[01] Denktash accuses Ambassador Anouil of not telling the truth to

the Turkish Cypriots

According to illegal Bayrak radio (11:30 hours, 7.2.96) Rauf Denktash has said that the social mobilization carried out by the Turkish Cypriot community from 1963 to 1974 must be carried out again now, but in the economic field. He alleged that the world refuses to accept that the Turkish Cypriots are after a just cause, adding: "The way to our liberation is via Turkey."

Denktash met with the new council of the Young Businessmen's Association. Denktash was briefed on the activities of the association last year, and on its planned activities this -ear.

In a statement, Denktash said that these are busy days for Cyprus. He claimed that during his visits to Cyprus, EU representative Gilles Anouil did not tell the truth to the people. He alleged that when Anouil was told the facts, he got up and left. Denktash said: "They want to make Cyprus a member of the EU where Greece is a member but Turkey is not. They want to solve the Cyprus question in this way. Faced with this scenario, the only alternative left to the Turkish Cypriots is cooperation with Turkey without obstacles."

He also claimed that peace arrived with the 1974 Turkish invasion and that the economic difficulties can be overcome through measures to be taken together with Turkey.

Denktash said that the proposal by Izmir Mayor Ozfatura to mutually buy and sell goods must be assessed carefully. "If we are thinking of the people and of lowering prices, we must take certain measures. We need help from Turkey," he said.

Concluding, Denktash mentioned the power shortage and pointed out that the low quality diesel being used in the power station is destroying that big investment.

[02] Pseudostate's budget approved

According to illegal Bayrak radio (6:00 hours, 7.2.96), the so-called Republican Assembly has approved, by a majority vote, the budget for 1996 at 29,241,205,490,000 Turkish Lira. The budget was approved with 26 votes in favour, 12 votes against, and 12 abstentions.

[03] CIA report sees danger for Turkish democracy

According to Turkish daily YENI GUNAYDIN (5.2.96) announcing that "the poorest democracies are those most susceptible to chaos," the American Central Intelligence Agency, the CIA, indicted that it also sees danger for Turkish democracy.

A report was prepared by the CIA for US Vice President Al Gore and its main points were published in US NEWS AND WORLD REPORT. It indicates that "the poor democracies are less stable than the rich ones."

The report groups Turkey in the same category with Pakistan, Mali, Haiti, Brazil, Bolivia, Bangladesh, and Armenia in listing countries where democracy is considered to be under threat.

Indicating that "a high child mortality rate" is the primary sign of danger, the report argues that "democracy is gaining stability in those countries whose laws and legislation are conducive to the development of international trade."

The report indicates that in preparing the report, CIA experts took into account 113 regime changes between 1955-1994 and applied a list of 600 criteria to these changes.

At the same time, in reports published by the FOREIGN REPORT and other think tanks, from which the White House benefits, it was stressed that in terms of its neighbours, Turkey faces the greatest threat. Indicating that the US Administration should support Ankara in every field, the reports argue that otherwise Turkey, which is an important ally, might come under the influence of these forces and thus harm U.S. interests.

Turkish experts

According to KIBRIS (8.2.96) the chairman of the South-East Anatolia Project Regional Development Administration Dr Olcay Univer and the delegation accompanying him, who are currently in the occupied area conducting research as regards dams, water resources and irrigation systems, had a meeting yesterday with Denktash. Speaking to the visitors, Denktash said that the water issue is of vital importance to Cyprus and that interested authorities' work on this issue was a source of courage and strength in order to endure the difficulties.

Denktash recalled that Turkish President Demirel has promised that the water problem of the Turkish Cypriots will be solved.

The members of the delegation include: Salih Zeki Karaca, Cyprus Affairs Councillor to the Turkish Prime Minister's Office, State Water Works Director General Raif Ozenci, Village Services Director General Muhittin Ozyardimci, Advisor Prof. Turhan Akuzum and experts Halil Agah, Vicdan Acar, Mekin Tuzun, Mehmet Acikgoz and Behzat Elbistan. [05] Lord Finsberg holds contacts in the occupied area

According to KIBRIS (8.2.96) the rapporteur of the Political Committee of the Council of Europe's Parliamentary Assembly, British Conservative MP Lord Finsberg, has started his contacts in the occupied area.

KIBRIS reports that Lord Finsberg, during his three day stay in the occupied area, will be staying at occupied Kyrenia's Onur Holiday Village.

Today Finsberg will meet with Turkish Cypriot political party leaders and tomorrow will fly with a helicopter to the occupied Karpass area. (MY)

[06] Illegal Bayrak radio director suffers stroke

According to KIBRIS (7.2.96) the director of the illegal Bayrak radio Muammer Yagcioglu, had a stroke the other day while working in his office. As a result he is partially paralyzed.

KIBRIS says that because of the fact that the tomography machine at the Nalbantoglu hospital in the occupied area was out of order, Mr Yagcioglu was brought to the free areas for a brain tomography. (MY)
