[01] Turkey claims Human Rights Court decision inapplicable

The statement claimed that `` the Court, without considering that the TRNC fulfilled all the principles of being an independent state, gave an unjust, unrealistic and regrettable decision.''

The statement stressed that the general problem regarding the property allegations should be solved by the ``two states'' on Cyprus, adding ``these two sides on Cyprus discussed this issue for years and agreed that it could be solved by the exchange and compensation method. The UN Set of Ideas is an open proof of this. Unfortunately, decisions of the Court related to the Loizidou case, are directed at the abolishment of the facts which are directly linked.''

``As a result, the Loizidou case is a problem between the TRNC and the person who had applied, and that the TRNC has all the elements to be a state'' the statement claimed. It further claimed that ``Turkey has no public authority within the TRNC borders, thus there is no international legal document existing giving responsibility to Turkey due to the measures discussed.''

[02] Turkish military to establish new command chain

The SMC will appoint Gen. Huseyin Kivrikoglu, Commander of the Ground Forces, to replace Gen. Ismail Hakki Karadayi, Chief of the General Staff , when he retires. Gen. Atilla Ates, commander of the 1st Army, will replace General Kivrikoglu.

General Fikret Ozden Boztepe, Commander of the Gendarmerie Forces, will retire on 30 August.

It has been reported that General Kivrikoglu, who will be appointed Chief of the General Staff, will ``at his own initiative'' make changes among the high-ranking military officials. According to the assessments made on the military backstages, he will use his initiative particularly when the commander of the 1st Army, the commander of the Gendarmerie Forces, and the second in command of the General Staff are appointed.

Gen. Cevik Bir, Second in Command of the General Staff who was promoted to the rank of a full general in 1995, may be appointed as the commander of the 1st Army. He is the strongest candidate for the job. However, reports backstage say that he may be appointed as Commander of the Allied Ground Forces in Southeast Europe because he served as a NATO official in the past and has diplomatic experience. The reports also state that Gen. Hilmi Ozkok, commander of the Allied Ground Forces in Southeast Europe, may be appointed commander of the lst Army if General Bir takes over command of the Allied Ground Forces in Southeast Europe.

Gen. Rasim Betir, Commander of the 2nd Army, or Gen. Necdet Timur, Chief of Staff of the Ground Forces Command, may be appointed to replace General Bir. Gen. Dogu Aktulga, Commander of the Aegean Army, is expected to replace Gen. Fikret Ozden Boztepe, Commmander of the Gendarmerie Forces, when he retires.

It has been reported that Gen. Nahit Senoglu, Commander of the 3rd Army, will maintain his position in Erzincan.

The SMC is not expected to replace the commanders of the Air Force and the Naval Forces. Nor is it expected to replace the fleet commanders, the National Security Council (NSC) secretary general, and the commander of the War Academies.

Text : ``Nicosia (YENIDUZEN): Unknown person or persons have threatened our newspaper YENIDUZEN.

In a letter left on the table next to a window in our newspaper (office) the threat: ``I vow to God that I will annihilate all of you'' was issued.

In the short letter the following was said:

``I vow to God that I will annihilate all of you. It is up to you to blame any organization for this action. `The lonely Wolf´, when the time comes, will come out in the open.

With feelings of hatred towards traitors''.

In the meantime, the transistor belonging to our newspaper has been stolen from the table where the letter was left.

Police is informed (sub-title)

Following this threat directed at YENIDUZEN police officials were informed immediately. Following the information given to the police duty officer, policemen came to YENIDUZEN and got information from our Editor-in-Chief Ozkan Yorgancioglu.

The threatening letter was then handed to the police as evidence. Yorgancioglu has asked the police to take the necessary precautions.''

Caption: 1. In the letter a reference is made to an ``action''. The person or persons who presented themselves as ``The Lonely (Yalniz Kurt) Wolf'' have committed a spelling mistake and wrote (Yanliz Kurt).

Title : KTOS: ``We do not want to be the province of the Republic of Turkey.

``Nicosia (YENIDUZEN): The Executive Council of the Turkish Cypriot Teachers Trade Union (KTOS) is drawing the attention to the fact that communities who lose their independence are condemned to disappear, and that it opposes the idea of turning the TRNC into a province.

The KTOS statement reads: ``Communities, throughout history, have made various struggles to be independent and free, to establish a contemporary system in which they will live humanely. There are millions of people who passed the major part of their lives in jail for the sake of independence and freedom. Communities that lose their independence are condemned to disappear. The Turkish Cypriots have the right to self determination. The exercising of this right should be the basis. North Cyprus´s unification with the Republic of Turkey and becoming a province of the Republic of Turkey is tantamount to the annihilation of Turkish Cypriots.

The cries of a few shameless who share the booty created by the de-facto situation and a few noisy, superstitious people who have their minds fixed on the wolf howling of Central Asia and the neighing of horses, are directed to do away with the real existence of the Turkish Cypriots. Our advice to them is to read Ataturk and works that describe communities that gave liberation struggles.

Those who consider themselves clever people, who have a strong desire to be ruled by Ankara, can go to Turkey where there are plenty of places to settle. Villages evacuated in the South East and Eastern Anatolia are empty. Alevi villages in Sivas and Adana are empty . Half of the villages of Hatay province are empty because toilers of Hatay left Hatay in search for bread. So those who want to be ruled can choose one of these villages and go and live there''. (MY)
