[02] Serdar Denktash in favour of a confederal solution

According to illegal Bayrak Radio (12.3.97) the so called state minister and deputy prime minister of the pseudo-state Serdar Denktash has said that the time has come to hold discussions on a confederal solution based on two states in Cyprus. During his address at a luncheon for delegates to the Fourth Congress of Turkish Cypriots Living Abroad, Serdar Denktash expressed pleasure at welcoming the Turkish Cypriots living abroad in light of the political developments.

Explaining that significant developments will take place regarding of Cyprus issue in 1997, Serdar Denktash added: "We are in favour of conducting an appraisal of the situation in light of the developments and formulating a new policy".

Stressing that work was under way to strengthen the "TRNC", improve the economy, and increase the people's prosperity, Serdar Denktash added: "In this vein, great responsibilities fall upon you. You can work as voluntary emissaries, you can strive to expand the 'TRNC' economy and undertake investments by taking advantage of the incentives offered".

[03] Mumtaz Soyzal addresses Turkish Cypriot Congress

According to illegal Bayrak Radio (13.3.97), the fourth congress of Turkish Cypriots living abroad ended in Kyrenia yesterday. On the fifth and last session of the congress, a panel meeting was held on the Cyprus problem and the Turkish Cypriots.

Speaking at the panel meeting, Professor Mumtaz Soysal, constitutional adviser to Denktash and Democratic Left Party deputy from Istanbul, commented on the changes in Europe and stressed the importance of Turkey with a population of 65 million for Europe. Pointing out that it is necessary to act with increased caution against the EU pressure, Soysal underlined the importance of Turkey and the "TRNC" joining the EU simultaneously. He said it is necessary to reach a solution close to the demands of the Turkish side, claiming that the Greek Cypriot side is responsible for the current situation. Pressure and forced measures will not lead to a solution, Soysal added.

"It is necessary to act on the basis of the TRNC's strength, rather than on the basis of the weakness stemming from nonrecognition", Soysal alleged and added that it is possible to attain a solution based on the sovereignty of two separate states within the framework of good-neighbour relations.

In his speech, Soysal also stressed the importance of continued Turkish guarantees. He concluded by saying that the "TRNC" must be economically strengthened and released from dependency on Turkey.

[04] Suleyman Demirel on the Cyprus problem

In an interview with the "Turkish Daily News" (14.3.97) Turkish President Suleyman Demirel said that any solution to the Cyprus issue requires first and foremost being realistic and exercising goodwill and common sense.

"The Greek Cypriots", he added, "should stop considering the Turkish Cypriot community as a minority. They should recognise the political equality of their future partners and come to terms with the Turkish Cypriot side on the basis of power sharing". (LL) EF/EI
