    [01] Denktash, Eroglu reassert principle of "two states"

    According to illegal Bayrak radio (11:30 hours, 18.11.97), Turkish Cypriot leader Rauf Denktash has reiterated that, from now on, the principle of "two states" should be respected on the issue of a federation during the talks. "Prime Minister" Dervis Eroglu, in turn, claimed that no results can be achieved as long as the principle of "two states" in Cyprus is not taken into consideration. Denktash held his routine weekly meeting with Eroglu yesterday. The latest situation on the Cyprus issue and the work launched to resolve the pseudostate's economic problems were taken up at the meeting.

    After the meeting, Denktash was asked to comment on a statement issued by Richard Holbrooke, US President Clinton's special envoy for Cyprus, to the effect that both leaders in Cyprus seek a federation. Denktash said: "The main issue is how to achieve a federation."

    Denktash claimed: "From now on, the talks should be based on the principle of two states, and they should be pursued along these lines. We should sit at the negotiating table as a state, regardless of whether the Greek Cypriot side recognizes us. The Greek Cypriots should sit at the negotiating table in the same way as the Turkish Cypriots sat at the negotiating table for all these years. We should face each other even though they do not recognize us and we do not recognize them. We should engage in talks as states and continue this dialogue until Clerides can no longer say that he cannot discuss the issue of sovereignty. In this way, there will be less issues to discuss and the bottlenecks in the problematic issues will be eliminated. Moreover, a partnership can more easily be established in this way, if the Greek Cypriots are also interested in it. The important thing, however, is the existence of the TRNC and the realization of this existence.

    Recognition of the TRNC is up to the political will of the other countries. The time for this will come as well."

    Reiterating his claim the Greek Cypriot side cannot become a member of the EU on its own, Denktash alleged: "For the Greek Cypriot Administration to become a member of the EU with the Turkish Cypriots, the principles of the 1960 agreements should be accepted and the TRNC recognized."

    Upon being reminded that Diego Cordovez, UN Secretary General Kofi Annan's special adviser on Cyprus, will arrive in Cyprus, Denktash added: "Cordovez is coming in the island in order to see Cyprus and learn about it for himself. However, we have certain things to show to Cordovez, in the same way as the green line is shown."

    Eroglu, in turn, said that Turkey outlined the policies it pursues with regard to Cyprus in a clear-cut manner during the 15-November UDI ceremonies, and added: "I think that those who believed Turkey will adopt a flexible stand on the Cyprus issue on account of the EU realized their mistake." Recalling that the Turkish Cypriots have always accorded priority to the principle of "two states", Eroglu said: "There is no turning back from this fact, and we are saying this outright."

    [02] Turkish Cypriot political party reorganized under new name

    According to KIBRIS (18.11.97) after a lapse of one year, the National Birth Party is being revived in the new name of the National Revival Party (UDP). An application was made yesterday for the founding of the UDP under the leadership of Enver Emin and Mustafa Erbilen.

    Enver Emin and his friends had separated from the UBP (National Unity Party) in 1994 and had reorganized themselves within the new National Birth Party. Following the formation of the UBP-Democratic Party (DP) "coalition", they had joined the DP, formed by those who had separated from the UBP, by a decision of the council. Enver Emin, who has also taken up duty at the influential organs within the DP, and his friends have also separated from the DP in recent days after a lapse of one year, alleging that "it is not different from the UBP."

    Indicating that they have reorganized under the name of the National Revival Party instead of the National Birth Party to prevent any legal disputes from arising, founding member Mustafa Erbilen said that they will address those who do not belong to any parties, who from 50 percent of the society. Erbilen summed up the reasons behind their resignation from the DP (by describing their movement from the UBP to DP) as "going from bad to worse", adding: "While we were complaining about Eroglu, we saw that individuals do not pay attention to decision organs within the DP, which we joined with hopes of participation. We saw how individuals make unilateral decisions and implement them without paying attention to law, order, and the expectations of society, so we separated as a group."

    Arguing that Enver Emin was viewed as a "scribe" during the time when he was DP General Undersecretary, Erbilen said:

    "The UBP and the DP are the same. They are not open to innovation."

    Erbilen said the following regarding the UDP-rooted "deputy" Unal Ustel, who had resigned together with Enver Emin and stayed independent: "Every man makes his own decisions. He may be with us if he wants to. He is a clean person. However, it is up to him if he wants to seek his future in another party. There are rumours that he will join the UBP, but we do not have any valid information."

    [03] Durduran on Turkish gang connection with pseudostate

    According to illegal Bayrak radio (11:30 hours, 18.11.97) the New Cyprus Party (YKP) said that the connection between the gang incidents in Turkey and the pseudostate TRNC were revealed, and criticized those responsible for not issuing any statements or asking for accounts in this regard.

    In a written statement he issued, YKP leader Alpay Durduran pointed out that it was revealed that the arms dealers are "TRNC citizens". Durduran asked: "Who granted these people citizenship, and on what grounds? I call on all the concerned persons to render accounts on this issue and I ask for an investigation to be launched into the distribution of citizenships."
