[A] GOVERNMENT OF THE F.R.Y.

[01] NORMALIZATION OF RELATIONS WITH IMF, A YUGOSLAV GOVERNMENT PRIORITY

Belgrade, April 23 (Tanjug) - The Government of the Federal Republic of Yugoslavia pointed out at its session on Tuesday that a normalization of relations with the International Monetary Fund and other international financial institutions was one of the priorities of this Government and concluded that it was absolutely necessary to undertake further steps in this direction.

Presiding over the session was Prime Minister of the F.R.Y. Radoje Kontic, and taking part in its work was the Governor of the National Bank of Yugoslavia (NBJ), Dragoslav Avramovic, the Yugoslav Information Secretariat said in an announcement.

The Government reviewed a report by the Yugoslav delegation at the talks with representatives of the IMF and the World Bank held in Paris March 28 - April 2.

In noting that the Paris talks had opened a process of normalization of relations with the IMF and the World Bank, the Government assessed that these talks had enabled a useful exchange of views and data on the questions crucial to the normalization of relations between the F.R.Y. and the IMF as one of the foreign political and economic priorities of the Yugoslav Government.

The Government noted that, concerning certain points, there were motions which deviated from the basis determined for the talks, but the delegation did not take over any obligations that would contradict the platform established by this Government.

The Government named Jovan Zebic, Vice-Premier and Federal Finance Minister, as coordinator for the future activities related to the negotiations with the IMF and other international financial organizations.

The Federal Finance Ministry was assigned - in cooperation with the NBJ, the Federal Foreign Ministry and other competent organs, once an answer was received from the IMF concerning the legal aspects of the inheritance of membership - with preparing a draft platform for resumed negotiations with the IMF, the World Bank and other financial organizations.

[02] U.S. ANNOUNCES SOUTH EUROPEAN ECONOMIC INITIATIVE

Washington, April 23 (Tanjug) - U.S. officials on Monday announced the launching of a South European economic initiative. The initiative, some sort of a Balkan Marshall plan for speeding up economic development and integration of the region, was announced during talks on Monday with Montenegrin Premier Milo Djukanovic.

Djukanovic, who on Monday arrived in a working visit to Washington, had a meeting at the White House with member of the National Security Council and U.S. President Bill Clinton's special foreign policy adviser Richard Shiffer and another meeting at the State Department with Rudolf Perina, high-ranking official in charge of Europe and the Balkans.

The U.S. officials, who supported the privatization programme and Montenegrin economic development programmes, informed Djukanovic about the idea of launching a South European economic initiative, which is still in the phase of consultations and research, but with realistic chances of being put to life.

The U.S. officials said that the initiative would include all states that had emerged in the territory of the former Yugoslavia as well as Hungary, Romania, Bulgaria, Turkey, Greece and Albania.

[03] FOR PROMOTION OF ALL-ROUND COOPERATION

The Korean parliamentary delegation is headed by Li Mong Ho, member and General Secretary of the Korean Parliament's Standing Committee. The Korean delegation has arrived in Belgrade on a return visit to the Federal Republic of Yugoslavia.

[E] EASTERN SLAVONIA

[05] PARLIAMENT ELECTS PRESIDENT

Vukovar, April 23 (Tanjug) - The Srem-Baranja area was restored in Vukovar on Tuesday its 1991 name - the Serb area of Eastern Slavonia, Baranja and Western Srem.

The newly-formed parliament elected Goran Hadzic President of the Serb area.

In his address after the vote, Hadzic urged the population in the area not to leave their homes. He reiterated support to the Serb-Croatian agreement reached last November on a peaceful settlement for the area.

The deputies adopted a declaration in which they pledged to protect the interests of all citizens and their human rights and freedoms, consistently pursue peace and a peaceful settlement of all disputes and fully cooperate with the U.N. transitional administration in the best interest of the area's population.

The Executive Council of the Serb area said its priority was to deter crime which has become rampant, to prevent the departure of the local population, to provide assistance to refugees from other parts of Croatia who are currently in the Federal Republic of Yugoslavia and fully cooperate with the U.N. transitional administration.
