0145:CYPPRESS:01[01] Cyprus - KrasnodarNicosia, Sep 9 (CNA) -- The Krasnodar region fulfils all the conditions of a substantial development and the implementation of the project for that development will soon start, Finance Minister, Christodoulos Christodoulou said today.Christodoulou was speaking to the press after a meeting with the Vice- Chairman of the Krasnodar Territory government, Michail Kourkov, attended also my the Russian Ambassador to Nicosia, Georghi Muratov. The Republic of Cyprus and the European Bank for Reconstruction and Development have signed an agreement providing for the financing of a development project of the Krasnodar region, near the Black Sea. Christodoulou described the talks as "very interesting", adding that "progress towards the implementation of the agreement has been made, yet there is still a lot to be done in terms of institutions needed for the implementation of the project". He announced that the Russian Central Bank has approved the foundation of a development bank for Krasnodar, noting he received Kourkov's assurances that the region's authorities will set up the necessary body to assess the projects and tackle tax-related issues, as agreed. On his part, Christodoulou reiterated Cyprus' commitment to the agreement and the implementation of the project. "The region of Krasnodar fulfils all the conditions for a substantial development and I believe the big effort will start soon", he pointed out. On his part, Kourkov said the region's development carries on despite Russia's economic crisis, adding that "good progress has been made" in co- operation between Cyprus and the Krasnodar region. Kourkov expressed confidence that Nikholai Kondratenko, Governor of the region, who will be appointed as Co-Chairman of the Joint Committee for the Development of Krasnodar, will visit Cyprus in November. CNA GG/MCH/1998ENDS, CYPRUS NEWS AGENCY1330:CYPPRESS:02[02] Seminar - Human RightsNicosia, Sep 9 (CNA) -- Cyprus will host a one-day seminar on "Human Rights and the European Union" in early October with the participation of prominent personalities from Europe and the local scene.President Glafcos Clerides will open the meeting in the southern coastal town of Limassol on 3 October, which will also be addressed by the Vice President of the International Association for the Protection of Human Rights in Cyprus, Christos Clerides. The Association President Loukis Loukaides, Attorney General Alecos Markides and Minister of Justice and Public Order Nicos Koshis will welcome delegates at the opening ceremony. The seminar will hear views from Federico Mancini, Judge of the Court of the European Communities, Allan Rosas, Principal Legal Adviser of the European Commission and professor Christos Rozakis, vice president of the new European Court of Human Rights. Professor George Ress, judge elect of the European Convention of Human Rights will talk on the media law in the context of the EU and the European Convention of Human Rights. The role of the EU and its human rights policy in a multilateral fora including the Council of Europe will be presented by Andrew Clapham, associate professor of public international law.
