CNA MM/1998ENDS, CYPRUS NEWS AGENCY1535:CYPPRESS:02[02] Congress of Euro-Chambers in CyprusNicosia, Jul 7 (CNA) --Cyprus will host the 7th Congress of Euro-Chambers in 1999, Cyprus Chamber of Commerce and Industry (KEVE) President, Vassilis Rologis told a press conference here today.The Congress, expected to bring to the island some 1.200 representatives of 32 Chambers from 32 European countries associated with the European Union (EU), is a major success for Cyprus, Rologis said. KEVE President noted the decision was taken during this year's Congress of Euro-Chambers in Stockholm, in which he participated. He said the convening of the Congress in Cyprus will facilitate the island's accession to the EU. Rologis said KEVE has also undertaken to organise a special meeting of the Chambers of the six countries who are candidates for EU membership (Hungary, Estonia, the Czech Republic, Poland, Slovenia and Cyprus). During the special meeting, to take place in Autumn, representatives of the six countries' Chambers will discuss issues related to EU accession. Cyprus, with a per capita income of 12,7 thousand US dollars in 1997, started accession negotiations with the EU in March. CNA GG/MM/1998ENDS, CYPRUS NEWS AGENCY1540:CYPPRESS:03[03] Government ready to attend peace talksNicosia, Jul 7 (CNA) -- The government has welcomed a UN Security Council appeal for the resumption of direct talks between the Greek and Turkish Cypriot sides as soon as possible and reiterated its readiness to participate in negotiations.Foreign Minister Ioannis Kasoulides said here today that "President Glafcos Clerides is ready to return to the negotiating table tomorrow with a view to finding a solution of the Cyprus question." On his part, Government Spokesman Christos Stylianides expressed the view that "the new appeal is in full compliance with the recent Security Council resolutions and proves the Council's resolve to break the deadlock and overcome the impasse in the Cyprus problem." The UN appeal was made by Council President, Russian Ambassador Sergey Lavrov, after UN Secretary-General's Special Advisor on Cyprus Diego Cordovez briefed the body on his recent meetings here with President Clerides and Turkish Cypriot leader Rauf Denktash. The spokesman expressed hope that the Turkish side will come to understand that its position alienates it and condemns the Turkish Cypriot side to difficulties in the future. Denktash refuses to participate in peace talks unless his illegal regime in the Turkish occupied part of Cyprus is recognised and Cyprus withdraws its application for European Union accession. Asked if the appeal indicates the Council's intention to take measures to break the deadlock, Stylianides said "at this stage, unfortunately, we do not expect practical measures". He added that "the government considers this appeal is further proof that the Council has the political will to exert pressure on the Turkish side to enter into a substantive dialogue to break the deadlock." "We neither underestimate, nor overestimate this kind of appeals, especially when they come from the Security Council," the spokesman said. Replying to questions, he said when Cordovez returns to the island in September "we expect specific positions or proposals which will be evaluated." Cordovez explained to the Security Council that last week's trip to Cyprus was the first part of a "two-phase mission" and that he wanted "to touch base with both leaders in order to see whether they were ready to resume direct talks." He described his meetings in Cyprus as "positive, substantive and constructive." The UN official outlined to the Council "some substance of what the talks might concentrate on" and the Council members "agreed to a second phase of his current effort sometime at the end of the summer" CNA KN/MM/JD/MA/1998 ENDS, CYPRUS NEWS AGENCY2030:CYPPRESS:04[04] Hearing of inter-state application against TurkeyNicosia, Jul 7 (CNA) -- Cyprus' fourth inter-state application against Turkey, regarding the situation in the Turkish occupied part of the island, was the subject of today's last oral hearing of the European Commission of Human Rights in its 43 year history.The Commission will reduce its activity in view of the Council of Europe decision to establish the Single Court of Human Rights that will begin operating on November 1st this year. According to a Council press release, no further hearings are scheduled at the sessions which the Commission will hold in September and October. The hearing, which was held in camera, concerned the merits of Cyprus' application with regard to the Republic's allegations that Turkey continues to commit breaches of articles of the European Convention of Human Rights. The Commission intends to adopt a report before November 1st. At today's hearing, each party submitted their final conclusions on the merits of the case in the light of the evidence taken and the opposite party's arguments. The Cyprus Republic's application was declared admissible following a hearing on June 28, 1996. Since then both parties have submitted observations in writing on the merits of the application and extensive documentary evidence. The new Single Court of Human Rights will replace the two present bodies, the part-time Court and Commission of Human Rights, thus simplifying procedures in both inter-state cases and in individual petitions. The present Court will cease to exist on October 31st 1998, whereas the Commission will continue to sit until October 1999 to finish the examination of cases declared admissible. The Commission found Turkey guilty of violations of human rights in the previous three inter-state applications Cyprus has filed, but the Committee of Ministers restricted itself in publicising the decision.
