  • [01] YUGOSLAVIA TO RAISE ADMINISTRATIVE TAXES

The Yugoslav Government on Monday sent the Federal Assembly a draft amendment to the Law on Federal Administrative taxes increasing them by 80 percent on the average. If the draft is adopted, as of Jan. 1, 1997, the tax for acquiring Yugoslav citizenship will be 2,500 dinars, for terminating Yugoslav citizenship 5,000 dinars, and the passport tax will be 150 dinars (1 d-mark equals 3.3 dinars).

The taxes in foreign currency have not been increased, because they are not affected by 'inflationary effects and coordination with the rate of the dinar,' the draft said.

For the first time, a special tax has been proposed for joining political or social organizations and associations of citizens to the amount of 300 dinars.

Taxes on requests to include the words 'Yugoslavia' or 'Federal Republic of Yugoslavia' in the name of a company would be 200 dinars.

Taxes on permits for radio stations have been increased from 20-50 percent.

The Government proposed that the draft be adopted by emergency procedure. The draft is a result of increased costs of administrative proceedings and management expenses for the work of federal organs, the Government said.

[02] GREECE INTERESTED IN INVESTING IN MONTENEGRO

Montenegrin Parliament Speaker Svetozar Marovic and Premier Milo Djukanovic met on Monday with a delegation of the Greek Apostolopoulos Corporation to discuss possibilities of investing in some branches of Montenegrin economy.

Both President Marovic and founder of this Greek company George Apostolopoulos stressed that it was necessary to intensify bilateral relations and cooperation not only between Yugoslavia and Greece but in the Balkans as a whole.

The Greek delegation and Premier Djukanovic underscored there were possibilities and mutual interest for cooperation, especially for investments of the Greek corporation in Montenegrin health resorts, and navigation and transport sectors.

Djukanovic said that Montenegro was an extraordinary destination for the development of good and safe business, since the realization of the idea of Montenegro as an off-shore centre has provided legal and other advantages in comparison to other similar world centres.

There is an increasing interest among foreign countries in the off-shore business in Montenegro and some projects are already being realized, Djukanovic said.

[03] PLANS FOR 6 PERCENT GROWTH OF AGRICULTURAL PRODUCTION

Yugoslav Assistant Minister of Agriculture Milan Prostran said on Monday in Belgrade it was realistic to expect a 6 percent growth of agricultural production in the Federal Republic of Yugoslavia. At a meeting on agricultural development policy for 1997 held at the Belgrade Chamber of Commerce, Prostran said attention would focus next year on the investments in primary production. A program for the recovery of agriculture in Yugoslavia will start next year and should be completed by the year 2,000, and considerable investments will be made in modernizing farming methods and agricultural machinery, and some credits will be rescheduled, Prostran said.

The key problems in agriculture are encountered in the production of milk, oil and sugar, Prostran said, and noted that partnership agreements should be concluded directly between the primary production sector and industry, without much state involvement.

Asked about financing agriculture, Prostran said this would be done from uninflationary sources, above all from the earnings from exports which can be competitive and lucrative.

[04] FRENCH AND GERMAN DEFENSE MINISTERS IN BOSNIA

French and German Defense Ministers Charles Millon and Volker Ruehe visited on Monday in Rajlovac near Sarajevo, the new, joint French-German brigade. The brigade is taking part in the international force for the stabilization of peace in Bosnia and Herzegovina SFOR, which has replaced IFOR.

Germany will send 1,600 soldiers and France 2,400 to the joint brigade.

Ruehe said at a press conference that the French-German brigade represents the 'alliance of the 21 century.' he added that military cooperation between France and Germany, former enemies, is heavy in symbolism for the peace efforts in the Balkans. 'I hope it will impress the people here, so that together with our soldiers, they will find a way to the future despite their problems, their hatred,' Ruehe said.

Millon said that the joint French-German brigade was a big step for Europe and will significantly help the peace process in Bosnia and Herzegovina.

German soldiers will arive in Bosnia and Herzuegovina in January.
