    [01] Denktash says federation has died in Cyprus

    According to illegal BRTK (16:30 hours, 21.8.98) alleging that the thesis of federation in Cyprus has died, Rauf Denktash said that if the Greek Cypriots want a confederation then talks could be held on the basis of ``two states'' and Turkish-Greek balance.

    Denktash claimed: ``They are still working to get a hold of all of Cyprus. If they commit madness again, they stand to lose much. We all stand to lose much. Is that not a pity for Cyprus?''

    Rauf Denktash met with the new administrative council of the ``Retired Fighters Association'' headed by Mehmet Salih Direktor.

    Noting that there is a cease-fire agreement in Cyprus and the buffer zone resulting from it is under the UN control, Denktash said that this would remain as long as the existing situation does not change.

    Alleging that the Greek Cypriot side -- which says that everybody has the right to return to his home, refuses to discuss the issue of property, and calls for the removal of Turkey´s guarantorship right -- has completely blocked the paths of agreement by also applying to the EU, Denktash asked:

    ``What can we say in the face of this?''

    [02] Erolgu welcomes Turkish response to Miller proposals

    According to illegal Bayrak radio (15:30 hours, 20.8.98) Serdar Denktash, so-called state minister and deputy prime minister, has said that the S-300 missiles issue is the problem of the Cyprus Government which ordered them from Russia. He reiterated that the S-300 missiles will not be used as a bargaining chip.

    Denktash said he was very pleased with the stand of the Turkish Government officials on the proposals Thomas Miller, the U.S. State Department´s special Cyprus coordinator, posited during his contacts in Ankara. In a written statement he issued Serdar Denktash pointed out that those circles who claim they want to contribute to the solution of the Cyprus problem must take note of how Turkey repeated with determination to the US diplomat the Turkish position on the Cyprus issue and how it stressed that no step back will be taken from the policy determined by the 23 April joint declaration. Serdar Denktash went on to claim that the third parties which assumed a mission for the political solution of the Cyprus problem must first and foremost act from the starting point that the ``TRNC'' must be recognized as a ``state''. He charged that it is impossible to take a step back from the basic principles the Turkish side determined in the wake of the 12 December Luxembourg resolution.

    Serdar Denktash pointed out that if any negotiations are to be held between the two sides in Cyprus, it will only be on the basis of ``two states''.

    Serdar Denktash criticized the fact that Miller suggested a flight moratorium over Cyprus in return for a delay in the delivery of the S-300 missiles to the island, even though the Turkish side had announced several times and at the highest level that it would never consider the S-300 issue a negotiation tool. Denktash expressed the hope that the ``appropriate'' reply Miller received in return for the proposals he made in Ankara ``by ignoring the Cyprus realities'' will guide the US Administration in the future initiatives it intends to take regarding the Cyprus problem.

    [03] Eroglu welcomes Turkish response to Miller proposals

    According to illegal Bayrak radio (15:30 hours, 20.8.98) so-called prime minister Dervis Eroglu has said that the Cyprus Government ``will never be allowed to make a bargaining chip of the tension, which it created with the S-300 missiles.''

    In a written statement, Eroglu assessed the proposals put forth by Thomas Miller, US State Department´s Cyprus special coordinator, during his Ankara contacts. Alleging that Greek Cypriot efforts ``to gain sovereignty over the entire island by constantly creating tension with regard to the TRNC are the essence of the Cyprus problem'', Eroglu added that it is totally unacceptable for foreign circles that do not want to see these ``calculations'' to make demands on the Turkish side in a bid to eliminate the S-300 missile tension the Greek Cypriots themselves have created. Eroglu continued: ``If they really want to cancel the deployment of the missiles and if they view the Greek-Greek Cypriot armament efforts as a threat then the remedy should not be to surrender to blackmail.''

    Claiming that the thing to be done at this stage is to confirm the fact that the sovereignty borders of the Cyprus Government end where the ``TRNC borders'' begin, Eroglu added that in this context Miller´s proposal of a flight moratorium in exchange for the missiles, ``a proposal whose source can be traced to the Greeks'', was received with amazement. Eroglu assessed Turkey´s response as an indication of Turkey´s and the ``TRNC´s'' determination and added: ``We are sufficiently determined about our national policy not to bargain either on the S-300´s or (words indistinct).''

    [04] Etkin: British support for Cyprus Government unacceptable

    According to illegal Bayrak radio (15:30 hours, 20.8.98) Taner Etkin, so- called minister of foreign affairs and defense, claimed that it is unacceptable for Britain to support the Greek Cypriots under the ``usurped title'' of the Government of Cyprus.

    Etkin was replying to questions in connection with a reply letter Robin Cook, the British secretary of state for foreign and commonwealth affairs, sent to a Greek Cypriot organization in Britain where he expressed his concern over the armament and the military activities on the island. In a statement to illegal TAK, Etkin asked that this stand be evaluated. He claimed that the occupation is done by the Greek Cypriots on the island, that the UN Security Council resolution adopted in 1964 was misinterpreted, and that this demotivated the Greek Cypriots regarding an agreement. Etkin said that a guarantor country such as Britain ``should be able to see the realities in Cyprus,'' as he put it.

