[01] ECHR - TURKEY - DECISION

Turkey has been found guilty of violating the protection of property in all 19 cases and the right to respect private and family life in 11 of them.

These cases concern the applicants complaints that the Turkish occupation of the northern part of Cyprus following the 1974 Turkish invasion deprived them of their home and properties.

In judgments of 22 September 2009 and one of 27 October 2009 the Court held in particular that there had been a continuing violation of Article 1 of Protocol No. 1 (protection of property) in all 19 cases and of Article 8 (right to respect for private and family life) in 11 of them. The question of the application of Article 41 (just satisfaction) was reserved for a later date.

In its judgments today, the Court held that Turkey was to pay a total of EUR 15,001,498 in respect of pecuniary and non-pecuniary damage (sums ranging per case - from EUR 30,000 to EUR 5,125,629) and a total of EUR 160,375 for costs and expenses (sums ranging per case from EUR 2,000 to EUR 15,000).

[02] KYPRIANOU - EU TREATY

Speaking on his return from Luxembourg, where he participated in the EU Council of Foreign Ministers, Kyprianou said no one could question the reasoning behind the proposals of Germany and its arguments, adding that on the other hand amending the Treaty was not simple.

He pointed out that for many countries an amendment would mean referenda and said other ways of achieving results should be investigated.

Referring to the work of the Council, Kyprianou said that the Ministers took decisions concerning EU relations with third countries, and that Serbia`s application for EU membership would be finally forwarded to the European Commission for an opinion, adding that Cyprus supports Serbia`s EU prospects.

[03] SPOKESMAN - ECONOMY

Stephanou added that was oversubscribed by many firms in Cyprus and abroad, which proved that ``foreigners assess the prospects of our economy positively,`` adding that around 43 million EUR had been saved to the benefit of Cypriot citizens.

Commenting on statements by Central Bank of Cyprus Governor Athanasios Orphanides that the public deficit for 2011 would be around 7% of GDP, Stephanou defended the Government`s projections for 4.5% with measures, noting that time would tell whose forecast was right.

``We are making a forecast in the budget that, based on specific data, growth rate and other figures, without taking any measures the public deficit will be around 5.4%. That is why we want a dialogue on the measures that must be taken, balanced measures, so that we can implement the aim that the EU itself has set for the public deficit to be 4.5%,`` he added.

[04] ARMY CHIEF - EUMC

The EUMC meeting will discuss EU development capabilities, the Military Committee`s strategic action plan, and current operations.
