US Congressman concerned about UN solution plan for Cyprus

Nicosia, Apr 15 (CNA) -- A UN plan for a comprehensive settlement in Cyprus ''unfairly benefits'' the Turkish side and does not achieve the goal of truly reunifying the island, US Congressman Frank Pallone has said in a statement.

He said that it was unacceptable for Turkish troops to be allowed to remain in Cyprus forever and to force the Cypriot people to put too much trust in Ankara that it would fulfill its obligations emanating from the UN plan (the Annan plan).

Pallone said the people of Cyprus should decide alone about their future in next week's referenda on the Annan plan.

Pre-donors conference for Cyprus urges people to say yes´

    by Rebekah Gregoriades

Brussels, Apr 15 (CNA) -- European Commissioner for Enlargement Gunter Verheugen made clear today that if there is no solution of the Cyprus settlement by the end of April, there would be no solution for a very long time, noting that an international preliminary donors conference, that took place in Brussels today to cover the cost of a settlement, urged the two sides in Cyprus to say yes to a UN solution plan in April 24 referenda.

Speaking at a press conference after the high-level meeting, Verheugen said there has been a first needs assessment, which shows that the international community should contribute 2 billion euros over a period of five years, and that the EU has already foreseen for the next years 250 million euros.

He also announced that the European community would convene an official pledging conference in early autumn of this year.

Verheugen appeals to Cypriots to evaluate objectively the situation

Brussels, Apr 15 (CNA) -- EU enlargement commissioner Guenther Verheugen today called on Cypriots to evaluate objectively the situation on their island before deciding in separate referenda on April 24 among the Greek and Turkish communities whether to accept or reject a UN plan to solve the Cyprus problem.

He acknowledged however that the ultimate decision lied with Cypriots themselves and said that the EU would accept the outcome of the referenda.

Welcoming participants to a high-level preparatory donors' conference in Brussels, convened by the EU to support the settlement of the Cyprus problem, Verheugen said a solution was closer than ever before.

Greek premier pledges support as leadership discusses Annan plan

    By Christa Nicolaou

Athens, Apr 15 (CNA) -- Greek Prime Minister Costas Karamanlis said the positive elements of the Annan Plan outweigh the negative elements and Cyprus accession to the EU could to ease any obstacles.

The Greek premier was speaking after Greek political party leaders meeting under President Costis Stephanopoulos examined latest developments in the Cyprus problem, in view of referenda that will be held on 24 April in Cyprus for the approval or rejection of the fifth version of the UN Secretary-Generals plan for a comprehensive settlement to the Cyprus problem.

In his statements, Premier Karamanlis noted that prospects for a political settlement in Cyprus will not be exhausted with the referenda on the 24th April but can be extended even after the 1st of May, when Cyprus will officially enter the EU.

Karamanlis told reporters these are critical times for Cyprus. Bearing in mind the seriousness of the circumstances, the government decided to give its position with respect and forethought to the Republic of Cyprus, its government and citizens.

He said that following the presentation of the fifth Annan Plan, the principle that Cyprus decides and Greece supports, has become more requisite.

This means, he added, that Greece could not take a stance on the issue before the leaders and political forces in Cyprus had the time to negotiate and give their positions in a responsible manner in what is a difficult choice.

The circumstances demand careful choices, bearing in mind the views of the immediate parties who are called to live with the positive or negative elements of their choice, Karamanlis added.

He further said that the Annan plan was improved on certain points but what remains is the fact that there was no overall agreement achieved during the talks in Switzerland.

The Greek Prime Minister said that the final responsibility for the future of Cyprus rests with the Cypriots and the day after the referenda Cyprus will still count on Greeces support.

According to a statement issued after the meeting of Greece's political party leaders, chaired by President of the Republic Costis Stephanopoulos, and convened after a request by Prime Minister Karamanlis, the leaders discussed latest developments in the Cyprus issue and ''expressed useful and important opinions for the benefit of the national interest''.

''The parties will separately express their positions in view of the Cyprus referenda on April 24'', the statement said.

''The aim of the meeting was to discuss and examine latest Cyprus developments, in relation to the proposed Annan plan for a Cyprus solution and the forthcoming referenda, the statement said.

It added that views were expressed by all present on political developments after the referenda whatever the result of the vote will be.

Present at the meeting were also opposition Socialist PASOK leader George Papandreou, Communist Party (KKE) General Secretary Aleka Papariga and Coalition of the Left (Synaspismos) President Nikos Constantopoulos. Foreign Minister Petros Molyviatis also participated in the meeting.

Nicosia, Apr 15 (CNA) -- Cyprus President Tassos Papadopoulos has expressed his gratitude to the President, the Prime Minister, the party leaders and the people of Greece for their active support towards the decision to be taken by the Cyprus people on the 24 April referendum for a Cyprus setlement based on teh latest Annan plan.

Noting that on the 24 April the Cyprus people will express their verdict regarding the Annan plan, the Cyprus President said that ''as stated by the Greek Prime Minister the Cyprus people has the final responsibility, and the decision of the people will be absolutely respected and supported whereas our join effort will not stop at the referendum whatever the result''.

President Papadopoulos said he had a telephone conversation with Greek Premier Costas Karamanlis after the meeting in Athens and before making his own statement in Nicosia.

''The excellent cooperation with the Greek governments and the support of the Greek people, have led to Cyprus Republic being today an active and equal member of the European family and for this our gratitude will be big and eternal''.

The same cooperation, he added, ''and the same support will lead to the fulfillment of our big strategic goal: To achieve a functional and viable solution, which will unite Cyprus and our people within the framework of a united Europe. We remain dedicated to this goal, the solution''.
