[04] EU leaders discuss Europe's future1310:CYPPRESS:04EU leaders discuss Europe's future by Maria Myles Rome, Oct 3 (CNA) -- Heads of state and government from the 15 EU members and the ten acceding countries are called upon tomorrow to begin a fine balancing act on the text of the draft constitutional treaty, prepared by the European Convention, with a view at concluding this task if possible by December this year. Cyprus, an acceding country, is represented at the Rome extraordinary summit of heads of state and government for the opening of the Intergovernmental Conference (IGC) by President Tassos Papadopoulos, who arrives in the Italian capital later today. EU leaders will confer on Saturday morning for about three hours at the Palazzo dei Congressi before they hand over the work to their foreign ministers for the first working session of the IGC. The key issues on which there is a degree of dissent among participating countries relate to the composition of the European Commission, the election of the President of the European Council, the President of the Commission, the make up of the European Parliament and the competencies of the proposed institutions. Outlining his positions on the draft treaty, President Papadopoulos has said there were various provisions he disagrees with. Cyprus favours the maintenance of what was agreed in the EU summit in Nice with regard to the composition of the Commission, namely that each member state must have its own commissioner. Nicosia disagrees with the suggestion that as of 2009 some commissioners will have the right to vote while others will not, because such an arrangement would be tantamount to some countries having a commissioner who is nothing more than a well-paid upgraded ambassador, instead of a true representative of his country in the EUs executive body. President Papadopoulos also believes that the competencies and the duties of the President of the EU Council should be clearly defined to avoid any conflict of competencies with the Commission President. On the composition of the European Parliament, Nicosia disagrees with the proposed provision to reduce the number of Euro MPs for small countries to four.
