[02] CYPRUS SETTLEMENT TO BRING ECONOMIC BENEFITS

NICOSIA, MAY 17 (CNA) -- CYPRUS' FULL POTENTIAL AS AN OFFSHORE CENTRE WILL ONLY BE REALISED WHEN THERE IS A POLITICAL SETTLEMENT ON THE ISLAND, U.S. AMBASSADOR TO CYPRUS RICHARD BOUCHER HAS SAID.

ADDRESSING THE CYPRUS OFFSHORE ENTERPRISES ASSOCIATION ON THURSDAY, BOUCHER SAID ''CYPRUS' ECONOMIC FUTURE LIES IN ACTING AS A CENTRE FOR INTERNATIONAL BUSINESSES LOOKING TO SERVE THE REGION, MEANING AS A GATEWAY TO THE NEW AND DEVELOPING MARKETS IN THE MIDDLE EAST, NORTH AFRICA AND THE FORMER SOVIET UNION .''

EXPRESSING ADMIRATION FOR THE SUCCESSES OF THE CYPRIOT ECONOMY, BOUCHER SAID ''CYPRUS' POTENTIAL AFTER A SETTLEMENT OF THE POLITICAL PROBLEMS IS MUCH, MUCH GREATER THAN ITS POTENTIAL AND ITS REALITY NOW.''

HE SAID GREEK AND TURKISH CYPRIOTS COULD ESTABLISH JOINT VENTURES TO SELL GOODS AND SERVICES IN THE REGION AND EXPLOIT ''THEIR HIGH EDUCATIONAL LEVEL'' FOR THE BENEFIT OF THEIR COUNTRY.

''REACHING A SETTLEMENT REMOVES DOUBTS FROM THE MINDS OF POTENTIAL INVESTORS AND STARTS A PROCESS OF MUTUAL PROSPERITY THAT CAN SUSTAIN PEACE,'' HE SAID.

CYPRUS' REGIONAL POTENTIAL IS ONE OF THE MAIN REASONS THE U.S. HAS BEEN SO COMMITTED FOR SO LONG TO THE SEARCH FOR PEACE, HE ADDED.

HE WELCOMED PROGRESS IN IMPROVING THE QUALITY OF SERVICES AND THE ENFORCEMENT OF INTERNATIONAL STANDARDS AND LAWS, BUT NOTED THAT ON THE POLITICAL FRONT ''PROGRESS HAS NOT BEEN WHAT WE HAD HOPED.''

CYPRUS HAS BEEN DIVIDED SINCE 1974 WHEN TURKISH TROOPS INVADED AND OCCUPIED 37 PER CENT OF ITS TERRITORY.

[04] PUERTA: CYPRUS PROBLEM IS A EUROPEAN PROBLEM

NICOSIA, MAY 18 (CNA) -- THE LEADER OF THE LEFTIST GROUP IN THE EUROPEAN PARLIAMENT ALONSO PUERTA STRESSED HERE ON SATURDAY THAT THE CYPRUS PROBLEM IS A EUROPEAN ONE.

THE PRESIDENT OF THE CONFEDERAL GROUP OF THE EUROPEAN UNITED LEFT/NORDIC GREEN LEFT (GVE/NGL), WHO VISITED THE ISLAND AT THE INVITATION OF THE LEFT-WING AKEL PARTY, WAS SPEAKING AT A PRESS CONFERENCE BEFORE LEAVING THE ISLAND.

PUERTA SAID THAT CYPRUS' ADMISSION IN THE EUROPEAN UNION (EU) BEFORE THE SOLUTION OF THE ISLAND'S POLITICAL PROBLEM IS POSSIBLE SINCE IN THIS CASE EUROPE WILL HAVE TO CONTRIBUTE TO THE CYPRUS ISSUE IN A BID TO SECURE ITS OWN BORDERS AT THE SAME TIME.

HE ALSO STRESSED THAT HIS GROUP CONDEMNS TURKEY'S POLICIES, CONCERNING THE KURDISH AND THE CYPRUS PROBLEM AND ITS BAD HUMAN RIGHTS RECORD. MOREOVER, HE REMINDED THAT HIS GROUP VOTED AGAINST TURKEY'S CUSTOMS UNION WITH THE EUROPEAN UNION.

THE SPANISH LEADER ALSO INDICATED THAT THE TALKS FOR CYPRUS' EU ADMISSION SHOULD SEARCH FOR AN ECONOMIC MODEL WHICH WILL PROTECT THE INTEREST OF THE ISLAND'S PEOPLE.

