A Russian Ministry spokesman, Valery Nesteruskin, said Annan is expected to raise the Cyprus problem at his meetings, according to the Russian News Agency "Novosti."

Primakov, the spokesman said, is expected to underline the need for a broad approach on the fundamental principles which will govern efforts to resume direct negotiations between the Greek and Turkish Cypriot sides.

The Russian official pointed out the need for detailed preparation before Annan invites Cyprus President Glafcos Clerides and Turkish Cypriot leader Rauf Denktash to direct talks in New York.

Nesteruskin urged the five permanent members of the UN Security Council to agree on the guiding lines of a Cyprus solution and the means and methods of achieving such a solution.

According to "Novosti", Primakov is expected to put forward to Annan a comprehensive proposal on the Cyprus question on the basis of a Russian document, presented to the "big five" at last month's meeting in New York.

The document said a settlement in Cyprus shall be based on a bicommunal and bizonal federation to ensure the existence of an independent and territorially integral state of Cyprus with a single sovereignty, single international legal personality and a single citizenship.

The security of the Federal Republic of Cyprus, the document said, shall be insured by international safeguards and notes that the republic will be a demilitarised secular state.
