in buildings humanitarian law in Syria [01] Seven EU member states asked to adopt measures on energy efficiency in buildingsThe European Commission has formally requested Austria, Cyprus, Estonia, Lithuania, Luxembourg, Hungary and the United Kingdom to ensure full compliance with their obligations under the EU legislation on energy efficiency in buildings.The Commission sent a reasoned opinion to these Member States asking them to notify the Commission of all their transposition measures for the directive, which had to be transposed into national law by 9 July 2012. If the Member States do not comply with their legal obligation within two months, the Commission may decide to refer them to the Court of Justice. Under this directive, Member States must establish and apply minimum energy performance requirements for buildings, ensure the certification of buildings' energy performance and require the regular inspection of heating and air conditioning systems, a press release issued by the European Commission said. [02] Coops to submit restructuring plan next MondayThe Cyprus Cooperatives Credit Institutions are completing their restructuring plan, a precondition for a capital injection of €1.5 billion granted by the state. Giorgos Iosif, Chairman of the Committee of the Cooperative Central Bank told CNA that the plan will be submitted to the Central Bank of Cyprus and the Finance Ministry."The last instructions were given yesterday and the last gaps are being filled," Iosif said, adding the plan will be ready by tomorrow. He said the plan should be submitted to the CBC and the Finance Ministry by September 30 as provided by the Cyprus adjustment programme. The plan will be also submitted to the Troika for approval. [03] Kasoulides and other Foreign Ministers call for respect of humanitarian law in SyriaCyprus Foreign Minister Ioannis Kasoulides and other twenty - four foreign Ministers make a call for the immediate protection of civilians, medical personnel and medical facilities, as well as tolls channeling humanitarian assistance to Syria, an official announcement says."All parties to the conflict in Syria shall comply with the rules of international humanitarian law in order to ensure at all times the protection of civilians in armed conflict. It is our moral duty to remind the warring parties of their obligation to do so and to ensure the seamless provision of medical and humanitarian aid to Syria. Violence against civilians in Syria must be stopped immediately," the statement says. It is added that there is an urgent need to strengthen humanitarian efforts, regardless of the efforts to resolve the crisis through political channels.
