[A] NEWS ITEMS[01] Denktash not meet British Envoy HannayAccording to illegal BAYRAK Radio(11.30 hours, 24/2/98) Rauf Denktash has reiterated that he will not meet Sir David Hannay, the British special envoy to Cyprus and that the Turkish Cypriot side continues its determination on this issue. Asked to comment on the British envoy's upcoming visit to Cyprus, Denktash told illegal TAK and illegal Bayrak Radio and Television that he announced earlier that he is not going to meet with Hannay. The reason, he said, is the visa "punishment" the British Government has meted out to the "citizens" of the "Turkish Republic of Northern Cyprus (TRNC)".Denktash continued:"We want this to be lifted and we insist on it". Denktash added:"Imposing a visa on one and not on the other means not recognizing this equality. The thing is, however, that Britain is our guarantor. Its duty is not merely to recognize this equality but to uphold and implement it." Denktash said that he knows very well that Sir David Hannay wants to protect the Turkish Cypriots' equality. If the equality is maintained, Denktash claimed, the Cyprus question can be resolved. [02] Former US official says Holbrooke's assignment on Cyprus is an opportunityTurkish daily Zaman (Internet version, 22/2/98) carried an interview with Robert Pelletreau, former assistant secretary of state for Near Eastern affairs, by Abdullah Bozkurt in Washington. Robert Pelletreau was assistant secretary of state for Near Eastern affairs in the US State Department until last year. He analyzed Turkish foreign policy for Zaman in his office in Washington.Commenting on American policies on many vital issues ranging from natural gas and oil pipelines to Cyprus, from cooperation with Israel to relations with the EU, Pelletreau made explicit predictions about the future. To a question on Cyprus, Mr. Pelletreau said: "Cyprus remains a quite complicated problem. The United States realizes this. That is why it has assigned its most able diplomats, Richard Holbrooke in particular, to the task. I hope that Turkey and the other parties see this as an opportunity. Because if you really want to find a solution to this problem, Holbrooke is a very competent diplomat with whom everyone can work". [03] So-called MPs and "miniters" who carry Cyprus Republic passportsKIBRIS (25.2.98) reports under the banner headlines "Our Parliamentarians with Greek Cypriot Passports" and gives the names and the passport numbers of the Turkish Cypriot so-called MPs and "Ministers" carrying Republic of Cyprus passports.They are: Ozker Ozgur, Mustafa Akinci (CLP), Ibrahim Koreli (CLP), Huseyin Celal (RTP), Salih Usar (RTP), Mehmet Civa (RTP), Erdal Onurhan (NUP), Mehmet Bayram (NUP), Guney Caymaz (NUP), Kenan Atakol (NUP), Irsen Kucuk (NUP), Onur Borman (DP), and Mustafa Adnoglu (DP). [04] Denktash: "Do not expect anything from the Turkish Cypriots before our state is recognized"According to a report by Stelios Berberakis in Sabah (23/2/98), Rauf Denktash told him that he will definitely not agree to the resumption of the intercommunal negotiations. Denktash said that the "two states" must hold talks to solve the Cyprus problem. He admitted that it was wrong of him to agree to participate in the intercommunal negotiations in the past, and said: "I participated in the talks without seeing the direction they were taking. That was wrong". Berberakis reports that Denktash also said: "It was wrong too to uphold the concept of federation. We used the word federation very frequently to encourage our people to agree to the system, as if a federation already existed".The most crucial question Berberakis asked was as follows: "How will the Greek Cypriot application to join the EU affect the crisis in Cyprus". Stressing that no one should expect anything from the Turkish Cypriots before their "state" is recognized, Denktash replied: "The EU may allow south Cyprus to join it. However, it should not claim that the whole of Cyprus has joined the EU". Denktash is seriously upset by the European countries' belief that "the Turkish Cypriots may also join the EU if they want." He is convinced that this is a hostile approach toward the Turkish Cypriots.
