  • [01] RUSSIA - KOSOVO

The question of Cyprus and international issues were part of a telephone conversation Cypriot Foreign Minister Erato Kozakou Maroullis had on Friday with her Russian counterpart Sergey Lavrov.

A press release, issued by the Russian Foreign Ministry, says that they discussed some current international issues, including the problems in relation to a political a settlement in Cyprus.

The telephone conversation followed public remarks by the Russian President Vladimir Putin on Kosovo and Cyprus.

On Friday Cypriot President Tassos Papadopoulos described Putins statement as one of the strongest expressed by President Putin regarding Russia`s policy on the Cyprus problem.

It is one of the strongest expressed by President Putin regarding Russia`s policy on the Cyprus problem. It is an issue of principle, an issue of international law to safeguard the territorial integrity and sovereignty of states,`` President Papadopoulos said.

Speaking at a press conference, Putin said Thursday that Russia maintains its position in favour of Cyprus and Serbias territorial integrity.

His comments came in response to press questions, as it is widely expected that the US and many EU countries plan to recognise an independent Kosovo, which is set to announce a unilateral declaration of independence on Sunday or Monday.

We maintain the same approach towards the Cyprus issue and the problem of Kosovo, Russian President stressed, adding that there is a relevant resolution providing that Serbia is entitled to territorial integrity and we have to respect this. The same applies to Cyprus, that must be a united country and we support this state of affairs.

    [02] CMP - MANDATE

The mandate of the Committee on Missing Persons (CMP), though limited as it stands at present, could be amended or extended with the agreement of the Greek Cypriot and the Turkish Cypriot side, Christophe Girod, the third member of the CMP, appointed by the UN, has told CNA.

He also said that any proposal from the two parties on any move that would help establish the fate of missing persons, within or even beyond the terms of reference of the CMP, can be a matter of discussion for further action with a view to achieve this goal.

In statements to CNA, with regard to a Court judgment on the case of a Greek Cypriot missing since the 1974 Turkish invasion of Cyprus, he acknowledged that the CMP mandate of 1981 is of limited scope and relates to establishing the fate of the missing, dead or alive, as well as the place and time of the disappearance.

We are not talking about the circumstances of death or attributing responsibility for the death, he explained, noting that these terms expressly exclude the exhumation from the scope of work of the CMP.

The European Court of Human Rights ruled in January that whatever its humanitarian usefulness, the CMP does not provide procedures sufficient to meet the standards of an effective investigation required by Article 2 of the Convention (on Human Rights), especially in view of the narrow scope of that bodys investigations.
