[01] Unarmed Greek Cypriot civilian shot dead

Illegal Bayrak radio claimed two Greek Cypriots in civilian clothes (Petros Kakoullis and his son-in-law) proceeded to advance into the "TRNC region" despite the warning shouts of the guards on duty, that the guards on duty then tried to capture the Greek Cypriots, and fired three warning shots into the air when the Greek Cypriots attempted to flee. It further claimed that one of the Greek Cypriots was killed as a result of the fire, which was opened when the warnings were not heeded.

The UN peace forces and the British Base policemen were called to the area in the wake of the incident. Officials from the UN peace forces said that the incident occurred inside the so-called borders of the "TRNC" and therefore no concern of them while the investigation was under way.

A statement issued by the so-called Foreign and Defense Ministry claimed that "these incidents were prompted because the Greek Cypriots were avoiding the negotiations table". The statement further claimed that in order to defuse the tension between the two sides, "the Greek Cypriots should declare that they are giving up their provocative actions, stopping their border actions, and that they are ready to hold direct talks". Noting that the security measures on the "borders" had been increased in view of previous so-called attacks on the Turkish Cypriot soldiers, the statement added that initiatives were undertaken vis-a-vis the UN peace forces "so that the necessary measures would be taken after it was learned that the Greek Cypriot side was planning to undertake new border penetrations", as the statement put it.

[02] Denktash returns, comments on contacts, on "border" incidents

In an arrival statement Denktash said that his visit to Germany was very favourable and added that views were exchanged with the German officials. Explaining that he had a chance to learn a lot of things that were unknown to him, and that he will conduct an assessment in light of these realities, Denktash added: "The policies to be adopted at the upcoming meetings with David Hannay, British special envoy to Cyprus, will be determined."

Claiming that it is obvious that the Greek Cypriots are turning their backs on the parameters put forward by the UN Secretary General, Denktash claimed that Germany too concurred with this fact. "For this reason," Denktash continued, "let nobody try to deceive anybody by statements to the effect that there is no interest in federation."

Noting that he met with the deputy speaker of the German Parliament, and other officials and deputies in Germany, Denktash said that he held working meetings with party officials represented at the parliament, and with deputies from the Social Democratic Party of Germany. Explaining that he received the necessary information from the Secretary at the German Foreign Ministry, and from the foreign policy Spokesman, Denktash added that he, in turn, conveyed his views orally and in written form.

Explaining that he had a chance to meet with the Turkish community in Germany, Denktash added that the Turks were favourably inclined to the "TRNC" and that they were interested in making investments. He said he left the door on the investment issue open and that he said that the necessary facilities will be extended in the event that the Turks in Germany establish contact.

Denktash added that contacts will be established with the other EU countries and ways will be explored "to explain the injustices suffered by the Turkish Cypriots", as he put it.

In reply to a question on "border" incidents, Denktash threatened: "The Greek Cypriots can do whatever they want on their side of the buffer zone. The state and the territories belong to them. The buffer zone is under the control of the United Nations. They should, nowever, not take a step toward our borders. If a British parliamentarian comes to violate our borders, he will no longer be considered a British parliamentarian but an aggressor, and will be dealt with accordingly. This should not be trifled with."

[03] Turkish Cypriots, Turkey initial economic protocol

Present at the signing ceremony were "Prime Minister" Dervis Eroglu; Serdar Denktash, "State Minister and Deputy Prime Minister", Aydan Karahan, Turkish envoy and the economic delegations from the two parties.

Addressing the ceremony, Eroglu said that the protocol will restructure the economy of the "TRNC", advance the economic cooperation between Turkey and the pseudostate, and eliminate the "TRNC's" shortage of resources.

Eroglu noted that "motherland Turkey continues to help the TNRC" and that the protocol guarantees continued aid. He said: "Such protocols, and the projects cited in these protocols, are necessary to make the TRNC economy TRNC self-sufficient".

In turn, Inal Batu said that the protocol has gained its final from before being signed by Erbakan and Eroglu. He pointed out that the protocol is based on a new approach that aims at deepening the economic relations between Turkey and the "TRNC". He stressed that it will restore stability to the economy.

Batu said that the protocol will add momentum to the economy of the "TRNC". He explained that implementation protocols will be prepared after this protocol is signed adding: "The export problem was extensively resolved thanks to a series of measures recently taken, but exports will be further increased by means of this protocol and projects will be implemented to increase revenues."

Batu said that important duties fall on the private sector, that Eximbank credits have been raised in order to support projects, that the joint investments between Turkey and the "TRNC" will be supported in this way as well, and that loans are being extended to the tourism sector, to industrialists, and to farmers. He stressed that Turkey will extend the financial support needed by the "TRNC" economy.

Batu pointed out that Turkey is determined to continue to extend economic aid to the "TRNC", adding that infrastructure projects that were started will be seen through. He said that the water project and the project to make the "TRNC" an advanced center of higher education will be made concrete. All sectors will benefit from the protocol, he said, adding that the protocol is the most comprehensive document signed between Turkey and the "TRNC".

ANATOLIA agency (1525 on 13 October) adds that ""Erbakan, who was the only candidate for party leadership, was reelected party leader, receiving all of the 956 valid votes."

[05] Talat: "TRNC Too small for Turkey's unemployed"

Talat said he is not opposed to labour force from Turkey coming to the occupied area to work in sectors where labour shortage is obvious, but he added that those who come without any control cause the unemployed Turkish Cypriot youth to emigrate.

[06] Etkin in Washington to promote Turkish Cypriot views

Etkin, who is currently in Washington, made a statement to Anatolia agency and reported that he held meetings with the U.S. State Department south Europe affairs director, and James Wil liams, U.S. State Department Special coordinator for Cyprus, and conducted contacts with lobbyists and various organizations. Etkin said that he clearly explained the views of the pseudostate in light of recent developments, as well as the situation on the island.

Etkin added that EU membership can only be discussed after an intercommunal agreement is reached. "If the Greek Cypriots are unjustly accepted as EU members, the TRNC will conclude similar agreements with Turkey without hesitation," Etkin reiterated. Etkin said that no concessions will be made on Turkey's effective guarantee, on the principle of sovereignty with regard to the rights other than those to be freely accorded to the central administration, on bizonality, and on the principle of absolute equality.
