    [01] Ozker Ozgur slams Denktash´s regime

    According to AVRUPA (12.9.98) Ozker Ozgur, so-called deputy of the newly established Patriotic Unity Movement (PUM), speaking at the pseudostate´s so-called assembly the other day accused the Denktash´s regime of not enforcing the ``laws'' regarding the aliens.

    He said: ``The PUM is protesting because the laws are not enforced. For the sake of securing votes our communal existence and our identity are being destroyed. The most simple thing, the Aliens Law, is not enforced in this country. There is no control regarding entry in this country. The Citizenship Law has not been put into practice.

    Someone living in Ankara, if he knows influential people, can acquire citizenship by a telephone call.

    It is claimed that over three hundred thousand Turkish citizens have acquired TRNC citizenship. This is tantamount to annihilating the existence, identity and the will of the community.

    For years the Aliens Law is being violated.

    For years the Citizenship Law is being violated.

    For years the existence, identity and the will of the community is being destroyed.

    The assembly should take up this issue''. (MY)

    [02] Monetary compensation to Titina Loizidou rejected by Turkey

    According to Anatolia Agency (8:15 hours, 15.9.98) Turkey rejected once again giving monetary compensation to Titina Loizidou by claiming that the incident occurred outside the territories of Turkey.

    The European Court of Human Rights decided in July that Turkey should pay a monetary compensation of approximately 500,000 US dollars to Loizidou.

    Addressing the Committee of Permanent Delegates of the Council of Europe (COE), Turkey said that she ``can`t accept responsibility concerning an incident which occurred outside of her territories, thus she can´t pay compensation.''

    Turkey also claimed that she recognized the decisions of the European Court of Human Rights after 21 January 1990, therefore the decision of the Court concerning an application against her about an incident which occurred before that date can´t bind her.

    Recalling that the Cyprus question is on the agenda of the UN Security Council, Turkey pointed out the fact that other international institutions can´t take binding decisions that concern the Cyprus question, adding that the application has a political, rather than a legal content.

    The Committee of Permanent Delegates of the COE will discuss the issue of compensation again on 27 October.

    Diplomatic sources defend the view that serious problems can occur between Turkey and COE Council of Ministers, which is the decision-making body of the COE, after the rejection of Turkey to pay compensation to the Greek Cypriot citizen.

    [03] Turkey to sign defense accord with Britain

    According to Anatolia Agency (12:46 hours, 15.9.98) Ismet Sezgin, Turkey´s Deputy Prime Minister and Minister of Defense, on Tuesday met with George Robertson, the British Minister of Defense.

    Addressing the meeting Sezgin said that Turkey and Britain carried out friendly relations as two powerful allies of the NATO.

    Sezgin pointed out ``Turkey is located in the triangle of the Balkans, Caucasia and the Middle East where the bells of danger are ringing not only for the region but also for the world''. He said that Turkey should feel the need for a well-trained armed forces.

    Sezgin said Turkey expended efforts to provide peace and security in the region and also to provide friendly relations with her neighbours and stability in the region.

    Sezgin claimed that Turkey was trying to turn the Aegean into a sea which has no problems and ``to prevent mistakes that will spoil the balance in the Mediterranean''. Sezgin also claimed that Rauf Denktash´s confederation proposal is ``an effort to resume dialogue and to prevent the establishment of past desires and ambitions to establish a base in the Mediterranean. This became understandable by the NATO member countries.''

    Robertson, the British Minister of Defense, said that Turkey and Britain were two strong allies in the NATO, adding ``we consider Turkey as the most valuable ally of the alliance.''

    Pointing out that cooperation in Europe has an important role in the defense industry, Robertson said they were pleased to share the importance and scope of this role with Turkey.

    Turkey has previously signed similar agreements, which it signed with Britain, together with 30 countries.

