    [01] TALAT SPEAKS OF INCREASED HOPES FOR A SOLUTION

    According to illegal Bayrak Radio (1530 hours, 10/4/97) Republican Turkish Party leader Mehmet Ali Talat has declared that the statements issued after the meeting between Rauf Denktash and UN Secretary General Kofi Annan strike him as favorable developments and increase the hopes for a solution.

    In a written statement he issued, Talat expressed the belief that a series of goodwill measures will positively affect the peace process, adding, however, that contradictory moves are continuing at a time when we are experiencing these positive developments. He said that travel to the free areas is obstructed even for the purpose of receiving medical treatment or attending international meetings, and charged that although Denktash approached the goodwill measures with a positive attitude, the so-called Foreign Ministry is not displaying any goodwill. Talat asked that moves that could create difficulties for the Turkish Cypriot community be renounced immediately.

    Ìoreover, according to YENIDUZEN (11.4.97) the leader of the Republican Turkish Party (RTP) Mehmet Ali Talat strongly criticized the decision of the so-called Foreign Ministry of the pseudo state, not to allow a group of Turkish Cypriot youth, who wanted to attend an International Symposium held in the government controlled free areas, to cross over.

    Talat said that while on the one hand positive developments are taking place within the framework of the confidence building measures between the two communities, on the other hand diametrically opposite actions are demonstrated by the so-called Foreign Ministry.

    Talat declared that this double standard can not go on like this and that the Turkish Cypriots cannot be kept in an "open jail".

    He demanded encouraging intercommunal contacts between the two communities. (MY)

    [02] PAPER ATTACKS EU's ANOUIL

    Sabahattin Ismail, writing in Yeni Demokrat (10/4/97) under the title "Responding to Gilles Anouil's Letter", says that EU Representative to Cyprus Gilles Anouil conveyed a letter to them reacting to their column on 4 April. The column criticized the statement that was made by Philip Manfields, chairman of the Cyprus - EU Association Council, to the effect that they do not and will not recognize the Turkish Cypriots' "equal status" and that Rauf Denktash' status will not be raised to the level of the Cyprus Government. He also said that it will be very strange to give such a present to Denktash. The column also criticized Anouil for calling the "Turkish Republic of Northern Cyprus" a pseudo state, saying that the Turkish Cypriots significantly suffer from immigration and that the Turkish Cypriots' economic future is in the EU.

    "In the letter he addressed to me on 7 April," Sabahattin Ismail says, "Anouil denied describing the TRNC as a pseudo state. Of course, the information we received on his statement was from the Greek Cypriot newspapers. They quoted him describing the TRNC as a pseudo state. So, what he should have done was to deny the information and protest against the Greek Cypriot newspapers.

    We have not observed any disclosure by Anouil denying the reports thus far.... Considering the proverb that 'silence is as good as confession' and Anouil's failure to deny the reports, we believe the Greek Cypriot information was right.", he writes. And continues:

    "... we want to ask why he failed to intervene when Philip Manfields claimed: 'The EU will not recognize your equal status.' We want to ask why he also failed to clarify the situation when he said that 'the Turkish and Greek Cypriot peoples are equal entities'."

    And he concludes claiming:

    "Gilles Anouil claimed that we accused him of behaving like Greek Cypriot leader Glafcos Clerides' agent and said that the accusation conflicted with ethics in journalism. Since when has the publication of the truth conflicted with ethics in journalism? Is it not true that he will be regarded as behaving like Clerides' agent if he talks like him, decribes the Turkish Cypriot people as a minority community and claims that the Greek Cypriot officials have the right to speak for the whole of Cyprus? And furthermore, does he not indicate that the Greek Cypriot side is the only party that they are prepared to address, insisting that the Greek Cypriot side can join the EU on behalf of entire Cyprus, regardless of the Treaty of Guarantees?"

    And he addresses himself to Mr. Anouil:

    "Gilles Anouil, the Turkish Cypriot people are fully aware of your true face. So, it will be better if you stop trying to cause a confusion in the TRNC and return to your country as soon as possible."

    [03] TURKISH CYPRIOT DELEGATION AT TURKIC STATES CONGRESS

    According to KIBRIS (11.4.97) the Fifth Turkic States and Communities Friendship, Brotherhood and Cooperation Congress is to open today in Istanbul.

    The occupied area will be represented by a twenty-eight member delegation headed by Turkish Cypriot leader Rauf Denktash.

    KIBRIS says that Denktash, Eroglu and Taner Etkin are expected to address the Congress. (MY)

    [04] PSEUDO-ASSEMBLY DELEGATION IN STRASBOURG

    KIBRIS (11.4.97) reports that a delegation from the pseudo-Assembly is to leave for Strasbourg to follow up the deliberations of the Council of Europe Parliamentary Assembly to be held between 20-26 April.

    The so-called delegation will be headed by Hakki Atun. The other members of the delegation are: Dervish Cobanoglu (NUP), Mustafa Arabaci (DP), Huseyin Celal (RTP) and Mehmet Emin Karagil (TKP). (MY) MY/MP
