[01] Denktash comments on contacts in Germany

According to illegal Bayrak radio (10:30 hours, 9.10.96) Turkish Cypriot leader Rauf Denktash has claimed that the Cyprus issue will become more complicated in the event that the Greek Cypriots become members of the EU on their own. Denktash, who is continuing his contacts in Germany, is holding meetings with German parliamentarians and Foreign Ministry officials.

During his contacts, Denktash is constantly posed the question of whether Cyprus' becoming a EU member will facilitate a solution to the issue. In reply to these questions, Denktash claims that "no entity under the name of Cyprus has applied to the EU."

Assessing his contacts in Germany, Denktash claimed: "In the event that the Greek Cypriots become EU members on their won, they will then say that now that Cyprus is a member, they can reject the 1960 agreements. They are anyhow rejecting these agreements and arming themselves."

Denktash also claimed that the Greek Cypriots want the whole of Cyprus and are exerting efforts to the end.

Noting that he will continue his contacts in Germany until Friday (11 October), Denktash recounted that he is holding very favourable contacts in Germany. Further stating that very healthy assessments on the Cyprus issue were being conducted during his contacts, Denktash added that he observed that the situation was being followed from close. Remarking that there were those who adopted a mistaken approach to the issue, Denktash alleged: "However, I explained to them that it is impossible for Cyprus to become a EU member on its own according to the 1960 agreements."

Stating that he "will explain the truth behind the Cyprus issue", as he put it, by making visits to other EU member countries, Denktash added that he will visit Britain after he returns to the occupied area.

[02] Sir David Hannay says Cyprus situation `very critical'

According to Anatolia agency (14:33 hours, 9.10.96) British special coordinator for Cyprus Sir David Hannay on Wednesday expressed uneasiness over existing situation in Cyprus.

Speaking before his departure from Turkey Hannay said that "decisions and talks concerning Cyprus issue would help Turkish-European Union rapprochement."

Hannay said that a great determination was required to solve the Cyprus problem and added: "The sides should specify fields of disputes and should seek for solutions".

Hannay said the situation in Cyprus was very critical adding he believed that the time came to solve this problem.

[03] Turkish Spokesman describes Nikiforos as "Military Escalation"

According to TRT (12:00 hours, 9.10.96) Turkey has claimed that this year also grave "provocations" were undertaken in the course of the Greek-Greek Cypriot joint military exercise Nikiforos 1996, further alleging that this is a political and military escalation that an jeopardize the peace and stability in the region.

In reply to a question during his weekly news conference, Foreign Ministry deputy spokesman Sermet Atacanli said that the exercises contained elements of attack.

"Within this framework, Turkey will naturally continue to guarantee the security of the Turkish Republic of Northern Cyprus. Undoubtedly, such provocations and stands will adversely affect the goal of finding a final solution to the Cyprus issue through negotiations. We hope that these actions will end as soon as possible. Otherwise, certain counter measures may be considered in face of such continuing provocations", he said.

In reply to a question on the Ankara contacts of Sir David Hannay Atacanli said: "Britain shows concern regarding the issue of Cyprus. The envoy did not bring any proposals or plan". Noting that Sir David Hannay met with Ambassador Onur Oymen, Foreign Ministry deputy under secretary, during his contacts in Ankara, Atacanli said that views were exchanged on the Cyprus issue at the meeting. Explaining that Turkey's views concerning the issue were once again conveyed to the British envoy within the framework of the meeting, Atacanli said: "The possible dangers that may be prompted by the lack of dialogue between the two communities in Cyprus were once again stressed at the meeting."

[04] Interpellation Motion submitted against Turkish government

According to TRT (17:00 hours, 8.10.96) the Democratic Left Party (DSP) Assembly group has submitted a motion for an interpellation against the Council of Ministers.

At a news conference in parliament, DSP whip Mumtaz Soysal charged that at least two different foreign policies are being pursued by the Council of Ministers. He said that even though foreign policy seems to be under the responsibility of one minister, it should in fact be under the responsibility of the entire government. He added that foreign policy must be formulated with the participation of the National Security Council and the Office of the Chief of the General Staff as well. However, he said, the government has not been able to establish coordination within itself or with the authorities outside it.

Soysal claimed that there is an utter lack of foreign policy in Turkey today.

"Many aspects of the Turkish Republic can be criticized. The aspect that can be criticized least, however, is the way its foreign policy, its diplomacy, is pursued. Turkey was well-known for its successful foreign policy in the world. As we point out in our proposal for the interpellation, however, one of the characteristics of this government -- of both wings of the government -- is that it leaves the diplomats and the Foreign Ministry outside at every opportunity," he said.

Soysal stressed that foreign policies are formulated as a result of knowledge and experience, but that present foreign policy practices are unprecedented.

Soysal recalled that parties submitted similar interpellation motions before the DSP and others might do so in its wake, adding that a movement has started within the Assembly that expresses the people's rage.

[05] Pseudostate's team at a Taekwondo championship in the Netherlands

HALKIN SESI (9.10.96) reports that the "national" team of TAEKWONDO of the pseudostate was invited to take part in the 12th International TAEKWONDO Championship, that will take place in the Netherlands between 10-15 December, 1996.

[06] Union of Turkish Writers organize symposium in the occupied area

KIBRIS (9.10.96) reports that a symposium organized every year by the Union of Turkish Writers this year will take place in the occupied area, between 16-22 October. One hundred representatives from twenty countries will participate.

Turkish President Demirel and Prime Minister Erbakan will also attend the symposium.

All papers of today report on the decision of the National Birth Party to merge with the Democratic Party. The National Birth Party has one "seat" at the so-called Assembly of the pseudostate. Therefore, the pressure of the Turkish Cypriot parties at the "Assembly" is now as follows:

Republican Turkish Party 13 "

Commercial Liberation Party 5 "

[08] Burglars break into Serdar Denktash's house

YENIDUZEN (9.10.96) reports that burglars broke into the house of Serdar Denktash in the occupied village of Ayios Epiktitos.

The paper reports that burglars rove the village and almost every night they break into a house.