    [04] Turkish naval base said planned in the occupied area

    According to AVRUPA (15.9.98) a military naval base is being planned on the occupied Ayios Epiktitos coast. According to reports reaching the paper, the base will extend from the Hazreti Omer Mosque eastward. Along with the naval base a hangar will be built at occupied Lefkoniko airport. It is also being reported that the Turkish General Staff Office has sought tenders for the construction of the naval base and the hangar and that two firms have won the contract. The General Staff has instructed the firms to start preparations and procure the needed materials. However, the exact date for the start of the construction will reportedly be determined later.

    For a long time now no permits have been granted for the construction of buildings in an area extending from north of Ayios Epiktitos to east of Hazreti Omer Mosque. There have been occasional press reports of complaints by many villagers who ``own'' plots there and want to build on them.

    [05] Second balloon to transport water to occupied area

    According to AVRUPA (16:9.98) the hoped-for success of the water-balloon project, put into effect in the second quarter of this year as a short term solution to the occupied area´s water problems, has been achieved.

    It was announced that a second 20,000-cubic meter balloon has been commissioned to assist the water transportation operation that has so far been carried out by a single 10,000-cubic-meter balloon. Noting that with the two balloons in operation water transportation is more orderly, a water ``official'' said that, albeit a temporary measure, it provides a solution to the pseudostate´s longstanding drinking water problem.

    The ``official'' added that in view of the drinking and household water needs of the pseudostate they have placed an order with the Norwegian supplier for a third, large capacity, balloon. Accordingly, the 30,000- cubic-meter balloon being assembled in Norway is expected to be put into service at the end of this year.

    Water ``officials'' said that with the commissioning of the third balloon the pseudostate´s water needs will be fully met and some of the water will be used in agriculture. Noting that fresh water is needed to increase the agricultural yield on the island, ``officials'' said that, with the commissioning of the third balloon, the water brought from Turkey would mostly be used for agricultural purposes.

    [06] Pseudo-assembly delegation leaves for Strasbourg

    According to KIBRIS (16.9.98) a delegation from the pseudostate´s ``assembly'' headed by the so-called chairman of the pseudo-assembly, Hakki Atun, will leave the occupied area for Strasbourg to attend and hold a number of contacts at the Council of Europe Parliamentary Assembly (CEPA), on 21 September 1998.

    KIBRIS also reports that the destruction of the ancient Armenian Monastery, on the occupied Pendadaktylos range, will be on the agenda of the CEPA´s Subcommittee for the Protection of Cultural Heritage. The so-called antiquities department director Ali Kanli will inform the Subcommittee about the restoration work at the historic Armenian Monastery.

    CEPA deliberations will take place between 21-26 September. (MY)

    [07] Patriotic Union Movement´s executive committee

    According to KIBRIS (16.9.98) the Party Group of the Patriotic Unity Movement (PUM) convened yesterday and elected the members of the Movement´s executive committee. The PUM is the only Turkish Cypriot political party that has no chairmanship post.

    KIBRIS says that the following are members of the executive committee:

    Rasih Keskiner is the party´s coordinator, Yasar Karakas is the Financial Secretary, Izzet Izcan is the Organizing Secretary, Kemal Aktunc is the Education Secretary, Baris Burcu is the Press and Public Relations Secretary, Erbil Refik is the Social Affairs and Activities Secretary, and Remzi Yektaoglu is the Foreign Relations Secretary.     [08] Turkish official visits occupied area

    According to KIBRIS (16.9.98) the Chairman of Turkey´s Council of State, Erol Cirakman, has arrived in the occupied area as the guest of the so- called Head of the Supreme Court, Salih Dayioglu, in order to be present at the ceremony marking the commencement of the new legal year.

    Cirakman also met with Denktash, Eroglu and others. (MY)

    [09] British MPs meet Denktash

    According to KIBRIS (16.9.98) Turkish Cypriot leader Rauf Dnektash had a meeting yesterday with the visiting British MPs who are members of the British Parliament´s Foreign Relations Committee.

    KIBRIS adds that there was no statement following Denktash´s meeting with the delegation headed by Sir Peter Amery. The visiting MPs also met with Communal Liberation Party (CLP) leader Akinci who said that the EU should give a chance to the UN process for a settlement in Cyprus. (MY)
