    [01] Dentkash briefs parties on US visit, reaction to proposal

    According to illegal Bayrak radio (15:30 hours, 24.9.98), Turkish Cypriot leader Rauf Denktash conducted an assessment meeting with political party officials represented at the so-called assembly of the pseudostate on the eve of his visit to New York. Denktash said that the meeting would not produce a decision and that another meeting would be held upon his return from New York. Attending the meeting were Dervis Eroglu, National Unity Party leader and ``prime minister''; Serdar Dentkash, DP leader and ``deputy prime minister; Mehmet Ali Talat, leader of the main opposition Republican Turkish Party (CTP); Communal Liberation Party leader Mustafa Akinci; Taner Etkin, ``foreign affairs and defense minister''; and other ``officials''. The Patriotic Union Movement boycotted the meeting.

    In a statement he issued during a break in the meeting, Denktash reported that he briefed the representatives ``on the various positive reactions to the confederation proposal''. Noting that the latest situation in the Cyprus issue was discussed in detail and in a very sincere manner, Denktash declared: ``I will defend the cause from a powerful standpoint''.

    In his statement, Eroglu said that mutual talks can begin and results can be attained if the ``two-state'' principle is adopted. Eroglu said that nothing can be achieved ``unless the realities and the current de facto situation in Cyprus are accepted.''

    Serdar Denktash, in turn, reported that Denktash briefed them on his forthcoming visit to the United States and the reactions to the confederation proposal. Alleging that the confederation proposal, which is based on the principle of ``two states'', is a unifying initiative that ``incorporates the realities experienced in Cyprus'', Serdar Denktash declared that the Democratic Party supports this proposal.

    Also speaking about the meeting, Talat said that every proposal opens the door for dialogue and that it is extremely wrong to reject a proposal outright, adding that interesting reactions are emanating from various parts of the world in this regard. There is no change, however, in the party´s stand regarding the contents of the proposal, Talat remarked, and he expressed the belief that Denktash´s visit to the United States will be beneficial.

    Akinci, in his statement, also said Denktash briefed the participants on his New York visit and the reactions to the confederation proposal. Underlining the importance of the content rather than the name of a solution to the Cyprus problem, Akinci said: ``It is important to reach an agreement that will protect the security, equality, tranquillity, and shared prosperity of the Turkish Cypriot people, one that will not allow a return to the pre-1974 conditions. To this end the Greek Cypriot side should change its attitude and accept the existence of an entity that is at least equal to them in Cyprus.''

    [02] Denktash insists on property exchange

    According to illegal Bayrak radio (15.30 hours, 25.9.98) Rauf Denktash has said that whatever the name of the agreement, the exchange of property is the basis and unchanging formula of bizonality. In a written statement he issued Denktash claimed that President Clerides acted as if he does not know any better when he said that the exchange of property is not part of the Set of Ideas or one of the parameters.

    Denktash claimed: ``No matter what the name of the agreement, the exchange of property is the basis and unchanging formula of bizonality''.

    On Russia´s stand, Denktash alleged: ``Mr. Arbatov´s current war drums are as inappropriate as was the sale of missiles to Cyprus by Russia, a UN Security Council (UNSC) member. We expect Russia to act with the dignity and impartiality that befits a UNSC member.''

    Denktash recalled that the Turkish side asked Russia to stop selling missiles to Greek Cypriots.

    He outrageously claimed that it is Greece that wants to expand its territory in Cyprus.

    [03] Denktash claims S-300 radars to threaten all regional countries

    According to Anatolia Agency (10:55 hours, 26.9.98) Rauf Denktash claimed on Friday that the S-300 missiles will threaten not only Turkey, but all regional countries with their developed radar systems.

    Denktash said, ``the radars of the missiles will stand as an eye of Russia in the region''.

    Illegal Bayrak radio (10:30 hours, 26.9.98) further reports that alleging that the radars of the missiles will not be in safe hands, Denktash added:

    ``There is nothing the Greek Cypriots will not do for their own interests. The missiles pose a great threat for the region.''

