CNA RG/EC/GP/1999ENDS, CYPRUS NEWS AGENCY1315:CYPPRESS:03[03] Gilman - Cyprus - Washington TimesWashington, Jul 30 (CNA) -- US Congressman Ben Gilman, Chairman of the House International Relations Committee, has said any US initiative on Cyprus will require redoubled dedication by both the Greeks and Turks to cut the "Gordian knot" of Cyprus. In an article in yesterday's edition of the "Washington Times", entitled "Cyprus impasse begs attention", Gilman refers to the 1.5 million refugees from Kosovo who will be able to return to their homes, noting this repatriation should positively influence similar situations like in Cyprus. Some 200,000 Greek Cypriot refugees have been prevented from returning to their homes in the Turkish-occupied north of Cyprus following the 1974 Turkish invasion and occupation of the island's northern third. "An effort by the executive branch to settle Cyprus will receive strong support from the Congress", he said, "provided it goes beyond the cosmetic." Gilman points out that an end of the 25-year-old division of Cyprus is "certainly a worthy policy goal for such an effort." He says US Presidential Emissary Richard Holbrooke "accurately describes Cyprus' division as a Gordian knot that has sustained high levels of tension and instability between our NATO allies of Greece and Turkey and affected American security interests in the eastern Mediterranean." The Republican member of the US House of Representatives notes that the international community fully supports a Cyprus peace initiative and refers to the Group of Eight statement on Cyprus that the problem has gone unresolved for too long and the UN Secretary-General should invite the leaders of the two parties in Cyprus to negotiations in the fall of 1999. Gilman reminds that "the Cyprus government has already responded positively and has cooperated in efforts to settle Cyprus", adding that President Glafcos Clerides "took an extraordinarily conciliatory and courageous action by cancelling the order for the S300 surface-to-air defensive missiles." The US politician remarks that "it is certainly in the best interest of Turkey to resolve the Cyprus issue" because it would improve the likelihood of its access to the economic prosperity of the European Union, adding that he has no doubt Greek Cypriots and Turkish Cypriots can live together peacefully. "Any US initiative will require redoubled dedication by both the Greek and Turkish communities to put aside their tendencies to accentuate relatively minor differences and to work to find the common ground that can unite them", Gilman says. "It is time now to cut the Gordian knot of Cyprus", the US Congressmen concludes.
