De Soto's return to the island signals the start of renewed efforts to reach a political settlement in Cyprus as he is expected to hand President Clerides UN proposals on a solution. Speaking after a meeting in Athens to discuss the UN document, to be communicated later today to the Greek Cypriot and the Turkish Cypriot sides, Protopapas also said that Greece has received assurances that the UN plan will be consistent with European laws. The UN will also communicate their blueprint to the three guarantor powers of Cyprus' independence and territorial integrity, namely Greece, Britain and Turkey. ''We wish to see a viable and just settlement which is consistent with UN resolutions and the acquis communautaire. We consider the UN plan to be a basis for negotiations and not an ultimatum,'' Protopapas stressed. On the same issue, Foreign Minister George Papandreou said both Greece and Athens have always sought to be engaged in real negotiations on Cyprus. ''We have no information about the UN document at this stage, we shall see the final document tonight, what we want is to see substantive negotiations actually taking place,'' the minister said. Replying to questions, he said Greece had not asked the UN to put in place any timeframe for negotiations and expressed hope for a solution as soon as possible. The minister said he has already been in touch with his Russian and American counterparts with regard to Cyprus. Papandreou said premier Costas Simitis is expected to make a public statement after he receives the UN document, which will be given to party leaders in Greece as well. De Soto told reporters after his long-awaited meeting with Clerides at the Presidential Palace in Nicosia that the President, as well as Turkish Cypriot leader, Rauf Denktash, who was given exactly the same thing in New York, have enough pressure on them. The UN diplomat urged reporters not to talk about deadlines regarding a reply from Clerides and Denktash. De Soto said he delivered to Mr. Clerides the conclusions of the Secretary-Generals deliberations on the next steps in the negotiations on the Cyprus problem, adding that in a few hours there will be a formal statement that will be delivered in New York and here (Cyprus). The UN diplomat advised journalists to be patient while waiting for that. To a question if it is a plan, De Soto avoided answering, saying he would wait until the statement has been issued, only to repeat that he has delivered to him (Clerides) the conclusions of the Secretary-Generals deliberations. When asked if he gave the President a letter, De Soto said a letter and a few other things but did not elaborate. He replied positively when asked if he expects a reply from President Clerides, and to a question when, he said, we will talk about that later. Exactly the same document was delivered to Denktash, said De Soto, through his chief aide, Ergun Olgun, by Sir Kieran Prendergast, the Undersecretary General for Political Affairs at exactly the same time at UN headquarters. He said the same thing was expected from Denktash and when asked when will the Turkish Cypriot give his reply, De Soto said I dont want to put more pressure on them than there already is.