    [04] Utkan says Holbrooke presented no new proposal to Cem

    According to TRT Television network (21:00 hours, 24.9.98), Turkish Foreign Minister Ismail Cem, who is currently in New York for the UN General Assembly meetings, met with Richard Holbrooke, US President´s special envoy for Cyprus. Commenting on the meeting, Turkish Foreign Ministry spokesman Necati Utkan said that the US side did not present a new proposal on the Cyprus issue. Utkan said that Denktash´s confederation proposal was explained in detail to the US side and that Ankara´s stand with regard to the S-300 missiles the Greek Cypriot side wants to deploy on the island was stressed once again.

    [05] UN envoy Ambassador Vural responds to Pangalos UNGA addresses

    According to Anatolia Agency (10:29 hours, 25.9.98) Ambassador Volkan Vural, Turkey´s permanent UN representative, has responded to Greek Foreign Minister Pangalos, who attacked Turkey in his UN General Assembly (UNGA) address.

    Requesting permission to respond to Pangalos´ UNGA address, Ambassador Vural claimed the following: ``Pangalos could be right if he had accused Turkey for not allowing Greece to commit a genocide tragedy in Cyprus like in Bosnia and Rwanda. Turkey´s 1974 intervention in Cyprus, however, aimed at saving the Turkish Cypriot people from an ethnic and religious extermination by using its right stemming from being a guarantor state.

    Turkey reiterates its loyalty to the promise that it will defend the Turkish Cypriots today as well.''

    [06] Turkey´s Gurel on water delivery to Turkish Cypriots

    According to illegal Bayrak radio (10:30 hours, 24.9.98) Sukru Sina Gurel, Turkish state minister in charge of Cyprus affairs, has announced that interim formulas – formulas between the balloon option and the laying of pipelines - can be considered for delivery of agricultural irrigation water to the occupied area. Gurel replied to questions on the transportation of water from Turkey to the occupied area before his meeting with Onur Borman, so-called labour and social security minister.

    Gurel said: ``Meeting the TRNC´s drinking water shortage by means of balloons is an ongoing project. Our real aim is to supply water through pipelines, and this amount will exceed the needs of the TRNC. Following the implementation of this project, we will conduct talks with the TRNC and see if there are countries that are interested in purchasing this surplus water.''

    Pointing out that Turkey is sending water to the occupied area as a result of cooperation rather than international discrimination, Gurel said that once the infrastructure work pertaining to the pipeline project is completed, another two and a half years is needed for the project to become operational. Gurel announced that other interim formulas could also be considered to supply water for agricultural purposes. Asked if this will be something between the balloon and the pipeline, he said yes and added that this is only a proposal at the moment.

    [07] Yilmaz: Mafia wants my resignation

    According to a report in MILLIYET (Internet version, 25.9.98) commenting on the opposition parties´ demand for his resignation after it was revealed that a conversation between State Minister Eyup Asik and (Mafia boss) Alaattin Cakici was recorded, Turkish Prime Minister Mesut Yilmaz said: ``It is natural for the opposition to demand it. They always do. But it is the mafia and the underworld that really want my resignation, the mafia gangs that we have opened a war against and started collaring.''

    Yilmaz, who is in New York to attend the 53rd UN General Assembly session, answered Turkish reporters´questions after meeting Pakistani Prime Minister Nawaz Sharif. Intimating that two years ago they sent a team to the United States to capture Cakici but that the US authorities did not cooperate, Yilmaz said that the Justice Minister, not Yilmaz personally, submitted an appeal (to the French authorities) but so far there had been no (French) decision on extradition.

    Yilmaz said that Cakici phoned Asik often, asking him to intercede on behalf of certain state officials, adding: ``Cakici told him to appoint some people to posts. He said he suspected that I sent a team to a foreign country to assassinate him. Asik conveyed these conversations to me. None of Cakici´s demands were met. There cannot be any question of meeting them anyway. Rather, there have been some dismissals.''

