Presenting the results of the research at a press conference, British Bases Administrative Secretary Gavin Barlow said the panel of experts "found at an early stage in their review that there were a number of deficiencies in the original impact assessment, which was conducted in 1997, when compared to today's much more demanding best practice standards". Therefore, he said, "the Ministry of Defence decided to set in hand a wide-ranging supplementary environmental study to deal with the principal deficiencies identified by the panel". Barlow said "the independent international review has been a wholly positive and worthwhile exercise" and "has ensured that the development of the antenna will be in keeping with best current environmental practices". He added that "implementation of the panel's recommendations, particularly for the future management of the Ramsar area, will ensure that there are positive environmental gains as the antenna project progresses" and noted that the Bases "are maintaining close contact with the panel and will take account of any observations they have on our plans for implementation of their recommendations".
