[01] Government wants measures on adoption of UN resolutions on Cyprus

This was stated today by Government Spokesman Manolis Christofides who stressed that it's time for the UN "to examine all available ways to promote the implementation of their resolutions on Cyprus."

Christofides noted the government expects the UN and the Security Council to "present an objective picture" of direct talks between President Glafcos Clerides and Turkish Cypriot leader Rauf Denktash in Troutbeck and Montreux.

Special Advisor to the UN Secretary-General, Diego Cordovez will present his report on the two rounds of direct negotiations to the Security Council on Wednesday, which will, in turn, study the facts of the talks based on the Cordovez report.

The first round of talks between President Clerides and Denktash was held in mid-July in Troutbeck, New York and the second was held last week in Glion, near Montreux, Switzerland.

Regarding the process of the talks, Christofides stressed that following the Turkish side's intractable stance during the second round of negotiations, "it's obvious that a problem exists for decades now, on the implementation of UN General Assembly or Security Council resolutions".

In Montreux, Denktash rejected unofficial documents presented by Cordovez on the guidelines leading to a resolution of the Cyprus problem and threatened to walk out of the talks if he was in any way pressured to sign them.

The Turkish Cypriot leader also threatened that he would not attend any further talks if accession talks between the European Union and Cyprus went ahead as scheduled at the start of next year.

Christofides said the Cyprus government expects the Security Council, taking into consideration the continued impasse towards a Cyprus settlement, to examine available methods for breaking the deadlock and implementing its resolutions," pointing out that "whenever the Security Council wanted to, it's resolutions were implemented".

Meanwhile, the Christofides said the Cordovez documents presented at Montreux are "unofficial" and "non-binding", but noted that they are improved in relation to documents presented at the Troutbeck talks.

He said the documents "have no power if they are not approved by both sides," adding however that they can continue to be evaluated.

The Government Spokesman severely criticised both Turkey's and Denktash's attitude at the talks, stressing that it was "completely contrary to the spirit and the letter of the UN's invitation" and that it was "unacceptably provocative and ruthlessly insulting in every direction".

The Government Spokesman described Denktash's and Turkey's claim that the occupation regime has been recognised by the UN as "a classic case of hubris" when "entire volumes of UN General Assembly and Security Council resolutions declare are completely contrary to this".

Rauf Denktash unilaterally declared in 1983 a breakaway state which is recognised only by Turkey and which has been condemned by repeated UN General Assembly and Security Council resolutions.

Reiterating the government's firm positions on the nature of a solution of the Cyprus problem, Christofides said a solution must be based one a single and indivisible sovereignty, territorial integrity, independence, one international personality and one citizenship.

He added that a settlement must also exclude union, in whole or in part, with another country as well as partition or secession.

The Government Spokesman noted that the Security Council "has assured us again that the EU's decision to begin accession negotiations with Cyprus constitutes an important development which facilitates efforts towards finding a comprehensive settlement to the Cyprus problem".
