Montreux, Aug 13 (CNA) -- Non-papers were given to the Greek and Turkish Cypriot sides, during their morning meeting on Tuesday with UN Secretary General's Special Advisor on Cyprus, Diego Cordovez.

This was confirmed here today by President Glafcos Clerides, after a marathon National Council (top advisory body to the President on the Cyprus problem) meeting that lasted more than three hours.

President Clerides refrained from giving further details.

Reliable sources said two documents were given to the two leaders concerning the substance of the Cyprus problem and the procedures to be followed.

The two sides are expected to express their positions on the documents during their Wednesday morning meeting with Cordovez.

[02] UN gives documents to Greek and Turkish Cypriot sides

Montreux, Aug 13 (CNA) -- The UN has given the Greek and Turkish Cypriot sides two new documents, no more than ten pages in length, relating to the substance and the procedure of the Cyprus question, reliable sources said here today.

This development, they explained, "puts aside the latest revised document which Special Advisor to the UN Secretary General on the Cyprus problem, Diego Cordovez gave the two sides during the first round of the direct negotiations".

Both sides are expected to outline their views on the new documents, which sources say "have another approach", at today's meeting with Cordovez, UN Representative in Cyprus, Gustave Feissel, and the advisors of President Glafcos Clerides and Turkish Cypriot leader, Rauf Denktash.

"From the moment we have the new paper, we are dealing with these papers, all of which are non-papers", the same sources pointed out, noting that "one paper complements the other".

These non-papers "cover the substance and procedure and mention the constitutional aspect and include a reference on how the issue of territory can be dealt with in the future".

Replying to questions, the sources said "the constitution is one of the main aspects and is included in every document" and noted that there is a reference on how territory can be dealt with in the future.

Asked if yesterday's documents include comments made by the two sides, the sources said "Cordovez never includes in documents he presents the views of the parties, he hears the views and has his own document".

During yesterday's meeting, which lasted 75 minutes, "the two negotiators completed their views on basic issues of the Cyprus problem" and Cordovez "presented two documents on the substance and on procedure", the same sources told CNA.

The two sides, they added, "will present their views tomorrow (today)", when they meet again with Cordovez. Present at today's meeting will be "a full composition of each delegation, and Feissel".

Assessing the talks so far, the sources said "the atmosphere is very good, one may say excellent".

[03] Military dialogue continues

"There is a meeting with the National Guard tomorrow, and no doubt there will be another meeting with the Turkish (occupation) forces," UNFICYP Spokesman, Waldemar Rokoszewski, told CNA today. He said the meeting with the Turkish side has not yet been arranged.

The military dialogue is centred around three proposals put forward last year regarding the code of conduct, extension of an unmanning agreement and the use of unloaded weapons along the demarcation line dividing Cyprus since the 1974 Turkish invasion and occupation of the island's northern part.

Asked if any new proposals have been made, Rokoszewski was adamant that "we're still talking about the same proposals as presented to both opposing forces a long time ago."

The UNFICYP Spokesman stressed this is "an on-going process and we want to achieve our goal."

The military dialogue is carried out between the Cyprus National Guard and the Turkish occupation forces, under UNFICYP auspices.

[04] UN to continue discussion of humanitarian issues

UNFICYP Spokesman, Waldemar Rokoszewski, told CNA today that Feissel "will pursue with humanitarian issues with both leaders and it remains to be seen whether it will be shuttling between the two sides or direct meetings."

The discussion of humanitarian issues was agreed after a proposal by President Glafcos Clerides during the first round of direct talks he held with Turkish Cypriot leader Rauf Denktash, in Troutbeck, near New York, last month.

Following the agreement, President Clerides and Denktash had two meetings at Feissel's residence, in the UN-controlled buffer zone in Nicosia, on July 28 and August 1.

Rokoszewski noted the second meeting was significant as the agreement to determine the fate of missing persons was reached, and added that "one should assume that there will be more contact with both leaders concerning humanitarian issues, by Feissel."

[05] UNHCR funds restoration in mixed village

UN Peacekeeping Force (UNFICYP) Spokesman Waldemar Rokoszewski told CNA that the plan would "ease the unemployment problem of Turkish Cypriots living in Pyla", a mixed village, northeast of Larnaca town.

According to the plan, estimated to cost about one million US dollars, work will include the creation of a pedestrian walkways in the village square and the restoration of the Turkish Cypriot coffee-shop and an Orthodox Christian church.

Explaining how the idea came about, Rokoszewski said "some time ago we came to the conclusion that the issue of unemployment of Turkish Cypriots in Pyla has to be looked into more carefully, because it brought certain tension to this village where we are helping both communities."

"The programme was established with UNHCR funding, which means American involvement as well," he said, adding that "a certain number of buildings in Pyla will be restored with UNHCR financing," he added.

The UN Spokesman also said the Heads of both communities in Pyla have agreed, and the issue was also raised "with the proper authorities of the Republic and in the north with (Turkish Cypriot leader Rauf) Denktash by (UN Resident Representative Gustave) Feissel."

He noted "this was one of the ways to ease the unemployment problem of Turkish Cypriots who once worked for Greek Cypriots before the regretful events of August and September, 1996."

Last year three Greek Cypriots were murdered by Turkish extremists and soldiers, two of them in August during anti-occupation demonstrations in Dherynia, the eastern end of the demarcation line.

These events provoked some tension between Greek and Turkish Cypriots living in the mixed village of Pyla.

Noting that the project will take another 12 or 13 months to be completed, Rokoszewski said "currently there is work on the Turkish Cypriot coffee-shop with Turkish Cypriot involvement".

However, as it is a bi-communal project UNHCR will also fund a project for a small church in Pyla with the involvement of Greek Cypriot workers.

The UN Spokesman acknowledged that the project would offer employment for the Turkish Cypriot residents only for a short period of time. "It's not a solution to the problem, it's like easing the problem because not all unemployed Turkish Cypriots in Pyla are involved in this project, so the problem is still there," he said.

Rokoszewski added not all unemployed Turkish Cypriots are involved and added that they are working on a rotating basis "so there is a certain amount of money going to them from UNHCR for the job done."

[06] Direct talks continue

Montreux, Aug 13 (CNA) -- President Glafcos Clerides and Turkish Cypriot leader Rauf Denktash continued here Wednesday their UN-sponsored face-to-face talks in a bid to reach a comprehensive settlement to the protracted Cyprus problem.

The leaders of the two communities in Cyprus were expected to express their positions on two non-papers handed to them yesterday by UN Secretary- General's Special Advisor for the Cyprus problem, Diego Cordovez, which concern the substance of the Cyprus question and procedure to be followed.

The advisors of the two leaders at the direct talks also took part in today's meeting.

Attorney-General Alecos Markides and Undersecretary to the President Pantelis Kouros are President Clerides' advisors, while Denktash has Necatin Munir Ertegun and Ergun Olgun as his advisors.

Meanwhile, Foreign Minister Ioannis Kasoulides met today with British special envoy on Cyprus, Sir David Hannay and British and American Ambassadors to Cyprus, David Madden and Kenneth Brill.

This afternoon, Kasoulides will have a meeting with Detlev Graf zu Rantzau, the German Special Representative on Cyprus.
