    [01] Turkey´s opposition to Kurdish federation reported

    A report in daily HURRIYET (23.9.98) says that Ankara is alarmed by the reference to a Kurdish federation in the agreement reached by the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) in Washington last week. Turkey protested the role played by all the sides, including the United States, Britain, the KDP, and the PUK, in concluding the agreement.

    High-level diplomatic sources told HURRIYET that Ankara strongly opposes a federation that could lead to the establishment of a Kurdish state on the region.

    Officials say Turkey cannot remain idle and noted that they have already begun to make the necessary contacts. Stressing that KDP leader Mas´ud Barzani and PUK leader Jalal Talabani were firmly cautioned, they asserted that Barzani was summoned to the Turkish Embassy in Washington after the agreement was concluded.

    Turkish Foreign Ministry officials met with Assistant Secretary of State Martin Indyk in New York to explain Turkey´s anxiety yesterday. Regarding the agreement, a high-ranking diplomat said: ``Reference to a Kurdish state in such an agreement is unacceptable. Any structure to struggle against the Workers Party of Kurdistan and fill the vaccum of authority in northern Iraq must be considered on the basis of Iraq´s territorial integrity. The establishment of a structure that will be linked with Baghdad must not be considered in a federation or state''.

    [02] Cem-Matutes meeting focuses on EU, Cyprus issues

    According to Anatolia Agency (6:36 hours, 23.9.98) Ismail Cem, the Turkish Foreign Minister, who is currently in the US in order to attend at the 53rd General Assembly Meetings of the United Nations (UN), met on Tuesday with his Spanish counterpart Abel Matutes.

    The meeting of the two foreign ministers focused on the relations between Turkey and the European Union (EU) and the Cyprus question.

    Addressing the meeting, Cem stressed that Turkey attributes great importance to the confederation proposal of Rauf Denktash and described the proposal ``as pointing out that Europe expects a more developed proposal from Denktash.

    Mentioning the relations between Turkey and the EU, Cem stressed that Turkey expects Europe to discuss clearly the membership process during the EU´s summit in Vienna in December.

    [03] Mystery over who is to build refinery in the occupied area

    According to KIBRIS (24.9.98) the company which has expressed readiness to build a petroleum refinery in the occupied area is Getech Refineries Ltd. and Caledonian Engineering Ltd. (Promters), and not, as previously reported, Al-Ateequi Co. Ltd.

    In a statement, Getech says that the first application to build the refinery was made by Al-Ateeqi Co. of Kuwait. Later on, adds the statement another application was made, this time by Getech Refineries Ltd Cyprus, Al Ateequi Co. Ltd., and Caledonian Engineering Associate Ltd. However, says the statement, the refinery will be built by Getech Refineries Ltd. and Caledonian Engineering Ltd. (Promters).

    The statement further says that the above-said company does not have a definite address and the delay in appointing a representative in the occupied area to represent the company, which is registered in the UK but is not yet registered in the occupied area, is the main cause of misunderstanding in the correspondence regarding the issue.

    KIBRIS does not mention the name of the person, if there is any, who signed the statement, which appears to be confusing.

    Finally, the statement says that Al-Ateeqi Co. Ltd. has nothing to do with the building of the refinery. (MY)

    [04] Pseudo-minister in Turkey for contacts

    According to KIBRIS (24.9.98), the so-called minister of labour and housing, Onur Borman, left the occupied area yesterday for Ankara at the head of a delegation to hold talks with Turkish officials. Borman and the delegation will return to the occupied area tomorrow. (MY)

    [05] Delegation from pseudo-assembly meets Parliamentary Assembly president

    According to KIBRIS (24.9.98) the so-called parliamentary delegation of the pseudostate, who is currently in Strasbourg to follow up the deliberations of the Council of Europe Parliamentary Assembly, had a meeting with the Asembly´s term president Leni Fischer and submitted to him a file that contains the views of the occupation regime regarding the historic Armenian Monastery St. Magar on the occupied Kyrenia range.

    KIBRIS reports that the so-called delegation will attend the deliberations of the Assembly´s Cultural and Educational Committee during where the case of St. Magar´s will be discussed. (MY)

    [06] Ecevit: Not too late for a bizonal federation

    Turkish State Minister and deputy Prime Minister Bulent Ecevit, who ordered the Turkish troops to invade and occupy part of Cyprus in 1974, in an exclusive interview to HALKIN SESI (24.9.98) said that Turkey is very sensitive as regards the Russian made S-300 missiles to be deployed in Cyprus.

    Ecevit added that there is no change in Turkey´s policy on this issue.

    ``Turkey´s warning messages based on the realities have reached their address. Now the Americans look into the issue more than we do'', Ecevit claimed and added ``the USA and the West are now more concerned and uneasy regarding Russia’s entry into the Mediterranean using the S-300 missiles as an excuse than we are''.

    Referring to Denktash´s proposal to establish a confederation in Cyprus, Ecevit claimed that years ago he had proposed the establishment of a confederation in Cyprus and alleged that confederation ``is the most sound and lasting way of settlement''.

    Moreover, speaking at the 7th International Congress of the Union of World Press Councils held in Istanbul, Ecevit referred to the Cyprus problem and demonstrating a ``double face'' before an international audience said that it was not too late for a bizonal bicommunal federation in Cyprus.

    Unfortunately, he claimed, the Turkish side did not carry out successful lobbying work as regard Cyprus and they were unable to explain the Cyprus problem. He claimed that recently objective articles started appearing in the US and UK press. (MY)
