[01] Cyprus Government remains committed to the continuous improvement of maritime infrastructure

"The Government of Cyprus remains determined and committed to the continuous improvement of the maritime infrastructure and the services rendered to the shipping community," the Minister of Communications and Works Mr Averof Neophytou stated yesterday.

Addressing the Maritime Cyprus 2001" Conference, which opened in Nicosia yesterday, Mr Neophytou said that Cyprus has managed to develop into a fully fledged maritime centre within a relatively short period of time.

"Successive governments have attached great importance and high priority to the reputation of the Cyprus flag and we have considerably widened the range of services offered and have improved their quality substantially," he said.

Cyprus, is concerned about its competitiveness as a maritime centre and in this respect its efforts are concentrated on the early identification ofmarket trends and needs and on the prompt development of the necessary legal and administrative regimes, the Minister added.

Mr Neophytou referred to the government's hard and systematic efforts to harmonise its maritime legislation with that of the European Union, and establish the necessary infrastructure for its implementation. He also noted that Cyprus had already provisionally closed the chapter of Transport.

"I believe that we are earning our ranking as a maritime centre by our continuous efforts and our commitments and we intend to keep aiming on these high standards set out both by the E.U. and internationally," he said in conclusion.

[02] European Court of Human Rights Decisions should be implemented forthwith and unconditionally

"The position of the Assembly in relation to the implementation of Decisions by the Court of Human Rights is consistent and has been applied in the same way to every Decision. We believe that these Decisions should be implemented forthwith and should be implemented unconditionally," the President of the European Council's Parliamentary Assembly Lord Russell Johnston said yesterday, during a press conference, held on the sidelines of the Assembly's autumn session in Strasbourg.

Replying to a question on Turkey's refusal to comply with the European Court of Human Rights decisions on the Loizidou case and the 4th Inter- state Appeal of Cyprus against Turkey, Mr Johnston said that he "was well aware of the fact that many countries including Turkey have found some of the Decisions very difficult and in some cases publicly unpopular". He did not think however that "you can have a court like the Strasbourg Court" unless its decisions are implemented forthwith.

Invited to say whether these decisions should affect the Cyprus situation, Lord Russell stated the following:

"Will it affect the Cyprus situation, I don't know. I find myself very depressed by the Cyprus situation, we are now 27-28 years in negotiations. It is almost like an industry that goes on from one year to the next and I dare say it keeps the airline running. But there is no sign of reconciliation. Somebody has to take the first step in reconciling. Somebody has to say, well I am prepared to admit, prepared to take a step in the direction of peace, and nobody appears to do so."
