Speaking after a meeting with President Glafcos Clerides, Clay said the G8 have expressed its own urgency on the matter and that the Group has a right and a duty to deal with the Cyprus problem, which has been troubling the world for too long.

Clay said he and the President discussed the latter's trip to China and "one or two other personal matters".

He said they also discussed the section of the G8 declaration which deals with Cyprus, adding that "it speaks for itself".

Clay added "we are very glad to see the declaration, which we hope will strengthen the arm of the United Nations, first of all when the Security Council deal with Cyprus, as they must do next week".

He said it will also "fortify the Secretary-General to try to bring renewed emphasis and urgency to the process of seeking a Cyprus settlement", and expressed hope that "he will succeed in that".

Responding to questions, Clay said if one compares the earlier version of the text on Cyprus with the one that was finally adopted, then it will not seem that it alters "the essence of the matter".

The British diplomat added "what happens between various stages of negotiating a declaration, which was finally issued yesterday, is known only to the negotiators, but the point is that the UN Security Council resolutions are there and that the G8 have called on the Secretary-General to try to give a new impetus to seeking a settlement of the Cyprus problem and have expressed their own sense of urgency about doing this".

Invited to comment on the reaction of Turkish Cypriot leader, Rauf Denktash, who warned the G8 not to interfere in Cyprus, Clay said "the G8 are the leading industrialised economies in the world, they have the right and the duty to look at whatever is troubling the world, and Cyprus has been troubling the world for too long".

Asked if the solution sought is the bizonal, bicommunal federation, Clay said: "That is what the context is".

The G8 leaders urged the UN Secretary-General to invite both sides in Cyprus to talks this autumn, noting that such negotiations should take full consideration of relevant UN resolutions and treaties on Cyprus.

They also invited the two leaders to commit themselves to negotiate without preconditions on all issues and to commit themselves to continue to negotiate until a settlement is reached.

Cyprus has been divided since 1974 when Turkish troops invaded and occupied 37 per cent of its territory.
