On the other hand if the EU does not bind Turkey to the process of Helsinki, then the chances of finding a solution to the Cyprus problem will be reduced, the European Union's Commissioner for Enlargement Mr Gunther Verheugen has stated.Speaking on 17 November at an event held at the German Parliament, organised in the framework of a three-day seminar on the future the European Union and attended by German academics, ministers, and members of the European Commission and the European Parliament, Mr Verheugen said that the Cyprus problem is underestimated by many even though it is a particularly sensitive problem, not only in Cyprus, but also in Greece and Turkey. Mr Verheugen expressed the conviction that negotiations with Cyprus will be completed in the year 2002 and wondered what will happen, if by then, the Cyprus problem remains unresolved. The European Commissioner cautioned that if the EU decided that it did not want to accept a divided island as a member, the possible reaction of Greece would be to stop the enlargement process. Referring to Turkey, he noted the main problem areas in Turkey's relations with the European Union, but also stressed the importance of its strategic position for the EU and the West. The fact that Turkey accepted the preconditions of the European Union is positive, he said. [02] Cyprus Telecommunications Authority announces cooperation programme with RussiaThe Cyprus Telecommunications Authority (CYTA) announced yesterday a series of new satellite cooperation programmes with Russia. The announcement was made at a press conference in Moscow during which CYTA officials presented the cooperation projects.The Director of International Commercial Services of CYTA Mr Constantinos Michaelides said that the programmes offered the first opportunity for direct satellite links between the two countries. A second programme involves cooperation with the Russian Institute for Space Research. According to this programme, CYTA will offer financial assistance for the "Micro-satellite" programme in Cyprus. Mr Michaelides explained that the programme, would offer the opportunity to young pupils to participate in real space experiments with the use of small Russian satellite. Cyprus' Ambassador in Moscow Mr Charalambos Ioannides said CYTA, in spite of its small size, has managed to meet the challenges and competition of international telecommunications.
