TURKISH CYPRIOT PRESS AND OTHER MEDIA (Cyprus PIO review) 96-03-07From: Panayiotis Zaphiris <pzaphiri@Glue.umd.edu>Republic of Cyprus Press and Information Office DirectoryTURKISH PRESS AND OTHER MEDIANo.44/96 7.3.96NEWS ITEMS[01] Hans van den Broek meets Turkish Cypriot party leaders.[02] The 53rd Turkish Government.[03] Turkish General Staff issues public relations guidelines for southeast.[04] Denktash's recovery satisfactory.[05] 24-hour general strike in the occupied area.[06] Educational seminar in the occupied area.NEWS ITEMS[01] Hans van den Broek meets Turkish Cypriot party leadersAccording to illegal Bayrak radio (16:30 hours, 5.3.96) Hans van den Broek, EU commissioner for Foreign Affairs, met with Turkish Cypriot political party leaders and was told that the Turkish Cypriot side favours a solution above all.The EU commissioner met with Democratic Party (DP) leader Hakki Atun and "Minister of Foreign Affairs" Atay Ahmet Rasit. DP deputy Secretary General Taner Etkin, the EU representative in Cyprus, and the head of the EU Turkish Desk were also present at the meeting. In a statement prior to his meeting with Atun, van den Broek said that the EU favours Cyprus' membership in the union as a whole after the political problem on the island is solved. He said: "The EU wants to see a united Cyprus with a federal structure join the union." Noting that he will be holding contacts in the occupied area in order to learn the views and reactions of the Turkish Cypriot political party leaders regarding Cyprus membership in the EU, van den Broek added that the EU wants to see the Turkish Cypriots as members as well. Noting that the EU entered a period of expansion following the 6 March decisions, van den Broek said that the stage of taking concrete steps in the process of Cyprus' membership in the EU has been reached. He said: "We have entered a period of expansion. Within this process, the membership of Cyprus and Malta and even the membership of countries in Central and Eastern Europe are being considered." He noted that the EU wants the decisions to be made with regard to Cyprus' membership to be valid for the entire island. Noting that he wanted to meet with Rauf Denktash during his visit, van den Broek added that this was not possible, however, because of Denktash's illness. He wished Denktash a speedy recovery and received information on his health from Atun. In a statement prior to the meeting, Atun said he will be explaining the "government's" view on Cyprus's EU membership to van den Broek. Atun said that the Turkish Cypriots favour Cyprus' membership in the EU and added: "A solution should be found first, however. The political equality and status of the Turkish Cypriots be accepted." In a statement after the meeting, Atun said they held a beneficial meeting with van den Broek. Noting that the Greek Cypriot side should be convinced to return to the negotiating table in order for the problem to be solved, Atun asked that the process of Greek Cypriot membership be stopped. He said that the existence and rights of the Turkish Cypriot people should be acknowledged. Pointing out the necessity of solving the Cyprus problem within the UN framework, Atun noted that EU membership is an entirely different issue. Noting that EU membership may be discussed after a solution is reached on the island, Atun concluded by saying that the approval of both communities should be sought separately. [03] Turkish General Staff issues public relations guidelines for southeastAccording to Turkish Daily News (6.3.96) the Turkish General Staff (TGS) has warned the units engaged in combat against the Kurdistan Workers' Party (PKK) in the southeast "against exhibiting the mutilated corpses of the slain terrorists to the people", military sources said.The TGS officials told the Turkish Daily News that all the orders and directives issued regarding the conduct of relations with the civilian population ever since the army units took up internal security functions had been compiled in a book titled "The Guidelines for Public Relations and Ways to Win over the Population". The book had reportedly been distributed to the officers and non-commissioned officers in the area and was used as a textbook in classes for the enlisted personnel. Inter alia, it says: "Carefully list everything taken from the slain terrorists; don't allow any robbery. Avoid coercing people by exhibiting the mutilated bodies of slain terrorists at village squares with the intended message of `see what happens'; such attitudes may indeed scare the people, but they will not give the state an agreeable image; on the contrary it damages its reputation." [04] Denktash's recovery satisfactoryAccording to KIBRIS (7.3.96), the Turkish Cypriot leader Denktash, who suffered a heart attack, is recovering satisfactory at the Ibn-i-Sina Hospital in Ankara.KIBRIS says that on Monday Denktash will undergo angiography. (MY) [05] 24-hour general strike in the occupied areaAccording to KIBRIS (7.3.96) around four thousand workers observed a 24-hour general strike yesterday almost paralysing life in the occupied area. Twemty one trade unions took part in yesterday's general strike. Speaking at the gathering the Trade Union representatives strongly criticized the so-called government and urged it to resign. (MY)[06] Educational seminar in the occupied areaAccording to KIBRIS (7.3.96) the Union of Marmara and Bosphorus Municipalities will be holding a five-day educational seminar on "Financial and Administrative Problems of the Municipalities" in the occupied area.The Seminar, which will be held between 27-31 March, will take place at the Jasmine Court in occupied Kyrenia.
