    The Ministry of Foreign Affairs has begun the implementation of the strategy decided by the National Council in regards with Turkeys accession course and all scenarios remain open as regards Turkeys EU evaluation Minister of Foreign Affairs has said.

    The National Council, the top advisory body to the President of the Republic on the handling of the Cyprus question, comprises parliamentary political parties. In a four-day meeting last month, National Council reached a decision on the stance of Cyprus during the assessment of Turkeys EU course in December by the European Council.

    Kyprianou said that based on the guidelines outlined by the National Council, the Ministry has already begun the implementation of the strategy, and that all scenarios remain open as regards Turkeys EU evaluation. Cyprus position is that Turkey will not be able to continue its European course unhindered without any sanctions if it does not fulfill its obligations towards the EU and its member states, including those concerning the Republic of Cyprus and the Cyprus problem, Kyprianou said.

    A common European decision on Turkeys EU course is the governments goal, Kyprianou said. However, he noted that each member state maintains the right to reach a unilateral or a common decision and hinder Turkeys accession course, FM clarified. At the same time, he stressed that National Councils decision says that the aim is to use the milestone of December with a view to promote the settlement of the Cyprus question.

    Replying to a question, Kyprianou said that the European Union will reach a decision on Turkeys EU future in an intergovernmental level, in the framework of the European Council.

    Cyprus FM also referred to President Christofias visits to Cuba and to Middle Eastern countries. Seeking to extent our relations outside the European Union, especially in the Islamic world where Cyprus faces many difficulties, does not mean that we have undermined the rest of contacts, Kyprianou said and added that the governments foreign policy is balanced and extensive.

    [02] SPOKESMAN - TURKISH REMARKS

    Government Spokesman Stephanos Stephanou has said that statements by the Turkish side for two states, two democracies and two peoples in Cyprus should be annoying for the EU, since Turkey seems to ignore and disregard the commitments and obligations it has undertaken towards the EU and through decisions of the EU itself.

    He added that what Cyprus asks for is that the EU continues to demand from Turkey to implement its obligations, so that it will be able to continue its accession course unhindered, without any further problems.

    ``If Turkey decides to operate as it should operate in the framework of the EU decisions it will help itself and we want that because it will facilitate efforts to resolve the Cyprus problem. If Turkey fails to do so then it will not be able for her to continue its accession course unpunished and this is an issue pending before the EU itself, the spokesman said.

    He noted that the positions expressed by Turkeys Prime Minister Recep Tayyip Erdogan and other Turkish officials are long-standing, provocative and unacceptable and have recently been expressed more intensively.

    [03] CYPRUS - GREECE - COOPERATION

    Government Spokesman Stephanos Stephanou expressed certainty on Monday that the close cooperation and full coordination between Cyprus and Greece would continue with the new Greek government of PASOK, which won Sunday`s elections.

    Stephanou said President of the Republic of Cyprus Demetris Christofias held a telephone conversation on Sunday evening with PASOK President and new Prime Minister George Papandreou.

    ``The President of the Republic, on the announcement of the results that showed that PASOK was winning the elections with autonomy, contacted the new Prime Minister of Greece, the leader of PASOK, whom he congratulated for his victory in the elections and wished him success in the new duties he is assuming in very difficult times for Greece and Cyprus,`` Stephanou said.

    He added that President Christofias and Papandreou exchanged views on issues concerning Cyprus and Greece, and especially the EU`s progress report on Turkey in December.

    [04] MORPHOU - EVENTS

    The Turkish occupied municipality of Morphou organises a series of anti-occupation events, to take place between 5 and 12 October.

    The main event, an anti-occupation rally, will take place on Sunday, October 11, with the participation of President of the Republic of Cyprus Demetris Christofias, members of foreign parliaments and other Cypriot and foreign officials.

    Speaking at a press conference, Mayor of the occupied town of Morphou, Charalambos Pittas, said that the events are taking place this year again to condemn the unacceptable and continuous Turkish occupation of Morphou and the occupation of part of the territory of the Republic of Cyprus.

    The anti-occupation events, he said, send the message in Cyprus and abroad that we continue the struggle to protect our unalienable right to return to Morphou and to every corner of our semi occupied homeland.
