Mr Theodosiou said that the implementation of the Missing Persons Agreement of 31st July 1997, reached between President Clerides and Mr Denktash at the same place three and a half years ago, would also be raised at the meeting. [02] Council of Europe Secretary General welcomes Clerides-Denktash meetingThe Secretary General of the Council of Europe Mr Walter Schwimmer, in a statement issued on 30 November, "welcomed the forthcoming direct meeting between the President of Cyprus and the Turkish Cypriot leader Rauf Denktash, on 4th December in Nicosia.'I congratulate both parties for their decision to meet in the presence of the UN Secretary General's Special Envoy. I appeal to both leaders to demonstrate far-sightedness and to seize the opportunity of this meeting to move forward towards an equitable and lasting solution for Cyprus.' Mr Schwimmer recalled that the Council of Europe supports the good offices of the Secretary General of the UN and is in favour of resuming intercommunal talks, with a view to reaching a settlement on a bizonal, bicommunal basis. He said that any solution must promote the Human Rights, security and dignity of both Greek and Turkish Cypriots." [03] Cyprus ratifies international convention to combat the financing of terrorismThe Permanent Representative of Cyprus to the United Nations Ambassador Sotos Zakheos handed to the UN, on 30 November, the instrument of ratification of the International Convention to Combat the Financing of Terrorism, which had been signed by the President of the Republic Mr Glafcos Clerides, following its approval by the House of Representatives.Speaking at the ratification ceremony, Ambassador Zackheos reiterated Cyprus' determination to contribute to the struggle against terrorism. Cyprus is the 15th country internationally to ratify the convention and is determined to fully apply the Convention's relevant provisions, he said. Ambassador Zackheos pointed out that the struggle against terrorism is an issue that concerns the whole of mankind, so that the world can rid itself of this scourge, which leads to the loss of innocent citizens' lives and causes a lot of human pain. He also underlined that the criminal terrorist attacks of 11 September have strengthened the international community's will to combat terrorism, which in essence constitutes a threat against universal principles and values. The Director of the General Secretariat of the United Nations Mr Politha Kohona expressed the UN Secretary General's satisfaction with the rapid ratification of the Convention by the Cyprus Republic, which clearly shows Cyprus' contribution to the struggle against terrorism. So far 121 countries have signed the Convention, which will come into force once it has been ratified by 22 member states.
