    President of the Republic of Cyprus Demetris Christofias addressing a dinner organized in Nicosia on the occasion of the international conference entitled Aviation Safety: Implementation, Regulation, Training, underlined the difficulties which have emerged due to the fact that Turkey continues to refuse to allow the use of its air space by Cypriot air carriers,.

    Christofias noted that Turkeys refusal to lift occupation and abide by international law regulations has caused this irregular situation. He added that as a result of this situation the Cypriot Civil Aviation Authorities face a lot of difficulties in fulfilling their mission. These difficulties are due to Turkeys refusal not to allow the use of its airspace by Cypriot air carriers, he added.

    He also said that such difficulties also arise from the refusal of Ankaras Flight Control Centre to communicate with Nicosias Flight Control Centre and the interventions of the illegal Control Tower at the illegal airport of Tympou in Turkish occupied Cyprus, which affect the security of flights. This is an issue of major importance which concerns the international civil aviation and constitutes violation of international conventions, Christofias said.

    He noted that we have informed all international organizations about this illegal situation. We are in constant contact mainly with Eurocontrol and the International Civil Aviation Organization (ICAO). The EU has recognized this illegality, which is continuously indicated to Turkey. This issue affects and will affect Turkeys accession course. Beyond the political aspect of the issue, our effort aims to resolve the technical aspect of this issue, Christofias added.

    He also said that the security of flights is an international issue, which concerns all countries and international organizations that handle these issues.

    As regards Cyprus, he noted that the civil aviation sector has reached very satisfying levels, noting however that the security of flights is a sector, which requires continuous vigilance, improvement and modernization of infrastructures, use of state-of the-art technologies and assured that we are working towards this direction. We are continuing to make all necessary efforts to further develop our air transports. Our goal is to restructure the Civil Aviation Department, so that it can fulfill its important mission in the best possible way, he added.

    Furthermore, Christofias stressed that our strategic goal continues to be to make our island an important transit centre in the region and to this end the government will continue to offer every possible support that will give a new dynamic and a renewed impetus to the countrys economy.

    [02] ECHR - TURKEY - CYPRUS

    Vice President of the European Court of Human Rights Christos Rozakis said on Wednesday that Turkey cannot interfere in issues concerning Cyprus` exclusive economic zone in its southern seas, adding that Turkey has never claimed to have rights in the zone which has been delimitated with Egypt and Israel.

    Addressing journalists at a meeting in Nicosia, Rozakis said Turkey`s main argument was that the delimitation has taken place without the involvement of the Turkish Cypriots and that it was legally impossible for Turkey to block the exploration of minerals in the southern seas of Cyprus.

    He added that Turkey was not able to intervene as it was cut off by the zones of Lebanon and Syria.

    ``Cyprus has the advantage of having between Turkey zones with Lebanon and Syria, which have their own zones. There is no way Turkey could come and say that the area you have delimitated with Egypt and Israel is an area that belongs to us,`` he pointed out, adding the Cyprus` difference with Greece was that it had zones free from Turkish influence.

    [03] CENTRAL BANK - REPORT

    Governor of the Central Bank of Cyprus Athanasios Orphanides presented Wednesday the Central Banks 2010 annual report, noting that structural measures are urgently needed for the Cypriot economy.

    Presenting the CBCs annual report to journalists, Orphanides said that in 2010 the Cypriot economy reached a critical state, adding that after the recession in 2009, a recovery was recorded in 2010 with real GDP showing an increase of 1% compared to the decrease of 1.7% in 2009.

    Nevertheless, he said, this recovery was not recorded in all sectors, noting that most sectors of the economy are still faced with problems.

    The GDP growth in 2010 was mainly due to the financial sector, in the center of which we have our banking system, the Governor stressed, adding that the GDP growth rate of 3%-4% which was recorded before the financial crisis, is no longer feasible.

    [04] FSF-SEC - RUSSIA - COOPERATION

    Flight Safety Foundation SE Europe M. East Cyprus (FSF-SEC) and the Flight Security Foundation of Russia have signed a memorandum of cooperation.

    The memorandum was signed during a dinner hosted in the framework of the FSF-SEC International Conference under the title ``Aviation Safety: Implementation, Regulation, Training`` by the FSF-SEC CEO and Conference Coordinator Christos Petrou and the Chairman of the Flight Security Foundation of Russia Evgeny Shaposnikov.

    Present at the official dinner were Cyprus President Demetris Christofias, International Civil Aviation Organization Secretary General Raymond Benjamin and Communications and Works Minister Erato Kozakou Marcoulli.

    Inter alia the memorandum provides for cooperation in various fields as information exchange, joint seminars, workshops and training. It also provides for the promotion and encouragement of cooperation between the two countries in air transport.
