"The US remains actively engaged in efforts to promote a negotiated settlement to the Cyprus dispute, under UN auspices and on the basis of a bizonal, bicommunal, federal solution," Clinton's bimonthly report to Congress on the situation in Cyprus says.

The letter, which covers the period February 1 to March 31, notes that Secretary of State Madeleine Albright underscored the US commitment to finding a comprehensive solution to Cypriot Foreign Minister Ioannis Kasoulides during their meeting in mid-February in Washington.

Clinton says US efforts also continued in the region and referred to talks US State Department Cyprus Coordinator Thomas Miller had in Turkey, Cyprus and Greece in March.

The letter adds Miller also discussed prospects for progress with counterparts in European Union capitals and in Moscow.

President Clinton notes that outgoing US Ambassador to Cyprus Kenneth Brill has continued his talks with the Greek Cypriot and Turkish Cypriot leadership on next steps.

Cyprus has been divided since 1974 when Turkish troops invaded and occupied 37 per cent of its territory.

Nicosia, Jun 4 (CNA) -- Turkey's attempt to divert attention from its obligation to comply with a European Court decision, concerning a case of human rights violations in Cyprus, is a mistake, according to the Greek Cypriot lawyer who won the case.

"Turkey's attempt to reopen the case using the current procedure before the Committee of Ministers of the Council of Europe is not right because all the issues Turkey is trying to bring up have already been examined and decided on by the Court in its three rulings on the case," Achilleas Demetriades told CNA.

He was commenting on a lengthy report, prepared by the Turkish Foreign Ministry, claiming that the Court decision ignored the Turkish Cypriots, that Turkey has nothing to do with the case and that the issue at hand relating to Titina Loizidou's property in Turkish occupied Cyprus must be dealt with in the context of discussions on a negotiated settlement.

Loizidou went to Court demanding access and enjoyment of her property, denied to her by the Turkish occupation troops, which invaded the island in 1974.

"The fact that Turkey went into the trouble of preparing such a detailed document means that the Loizidou case is a matter of concern for Turkey," Demetriades said.

He noted that Turkey's "hard-line position on the issue shows that it has begun to feel some pressure to implement the Court ruling."

Loizidou's lawyer expressed the hope that Turkey, in its effort to get closer to Europe, will take into consideration the basic rules governing human rights and implement the decision.

Turkey has so far refused to comply with the Court decision which calls on her to allow Loizidou access to her property and pay her compensation for the continuous violation of her human rights.

The decision also said the Republic of Cyprus is the sole legitimate government of Cyprus and that Turkey, through the presence of its troops, exercises effective control of the northern part of the island it occupies since the summer of 1974.

"Turkey had the chance to participate in the procedure (of the case) and have a fair trial, which it has lost," Demetriades added.

He explained the issue at present is not a case of Loizidou against Turkey but whether the Court decision can be implemented.

"Loizidou has been vindicated by the system for the protection of human rights," he said.
