu is innocent´, nor does it mean that there is nothing negative to write about him. However, as far as I am concerned, these problems are not priority issues for this country… For this reason I leave these things for others to write about. And I write about other things… My proper respondent is not the TRNC government, it is Ankara. It is the Office of the Chief of Staff. Why? Because they the ones who govern us here… All the vital decisions regarding us are taken there. The government here, as well as the assembly are under Ankara´s command… Had they abrogated the government and the assembly and had they appointed a Turkish governor, like a British governor, at least they we would have put an end to this double dealing. At least we would not deceive ourselves by saying that we have a Parliament…'' Levent then writes a list of demands, things that he wants Eroglu to change or to realize, and asks, ``can Eroglu change or realize these''?