    Pointing out that the EU adopted a resolution accepting the Greek Cypriot application that was not recognized by the Turkish Cypriots, Etkin claimed that this resolution reduces the status of the Turkish Cypriots to that of a minority. Criticizing the statement made by Cook about wanting to see Turkish Cypriot representatives in the delegation that will conduct negotiations with the EU, Etkin added: ``Above all, the application was not submitted by the legal Government of Cyprus. They do not want to accept this. The aim of the Greek Cypriots is to accomplish through EU membership what they have been unable to accomplish through the use of arms. It is out of the question for us to participate in such a delegation.''

    Noting that the door to the negotiations has not been closed, Etkin reiterated that the Turkish Cypriots are open to negotiations based on the principle of ``two states''. Pointing out that the EU member countries and other countries that take an interest in the Cyprus issue should see ``the realities'', Etkin concluded: ``We are saying that equality, symmetry, and parity will open the path to negotiations. This path passes through the recognition of the TRNC as a state.''

    [05] DYP to support proposal to advance general election date

    According to Anatolia Agency (14:26 hours, 21.8.98) DYP (True Path Party) deputy leader Ali Sevki Erek has said that the DYP will support the proposal to hold the local and general elections in Turkey separately provided the date for the general elections are advanced.

    He continued: ``Otherwise, let no one look for excuses to postpone the elections. Postponing the elections would be tantamount to turning a blind eye to this chaos and this instability.''

    [06] Six Syrian fishermen captured off occupied area´s shores

    According to illegal Bayrak radio (15:30 hours, 21.8.98) six Syrian fishermen who entered the occupied area´s waters have been detained by Denktash´s ``police''. A statement issued by the ``police'' said that the six Syrian fishermen were captured last Thursday morning ``while fishing illegally off the southeastern section of Rizokarpasso village.'' The police said that the persons is question have been arrested and that an investigation into the incident continues.

    [07] Eximbank to extend loans to enterprises in the pseudostate

    According to Anatolia Agency (13:26 hours, 22.8.98) the Eximbank will expend loans to the small and medium scale enterprises (KOBI) in the occupied area, it was reported on Saturday.

    The delegation of Eximbank headed by Ahmet Kilicoglu, Director of Eximbank, who went to the occupied area as the guest of the so-called economy ministry, held a meeting with Turkish Cypriot investors.

    Addressing the meeting, Kilicoglu stressed that they will provide loan to the appropriate projects.

    [08] Glasgow university students continue with project for protection of turtles

    According to KIBRIS (23.8.98) the project to protect the Caretta-Caretta turtles in the occupied area by Glasgow University is successfully implemented.

    KIBRIS says that students from Glasgow University, who are taking part in the project, are camped near the Alagadi beach, 15 kilometres east of occupied Kyrenia, and from there they conduct their research regarding the Caretta-Caretta and Green turtles.

    [09] German cast of Othellos opera arrive in occupied area

    According to KIBRIS (23.8.98) the German artists who will take part in the Othello Opera arrived in the occupied area yesterday.

    The 325-man group from the Nurnberg Collgeium Norcium Chorus and Group will stage the opera on 28 August.

    Giuseppe Verdi´s famous opera will be staged at the ancient ruins of Salamis in occupied Famagusta.

    [10] Denktash visits Salamis Bay hotel

    According to KIBRIS (24.8.98) Turkish Cypriot leader Rauf Denktash paid a visit to the Salamis Bay hotel in occupied Famagusta where restoration work is carried out by the Istanbul Airlines (IHY) which has leased the hotel for 49 years from the illegal regime.

    KIBRIS says that restoration work which started three months ago will be finished in December this year.

    The restoration cost will be 11.5 million USA dollars. When finished, the hotel will be a five star hotel.

    [11] Turkish Cypriots say Greek Cypriot enclaved are a burden to them

    In an on the spot investigation, KIBRIS (24.8.98) correspondents report on the problems of the people living in the occupied Karpass peninsula where the lack of education, unemployment and the occupation regime´s indifference towards the problems of the people living there have reached their climax.

    The so-called deputy mayor of the occupied Rizokarpasso, Ali Dagli, inter alia claimed that Greek Cypriot enclaved living there are ``a burden''. He said that as a so-called municipality they are facing difficulties in exploiting the immovable properties belonging to Greek Cypriot enclaved. He implied that this immovable property should not belong to Greek Cypriots. (MY)

    [12] Echinococus in the occupied area

    According to KIBRIS (22.8.98) the so-called veterinary and basic health services departments of the pseudostate will start a campaign to eradicate ``echinococcus'' which is on the rise in the occupied area.

    Experts said that a 20-25 percent of sheep and goat, a 10-14 percent of beef and an 8 percent of the people are infected with the disease. The paper says that for the first time the campaign will be on a large scale. It will include the scaring of the animals and those which carry the parasite will be destroyed.