PUERTA ALSO EXPRESSED HIS GROUP'S SUPPORT TOWARDS AKEL, AND PROMISED THAT THE CYPRIOT LEFT-WING PARTY COULD DEPEND ON THE EUROPEAN GROUP'S HELP.

ON HIS PART, AKEL LEADER DIMITRIS CHRISTOFIAS EXPRESSED HIS SATISFACTION FOR THE VISIT HERE OF THE GVE/NGL LEADERSHIP WHICH, HE STRESSED, CONSTITUTES A DYNAMIC AND PROGRESSIVE EUROPEAN GROUP WITH CLEAR POSITIONS ON THE CYPRUS PROBLEM.

AKEL OBTAINED OBSERVER STATUS IN THE LEFTIST GROUP IN THE EURO-PARLIAMENT LAST MONTH.

[07] CYPRUS' EU ACCESSION BEFORE A SETTLEMENT IS A CERTAINTY IF ...

NICOSIA, MAY 19 (CNA) -- CYPRUS PRESIDENT GLAFCOS CLERIDES BELIEVES THAT HIS COUNTRY CAN ENTER THE EUROPEAN UNION (EU) EVEN WITHOUT A SOLUTION TO ITS POLITICAL PROBLEM, PROVIDED ''IT BEHAVES IN THE CORRECT MANNER''.

IN THE FIRST PART OF AN EXCLUSIVE INTERVIEW WITH THE GREEK CYPRIOT DAILY ''ALITHIA'', PUBLISHED HERE SUNDAY, CLERIDES SAID THAT CYPRUS' EU ACCESSION BEFORE A SOLUTION OF THE CYPRUS PROBLEM IS NOT JUST A ''POSSIBILITY, BUT A CERTAINTY IF WE KNOW HOW TO BEHAVE CORRECTLY''.

THE PRESIDENT WENT ON TO SAY THAT WE SHOULD NOT ADOPT A VIEW THAT BECAUSE WE SEE THAT ACCESSION IS POSSIBLE, THE GOVERNMENT WAS NOT IN A HURRY FOR A SOLUTION OR WOULD NOT WANT A FEDERAL SOLUTION.

HE SAID IF THE PARTIES INVOLVED IN THE CYPRUS PEACE PROCESS FEEL THAT THE LACK OF SOLUTION IS NOT DUE TO THE TURKISH SIDE'S INTRANSIGENT STANCE BUT BECAUSE OF THE GREEK CYPRIOT SIDE'S, ''THEN WE WILL NOT ENTER EUROPE''.

REFERRING TO THE FRESH EFFORTS WHICH THE U.S. HAVE PLEDGED TO UNDERTAKE TO PROMOTE A CYPRUS SETTLEMENT, PRESIDENT CLERIDES CLARIFIED THE AMERICANS HAVE NOT MADE ANY PROMISES.

HE REITERATED THAT BEFORE ANY SUCH UNDERTAKING BEGINS, THE INTERESTED PARTIES SHOULD BEAR IN MIND THAT THE MOST IMPORTANT ISSUE IS THE SECURITY OF THE TWO COMMUNITIES.

PRESIDENT CLERIDES ALSO REPEATED THAT A SOLUTION CANNOT BE FOUND IF THE WITHDRAWAL OF TURKISH TROOPS, THE GUARANTEES OF A FUTURE FEDERAL STATE AND THE ISLAND'S DEMILITARISATION ARE NOT DISCUSSED BEFOREHAND.

ASKED IF HE BELIEVES THE AMERICANS WILL EXERT PRESSURE ON TURKEY, THE PRESIDENT SAID HE DID NOT THINK SO BECAUSE ELECTIONS ARE NEARING IN THE U.S.

HE ALSO POINTED OUT THAT NO ONE CAN EXERT PRESSURE ON ANKARA THESE DAYS DUE TO THE COUNTRY'S INTERNAL PROBLEMS AND BECAUSE THE AMERICANS WOULD NOT LIKE TO UNDERTAKE ANYTHING ON THE CYPRUS CASE BEFORE SEEING WHAT ARE TURKEY'S INCLINATIONS ON THE ISSUE.

THE CYPRIOT PRESIDENT REPEATED THAT THE GREEK CYPRIOT SIDE HAS UNDERLINED THAT ANY SUCH INITIATIVE CANNOT PROCEED IF THE OTHER SIDE DOES NOT SHOW ANY CONCILIATION ON THE FUNDAMENTAL ASPECTS OF THE CYPRUS PROBLEM.

CYPRUS HAS BEEN DIVIDED SINCE 1974 WHEN TURKISH TROOPS INVADED AND OCCUPIED 37 PER CENT OF THE ISLAND'S TERRITORY.
