[01] Proximity talks to resume in Geneva on July 24

There will then be a further recess, after which talks will resume in New York on 12 September and go into early October. In a written statement to the press distributed yesterday, UN Under-Secretary General and Special Adviser to the Secretary-General on Cyprus Mr. de Soto said: "I am pleased that a calendar for the talks over the coming months is in place."

Mr. de Soto stressed that he had asked the parties to reflect upon some points that he had put to them and to provide him with their reactions upon their return to Geneva on 24 July.

He further pointed out "the Secretary-General has obtained from the parties an agreement to observe a strict press blackout regarding the proximity talks. The blackout also extends to periods of recess during the ongoing talks, including the recess that is now starting. The Secretary-General sees the compliance of both sides with this requirement as a test of their cooperation with his discharge of the mandate of good offices entrusted to him."

In a press conference given earlier, Mr. de Soto said that given that the Cypriot Problem had been around for decades," it is obvious that we want a culmination of these negotiations which is a comprehensive settlement to be reached as soon as possible."

But it is more important, as he pointed out, to get things right than to get them done quickly.

[02] Committee of Ministers/Deputies of the COE adopts Second Interim Resolution on Loizidou

Recalling its Interim Resolution DH (99)680 of 6 October 1999, in which, inter alia, the Committee of Ministers strongly urged Turkey to pay the just satisfaction awarded in this case so as to ensure that Turkey, meets its obligations under the Convention, it emphasises that the failure on the part of Turkey to comply with a judgment of the Court is unprecedented.

Moreover the Committee declares that the refusal of Turkey to execute the judgment of the Court demonstrates a manifest disregard for its international obligations, both as a High Contracting Party to the Convention and as a member State of the Council of Europe.

In view of the gravity of the matter, it strongly insists that Turkey comply fully and without any further delay with the European Court of Human Rights/judgement of 28 July 1998.

The Committee of Ministers Deputies will remain seized of the matter in its next meetings, scheduled to be held in the autumn.