    [08] Gerhard Schroeder on Turkey-EU ties

    According to a report in MILLIYET (Internet version, 25.9.98) Gerhard Schroeder, the social Democrat Party (SPD) candidate for the post of prime minister, who won yesterday´s elections in Germany, told MILLIYET: ``Our government will not close the EU door on Turkey.''

    Schroeder also made positive statements regarding Turkish-EU relations, the importance of the 160,000-strong electorate of Turkish origin, and the results of the elections.

    The following question was put to Schroeder: ``There is a sensitive difference between your party and the governing parties regarding Turkish- German relations. What is this difference?'' In reply, Schroeder said: ``Sensitive little differences are important. The EU cannot be a union based on religious factors. It should be a union based on economic and political factors. This means that as a principle the EU cannot close its door on Turkey. But Turkey, for its part, should meet the conditions of full membership. Politicians in Turkey are also aware of this.''.

    [09] Denktash on ``craziness'' of missiles

    According to KIBRIS (27.9.98) Turkish Cypriot leader Rauf Denktash, during a breakfast meeting with KIBRIS´s editorial staff, discussed his trip to the USA and Canada, his contacts in these countries, as well as the Cyprus problem and domestic politics in the occupied area.

    When asked about the present impasse and the way out of it, Denktash repeated his known allegations and claimed that there was nothing on the negotiation table except his proposal to establish a confederation in Cyprus. Denktash added that before resuming talks the UN Secretary General´s deputy special representative in Cyprus, Dame Ann Hercus, has to resort to shuttle diplomacy in order to decide the subjects that will be discussed. When asked to comment about allegations that the USA and Britain are turning a blind eye to Greece´s establishing very close ties with Cyprus, Denktash alleged that the USA and Britain always favoured ceding Cyprus to Greece and accused these two countries of siding with Greece.

    As for the planned Nikiforos military exercises as well as the S-300 missiles, Denktash said: ``The Nikiforos military exercise is an exercise to be carried out in a state in the south. As a result of this exercise a crisis might or might not happen. It will carry out its military exercise, and when the time comes the TRNC with Turkey will carry out its military exercises. This cannot be stopped, it is not possible to stop this.

    As for missiles, we may not see them today, but we can see them tomorrow, or we can see the day after. However, it will be the Greek Cypriot side that round the clock, 24 hours a day, will not feel at ease, thinking `when will they see them´, `when will they hit them´ or will they hit them?´ That is, it is the Greek Cypriot community that 24 hours a day will not feel at ease. For this reason it is up to them, it is their own business. Turkey made up its mind and decided, it has taken measures and continues to take more measures with more sensitivity.

    For this reason I have no worries whatsoever, no concern whatsoever. Let the Greek Cypriots think, let the Greek Cypriots worry.

    [10] Australia´s Cyprus representative meets Denktash, Talat

    According to KIBRIS (26.9.98) Australia´s special representative for Cyprus, John Spender, who visited the occupied area, had a meeting with Rauf Denktash and Republican Turkish Party (RTP) leader Mehmet Ali Talat.

    KIBRIS says that Australia´s High Commissioner to Cyprus, Howard Brown, and the responsible for the Turkey-Greece Desk at the Australian Foreign Ministry, Mr. Lesley, were accompanying Mr. Spender.

    Mr. Spender, after meeting Denktash and Talat, said that the aim of his visit was to have an exchange of views on how to find a way out from the present impasse in the Cyprus problem as well as whether Australia can be of help in this direction.

    Talat in his turn said that they discussed the arms race, the S-300 missiles and the latest Turkish proposals.

    Mr. Spender also toured the commercial street of occupied Nicosia and chatted with the shopkeeps. Mr. Spender is visiting the occupied area for the first time. (MY)

    [11] British residing in occupied area donate blood

    According to KIBRIS (27.9.98) the members of the British Resident Society (BRS) in the occupied area yesterday donated blood at the hospital in occupied Kyrenia.

    Around 30 members of the society first made the necessary tests and then gave blood.

    The BRS members invited everybody to donate blood. (MY)
